🇧🇷🇷🇺🇮🇳🇨🇳🇿🇦 The recently-concluded BRICS Summit in Johannesburg, South Africa, was not only a success for the bloc but also historic in how it captured the times we live in today.

🔹 The inclusion of oil-rich nations such as the Kingdom of Saudi Arabia, the United Arab Emirates (UAE), and Iran introduces an expansion of the BRICS footprint in the Middle East as well as its influence for the reform of the financial architecture in addition to population, region, and land mass.

🔹 The Inclusion of Argentina, Ethiopia, and Egypt (Egypt is already a member of the New Development Bank, NDB) further reaffirms the bloc’s growing influence for the reform and development agenda it adopted in 2009.

🔹 More than 20 countries have applied, and over 40 are interested in joining the bloc. This is a significant development because it demonstrates the strength of the BRICS argument for a fairer and more equitable global governance system that represents all, with rules that apply equally to all, especially in global financial and economic governance.

The bloc was dismissed by many in the beginning, with some arguing that it does not hold sufficient power to change anything, let alone contend with the global hegemons. But BRICS is not about challenging anyone.

It is about fostering cooperation and collaboration to find solutions for global challenges and achieve a shared future in which development is enhanced and accessible to all who seek it, Mikatekiso Kubayi writes.

About two dozen more countries have also applied to join the BRICS.

In this regard, the media and the expert community have begun to talk about a qualitative change in the geopolitical balance of power. Comparisons are made of the total GDP between the BRICS and the G7, their resource endowment, etc.

All this is true. But aside from the move’s effect on economic indicators and symbolic strength in establishing a value alternative, the issue of internal consolidation is no less important for the political power of any international structure. BRICS is no exception.

If there is no internal unity, according to the principle “one in favour of all, and all for one”, then all prospects for strengthening the BRICS as a new pole of world politics will remain unfulfilled, writes Valdai Club Programme Director Oleg Barabanov.

🌏 The current global crisis, on the one hand, makes us worry about the future, and on the other hand, it opens not even windows, but whole stained-glass windows of opportunities. This is especially true of both the Russian Far East and Asia as a whole.

1️⃣ First, the amazing political configuration of the entire Asia-Pacific region. Aside from a few long-smouldering conflicts, the region as a whole is surprisingly peaceful, and mostly cooperative. The political space of the Asia-Pacific region is quite comfortable for the accelerated development of social and economic ties between the countries of this, and not only this region. The Russian Far East is a natural hub, a gateway through which Russia can effectively interact with the outside world.

2️⃣ Second, the future of the Asia-Pacific region is open. It is only taking shape before our eyes and, I hope, with Russia’s participation. In recent years, Russia has turned very effectively towards Asia. But Asia is also turning towards Russia. Moreover, the countries of the region are mainly pursuing foreign policy independently and are not about to join the West in its desire to weaken and isolate Russia – at the very least. On the contrary, Asia obviously needs a strong and independent Russia capable of ensuring a balance of power in the region.

3️⃣ Finally, there is probably the most important circumstance — the presence in some countries of the Asia-Pacific region of a developed, creative middle class. Russia is certainly among these countries. The presence of such a middle class, that is, a layer of people who make money on innovation, on the advanced technologies, creates an additional dimension of the development of the region as a whole. This dimension turns the design of the future into a rational task, the solution of which depends on the talents of people and on their ability to reach agreements and get along with each other.

Thus, the Asia-Pacific region has received a unique chance for accelerated and thoughtful development. the future is open, it can and should be built consciously, step by step.

🇮🇳2️⃣0⃣ From September 8-10, 2023, the forthcoming G20 Summit in New Delhi will host many significant world leaders.

India is all set to host the G20 Summit and they are busy with massive preparations showcasing India’s art, culture and traditions. High on the agenda and high in optics, this is the most awaited international event of the year for India.

India’s G20 presidency has been fraught with challenges. The 3D’s – Democracy, Diplomacy and Dialogue – resonated all throughout the G20 meetings in 2023, as the world navigated through the difficult period of conflict and pandemic, leading up to a food and energy crisis.

To bring consensus and to get everybody on board on various issues would depend on how New Delhi would navigate through every punctuation mark in the final document.

🧊🌐 Cooperation in the Arctic has been renowned for being largely immune to geopolitics.

Even at times of great power conflict during the Cold War, cooperation in the Arctic continued for mutually beneficial cooperation and trust-building. This era appears to have come to an end.

Over the past two decades, relations between the NATO countries and Russia have continued to deteriorate and the Arctic increasingly becomes the home of competing interests. The decision by the collective West to suspend cooperation with Russia in the Arctic Council over the war in Ukraine suggests that reliable cooperation in the Arctic has likely come to an end.

As Russia reduces reliance on NATO states and increases cooperation with non-Arctic powers in the high north, it is reasonable to expect that BRICS will become an Arctic institution.

The great economic realignment is increasingly organised with non-Western technologies, ships, insurances, investment banks and currencies. As the economic infrastructure is de-Americanised and transformed, it is reasonable to expect the institutional framework to change. 📆 ANNOUNCEMENT: On September 18 at 16:00 Moscow Time (GMT+3), the Valdai Club will host a discussion dedicated to the technological gap between developed and developing countries, titled “How to Avoid Inequality in Access to the Digital Future.”

