💬 President Vladimir Putin: In the context of growing geopolitical tensions, the importance of the Russian-Chinese strategic partnership as a stability factor is growing. Our relations have passed all the tests, demonstrating their maturity and stability, and they continue to grow dynamically.

Despite the unfavourable external situation, the illegitimate restrictions and patent blackmail on the part of certain Western countries, Russia and China have achieved record high growth rates in mutual trade. In 2022, it increased by about 25 percent.

📈 Energy supplies have reached unprecedented levels, and joint projects are underway to add capacity in hydrocarbons production and refining. In 2022, Russia became one of the leaders in oil exports to China.

Of course, defence and military technology cooperation, which contributes to ensuring the security of our countries and maintaining stability in key regions, has a special place in the entire range of Russian-Chinese cooperation and our relations. We aim to strengthen cooperation between the armed forces of Russia and China.

🤝 Moscow and Beijing’s coordination on the international arena, including at the UN Security Council, the Shanghai Cooperation Organisation, BRICS, and the G20, serves to create a fair world order based on international law.

❗️ We share the same views on the causes, course and logic of the ongoing transformation of the global geopolitical landscape. In the face of unprecedented pressure and provocations from the West, we defend our principled positions and protect not only our own interests, but also the interests of all those who stand for a truly democratic world order and the right of countries to freely determine their destiny.

🇷🇺🇨🇳📞 On January 9, Foreign Minister Sergey Lavrov spoke over the phone with Foreign Minister of the People’s Republic of China Qin Gang.

The Russian Minister congratulated his Chinese colleague on his recent appointment and wished him success in this responsible position.

The two officials discussed topical matters on the bilateral, global and regional agendas. They rejected the policy of the United States and its satellites to establish a hegemony in global affairs, which prompts the West to provoke confrontation with Russia and China, interfere in their domestic affairs, and attempts to constrain the development of the two countries through sanctions and other illegitimate methods.

The ministers went on to state that Moscow and Beijing were united in their approaches to fundamental matters on the global development agenda. They gave a positive assessment of the constructive dialogue and high level of bilateral coordination in the United Nations, BRICS, the SCO, within the Group of Twenty, as well as at ASEAN cooperation platforms and other formats, with all these efforts fully in line with the trust-based partnership between the two countries.

Sergey Lavrov invited Foreign Minister of the People’s Republic of China Qin Gang to visit Russia at a convenient time.

This landmark event reaffirms the special nature of the Russia-China partnership, which has always been built on mutual trust, respect for each other's sovereignty and interests.

We have high expectations for the upcoming talks. We have no doubt that they will give a new powerful impetus to our bilateral cooperation in its entirety. This is also a great opportunity for me to meet with my good old friend with whom we enjoy the warmest relationship. <...>

🤝 The firm friendship between Russia and China is consistently growing stronger for the benefit and in the interest of our countries and peoples. The progress made in the development of bilateral ties is impressive.

The Russia-China relations have reached the highest level in their history and are gaining even more strength; they surpass Cold War-time military-political alliances in their quality, with no one to constantly order and no one to constantly obey, without limitations or taboos.

We have reached an unprecedented level of trust in our political dialogue, our strategic cooperation has become truly comprehensive in nature and is standing on the brink of a new era. President Xi Jinping and I have met about 40 times and have always found time and opportunity to talk in a variety of official formats as well as at no‑tie events. <...>

Unlike some countries claiming hegemony and bringing discord to the global harmony, Russia and China are literally and figuratively building bridges. Last year our border regions were connected by two new bridge crossings over the Amur river, which has been a ”river of friendship“ since time immemorial. Amidst the ”waves and winds“ that sweep the planet, we closely cooperate in international affairs and effectively coordinate our foreign policy positions, counter common threats, and respond to current challenges, standing shoulder to shoulder as a ”rock amid a fast flowing stream.“

We actively promote democratic multilateral structures such as the #SCO and #BRICS, which become more and more authoritative and influential and attract new partners and friends. The work aimed at coordinating the development of the Eurasian Economic Union with the One Belt, One Road Initiative also goes in this vein.

