📆 ANNOUNCEMENT: On September 4, at 4:00 pm, ahead of the Club's session at the Eastern Economic Forum-2023, the Valdai Club will host a presentation of a report, titled "Russia and Asia: Paradoxes of a New Reality", featuring Russian Deputy Foreign Minister Andrey Rudenko.

The military-political crisis in Europe and the economic war of the West against Russia have served as incentives for Moscow to expand and strengthening its relations with Asian states. The vast majority of these countries take a neutral or friendly position towards Russia. The development of relations in 2022 and the dynamics of trade and economic ties with the region show that they are beneficial and useful for the implementation of Russia's most important tasks. Now, 10 years after the announcement of Russia's “pivot to the East" policy, it not only acquires a new meaning and content, but also confirms the correctness of the choice.

In 2022-2023, the countries of Asia and the states of the Arab world are the ones which are most actively developing ties with Russia. This confirms the failure of the West's attempts to isolate Moscow on the world stage. Russia’s partnership with China is developing particularly actively, but we see that other regional partners are also increasingly occupying a significant place in the system of Russian foreign economic relations. Trade, economic ties and political dialogue between Russia and the ASEAN countries are developing dynamically, Indian-Russian relations have acquired a new resonance, also due to India's balanced position in relation to the crisis in Europe. Some Asian countries, despite being US allies, are trying to maintain important areas of cooperation with Russia.

The objective of the Club's new report is to assess the dynamics of relations between Russia and Asian states in 2022-2023. The authors assess how the mechanisms of cooperation and participation of Russia in the regional formats which that have been created over the past decade function amid the new conditions.

🗣 #Valdai_EEF: The Valdai Discussion Club will take part in the business programme of the Eastern Economic Forum (EEF) for the seventh time. On September 11, at 10:00 local time (GMT+10), the Club will hold a session, titled “Open Far East in the World Economy: Achievements and Plans for the Future”, featuring Yury Trutnev, Deputy Prime Minister of the Russian Federation — Presidential Plenipotentiary Envoy to the Far Eastern Federal District.

The Valdai Club session at the EEF-2023 continues the Club’s flagship project dedicated to Russia’s turn to the East. During the discussion, the speakers will analyse the dynamics of Russian-Asian cooperation after February 24, 2022, share forecasts, and evaluate joint projects that are in demand amid the current situation.

The confrontation with the West is accelerating Russia's pivot to the East. The Asia-Pacific Region (APR) has become central to Russia and replaced its former ties with Western economies. Asian countries, despite pressure from the West, retain their flexibility and have expanded trade with Russia. Asia’s pragmatism does not allow for a complete rupture of ties, as it happens in Europe, even in the face of deteriorating political relations with individual countries.

In this situation, the Far East has emerged as Russia’s “gateway” to Asia, to its system of international and economic relations.

📑 The Valdai Club prepared a report for the EEF, titled “Russia and Asia: Paradoxes of a New Reality”. It consists of a series of case studies conducted under the auspices of the Club this past spring. The authors of the report for the first time showed how the peculiarities of regional development and the conflict in Ukraine have affected Russia’s bilateral relations with each of the Asia-Pacific countries. 

Andrey Bystritskiy, Chairman of the Board of the Foundation for Development and Support of the Valdai Discussion Club, will make an opening speech at the beginning of the session.

🌏 The current global crisis, on the one hand, makes us worry about the future, and on the other hand, it opens not even windows, but whole stained-glass windows of opportunities. This is especially true of both the Russian Far East and Asia as a whole.

1️⃣ First, the amazing political configuration of the entire Asia-Pacific region. Aside from a few long-smouldering conflicts, the region as a whole is surprisingly peaceful, and mostly cooperative. The political space of the Asia-Pacific region is quite comfortable for the accelerated development of social and economic ties between the countries of this, and not only this region. The Russian Far East is a natural hub, a gateway through which Russia can effectively interact with the outside world.

2️⃣ Second, the future of the Asia-Pacific region is open. It is only taking shape before our eyes and, I hope, with Russia’s participation. In recent years, Russia has turned very effectively towards Asia. But Asia is also turning towards Russia. Moreover, the countries of the region are mainly pursuing foreign policy independently and are not about to join the West in its desire to weaken and isolate Russia – at the very least. On the contrary, Asia obviously needs a strong and independent Russia capable of ensuring a balance of power in the region.

3️⃣ Finally, there is probably the most important circumstance — the presence in some countries of the Asia-Pacific region of a developed, creative middle class. Russia is certainly among these countries. The presence of such a middle class, that is, a layer of people who make money on innovation, on the advanced technologies, creates an additional dimension of the development of the region as a whole. This dimension turns the design of the future into a rational task, the solution of which depends on the talents of people and on their ability to reach agreements and get along with each other.

Thus, the Asia-Pacific region has received a unique chance for accelerated and thoughtful development. the future is open, it can and should be built consciously, step by step.

🇷🇺🌏 Russia’s standing in Asia hinges on not only what happens in this region and Russia’s own efforts, but also on global developments, including the mounting China-US confrontation, the Covid-19 pandemic, Russia’s standoff with the West, and the emergence of the global majority phenomenon.

All these developments have a fundamental bearing on Russia’s policy to undertake a turn to the East, develop its Asian dimension, and readiness to build closer ties with Asian powers, as well as their receptiveness to cooperation opportunities with Russia, and, finally, the way the challenges and threats Russia and Asia face are perceived.

The authors of a new Valdai report, titled “Russia and Asia: The Paradoxes of a New Reality,” assess how Russia’s standing vis-à-vis Asian countries changed after the military and political conflict started in February 2022, as well as how regional development patterns have been affecting partnerships within this region.

🌏 Asia is now precisely the region that has become Russia’s “gateway” to the global economy; it trades most actively with us and maintains a dialogue at the interstate level.

This is also evidenced by the results of the analysis carried out by Valdai Club experts in a recently published report on the dynamics of relations between Russia and Asian countries over the past year and a half.

Since the spring of 2022, the West began to pursue a policy of ousting us from world markets, and ties with Asia played a decisive role in the fact that this ultimately did not happen. The Far East and its leading cities, including Vladivostok itself, has become the most important “hub” for trade and economic relations with Asian countries on a new scale. Over the past months, the load on cargo ports has increased manifold.

That is why the Eastern Economic Forum, traditionally, has not only been about business cooperation, but also about solving the development problems which face the Far East as a whole. This is achieved through the close coordination of measures taken by the Russian government and the initiatives of the business community.

The EEF-2023 was a kind of synchronisation of watches on how the “pivot to Asia” policy responded to the demand and needs that arose last year, what has already been done, and what problems have become the most important. These problems of today form the agenda for tomorrow, writes Valdai Club Programme Director Timofei Bordachev.