❗️ Our countries, together with like-minded actors, have consistently advocated the shaping of a more just multipolar world order based on international law rather than certain ”rules“ serving the needs of the ”golden billion.“ Russia and China have consistently worked to create an equitable, open and inclusive regional and global security system that is not directed against third countries. In this regard, we note the constructive role of China's Global Security Initiative, which is in line with the Russian approaches in this area.

We can feel the geopolitical landscape in the outside world change dramatically. Sticking more stubbornly than ever to its obsolete dogmata and vanishing dominance, the ”Collective West“ is gambling on the fates of entire states and peoples. The US's policy of simultaneously deterring Russia and China, as well as all those who do not bend to the American dictation, is getting ever more fierce and aggressive.

The international security and cooperation architecture is being dismantled. Russia has been labelled an ”immediate threat“ and China a ”strategic competitor.“ <...>

🇷🇺🇨🇳 I am convinced that our friendship and partnership based on the strategic choice of the peoples of the two countries will further grow and gain strength for the well-being and prosperity of Russia and China.

• We share a vision of what is causing major international security challenges. We note the West's unwillingness to conduct a dialogue between the states based on the principles of equality. We oppose the use of sanctions pressure or other unfair competition tools.

• Our strategic cooperation is not directed against third countries, but contributes to the balanced development of the international system in its entirety.

• The alleged “dependence” and “inequality” of Russian-Chinese relations has been discussed ad nauseum mostly in unfriendly countries for a long time now. We see this as an attempt to cast aspersions on our successes and to drive a wedge into the friendship between Moscow and Beijing. These designs can be easily read into.

• Russia has repeatedly come up with constructive ideas and pragmatic and non-politicised proposals for overcoming pressing international issues, such as President Putin's December 2021 initiative to provide Russia with legally binding security guarantees in the western direction. However, Washington and Brussels ignored us or reacted to this initiative negatively which led to the current crisis in Ukraine.

• Our main difference from the Westerners is that we never lecture our foreign partners on how they should live. We do not have a hidden agenda or double standards.

• We view the St Petersburg (Russia-Africa) Summit as a systemic element of Russia-Africa cooperation. We are filling it with meaningful content in close cooperation with our African friends.

🇷🇺🇨🇳 On May 4, Foreign Minister Sergey Lavrov met with Minister of Foreign Affairs of the People’s Republic of China Qin Gang on the sidelines of the Shanghai Cooperation Organisation’s Foreign Ministers’ Council meeting in the state of Goa, India.

The two Ministers praised Russian-Chinese relations for the momentum they have gained against the backdrop of growing geopolitical instability.

The two officials exchanged views on the current state of and prospects for developing the #SCO, welcoming the collective efforts by its member states to ensure peace and security in Eurasia. They also mentioned the SCO’s growing prestige in international affairs and its key role in the regional security architecture.

During the meeting, Sergey Lavrov and Qin Gang reaffirmed their mutual commitment to stepping up coordination efforts within the #UN, the #SCO, #BRICS, #RIC, #G20 and other key international organisations and dialogue mechanisms. They discussed several hot topics, including efforts to promote a peace settlement in the Ukraine crisis.

The meeting also included a confidential exchange of views on the latest international matters with a focus on the developments in the Asia-Pacific Region considering the fact that extra-regional actors have been increasingly active in seeking to set up various exclusive blocs and formats that undermine the ASEAN-centric security and stability framework in the region.

🤝 Sergey Lavrov congratulated his Chinese colleague on his recent appointment to the position of PRC Foreign Minister and wished him new successes in his position. The parties praised the progressive development of Russian-Chinese relations that show stability and positive dynamics amid general geopolitical instability in the world. They focused on the bilateral agenda including implementation of agreements reached at the highest political level.

The Ministers discussed a number of current international issues, noting the general unacceptability of the Western bloc’s confrontational policy towards Russia and China and its attempts to contain their development through sanctions and other illegitimate methods. They positively assessed the constructive dialogue between Moscow and Beijing and the high level of collaboration at the UN, BRICS, SCO, G20, and other international organisations.

They discussed a number of current regional issues, including the Ukraine crisis.

The meeting between the Ministers once again confirmed that Moscow and Beijing have identical or largely concurring approaches towards international affairs. They reaffirmed their commitment to maintain close foreign policy coordination.

💬 Vladimir Putin: We are very glad to see a high representative of the People’s Republic of China in Russia, this time in St Petersburg.

I would like to say right away that the last time we saw each other was, I think, in February 2023. You came to Russia to prepare the visit of President of China Xi Jinping, who is a very good, important and cherished friend of ours. Indeed, his visit was a great success. I would even say that it marked a major milestone, especially considering that it took place immediately after Comrade Xi Jinping’s election as President of the People’s Republic of China. This was an important sign of trust and an affirmation of the high level of relations between us, and we understand this very well.

I must say that the visit was a success, as demonstrated by the performance we have achieved in our relations. It served as a positive impetus for promoting our bilateral ties. This relates to international affairs where our positions coincide regarding the emergence of a multipolar world instead of some kind of rules-based order. No one has seen these rules and they keep changing every day depending on momentary considerations and to benefit those who came up with this absurd formula.

🇷🇺🇨🇳 On October 16, Beijing hosted talks between Foreign Minister Sergey Lavrov and Foreign Minister of China Wang Yi.

✔️ The Ministers praised the positive dynamic of Russian-Chinese comprehensive interaction, had a detailed discussion of issues on the bilateral agenda, including contacts at the highest and high levels with a focus on the preparation for the Russian President’s participation in the Third Belt and Road Forum, as well as cooperation between Moscow and Beijing on aligning the development of the Eurasian Economic Union and China’s Belt and Road initiative.

✔️ The meeting participants underscored the importance of strengthening close coordination between Russia and China on the global stage, including in the UN and its Security Council, as well as the #SCO, the #G20, #APEC and other mechanisms and forums. They also reaffirmed mutual intention to improve contacts within #BRICS in the context of Russia’s chairmanship of the group in 2024.

✔️ The Ministers also exchanged opinions on a wide range of international and regional issues, including the sharply aggravated situation in the Middle East. 💬 We are happy to welcome you to Nizhny Novgorod, the capital of the Volga Federal District and the Nizhny Novgorod Region, which actively cooperates with the People’s Republic of China, including through the implementation of the well-known and beneficial Volga-Yangtze project.

During our recent meeting in Astana, we exchanged thoughts on the traditional Russian-Chinese Summit, which took place in May of this year. Our Presidents outlined the main direction for advancing our strategic cooperation in the context of the comprehensive partnership between Russia and China.

We have a special responsibility for foreign policy coordination, primarily at the UN Security Council, #BRICS, #SCO, #G20, #APEC, and other multilateral formats. The Global Majority countries have an increasingly positive perception of our engagement with our Chinese friends. The number of our opinion allies and countries interested in cooperation with BRICS and the SCO is steadily expanding.

🇷🇺🇨🇳 On September 25, Sergey Lavrov met with Minister of Foreign Affairs of the People’s Republic of China Wang Yi on the sidelines of the 79th session of the UN General Assembly.

The Parties praised the development of political dialogue and practical cooperation between Russia and China amidst the highly turbulent international situation. Focus was placed on the implementation of agreements reached at the higher level, as well as the preparations for the BRICS summit in Kazan and new contacts between the two countries’ leaders.

The Ministers stressed the importance of enhancing the two countries’ foreign policy coordination at international platforms, such as the #UN and its Security Council, #BRICS, #SCO, #APEC, #G20, and other formats. Sergey Lavrov and Wang Yi mentioned that Western countries’ illegitimate sanctions imposed in circumvention of UN Security Council resolutions are unacceptable as they undermine the stability of the global economy and universal forms of trade and economic cooperation.

An in-depth discussion was held on global and Eurasian security, including settlement process for the Ukrainian crisis and measures to counter the West in escalating the situation in the Asia-Pacific region and around Taiwan, as well as on a number of other issues on the regional agenda.