The growing gap between rich and poor countries has now acquired a digital dimension. This became especially noticeable during the pandemic, when people without access to the Internet were deprived of opportunities to engage in distance learning, pursue remote work and the ability to maintain social distance. Developing countries have limited resources and the digital divide will continue to perpetuate their dependence on developed countries.

Multinational corporations seek to monopolise innovations, platforms and services. Rich countries plan to direct financial assistance primarily to the green transformation, rather than the digitalisation of poor countries. Under such conditions, the digital divide may become even deeper.

How can we overcome the digital divide?
Should poor countries expect help from rich countries in achieving digitalisation?
Or is it better to think about a coalition of developing countries that would resolve this problem, for example, through BRICS?

🇷🇺🌏 Russia’s standing in Asia hinges on not only what happens in this region and Russia’s own efforts, but also on global developments, including the mounting China-US confrontation, the Covid-19 pandemic, Russia’s standoff with the West, and the emergence of the global majority phenomenon.

All these developments have a fundamental bearing on Russia’s policy to undertake a turn to the East, develop its Asian dimension, and readiness to build closer ties with Asian powers, as well as their receptiveness to cooperation opportunities with Russia, and, finally, the way the challenges and threats Russia and Asia face are perceived.

The authors of a new Valdai report, titled “Russia and Asia: The Paradoxes of a New Reality,” assess how Russia’s standing vis-à-vis Asian countries changed after the military and political conflict started in February 2022, as well as how regional development patterns have been affecting partnerships within this region.

However, today the state of affairs in the region is complicated by the growing intensity of the complex confrontation between China and the United States, which also involves American allies in the region — Japan and the Republic of Korea.

📆 ANNOUNCEMENT: On September 14 at 11:00 Moscow Time (GMT+3), the Valdai Club will host a discussion dedicated to the fate of the property of Russians abroad, titled “Confiscation of Russian Assets: Limits of Aggravation.” The participants will also discuss Russia’s possible response in modern conditions.

According to the Ministry of Finance, since the start of the special military operation in February 2022, assets of more than 3.5 million Russians worth 1.5 trillion rubles have been frozen. Blocking financial sanctions involve freezing the assets of Russian citizens and companies included in the sanctions lists. Russians are losing access to frozen property, and the countries initiating sanctions are persecuting any attempt to bring them to Russia. At the same time, calls in the West to transfer Russian property to Ukraine are growing louder.

Russia had previously refrained from retaliating, but in August, at the Council on Strategic Development and National Projects, Finance Minister Anton Siluanov proposed starting an exchange of assets of Russian citizens for assets of foreign investors.

🇺🇸🇯🇵🇰🇷 The real purpose of a trilateral summit of the leaders of the United States, Japan, and South Korea at Camp David was was aimed at strengthening military-political cooperation among the three countries, directed primarily against China, but also, albeit to a lesser extent, against North Korea and Russia.

Both Japan and South Korea are tied to the United States with military-political alliances that were formally established in 1960 and 1954, respectively, and in actuality existed even before that. However, despite the reality and significance of the American-South Korean and American-Japanese alliances, they remain extremely difficult in many ways.

With the help of the trilateral format, Washington hopes to finally solve the problem that has been a headache for American diplomats for many decades: the long-standing conflict between Japan and South Korea and the chronic unwillingness of these two countries to cooperate directly with each other on military-political issuesAndrei Lankov writes.

🗣 On September 13, 2023, a meeting was held in Beijing between the delegation of the Valdai International Discussion Club and representatives of the Xinhua News Agency.

During the meeting, Andrey Bystritskiy, Chairman of the Board of the Foundation for Development and Support of the Valdai Discussion Club, and President of the Xinhua News Agency Fu Hua discussed the prospects for cooperation.

In particular, the parties agreed on the participation of the director of the Research Institute of the Xinhua News Agency, Liu Gang, in the upcoming Valdai Club event. Andrey Bystritskiy, in turn, was invited to a thematic event for the exchange of ideas between think tanks within the framework of the 3rd Belt and Road Forum on International Cooperation.

🧳 Will customs in EU countries undress Russian citizens?

The EU sanctions policy against Russia includes a wide range of measures. These include blocking financial sanctions, sectoral restrictions, transport and visa bans, export controls on a wide range of goods, as well as a ban on the import of a number of goods from Russia. The latter measure can be described as import controls. Its goal is to deprive Moscow of income from the sale of these goods on the markets of EU member countries. Brussels has banned the import of a number of strategic raw materials from Russia, including oil, petroleum products, coal, ferrous metallurgy products, gold, and others.

At the same time, a number of other items were also banned. This norm is postulated in Art. 3i of Council Regulation 833/2014. The direct or indirect import of certain goods from Russia to the EU is prohibited, as well as the related provision of intermediary and financial services. Appendix XXI reveals the list of titles. It is very diverse: you can find products ranging from caviar to cement, chemical products, fertilizers, soap, rubber, paper, pumps, refrigerators, bearings, engines, telephones, cars, cameras and much more. Obviously, shipments of such goods had no chance of passing customs.

But what should be done if a Russian citizen imports this or that product for personal use? The most obvious example is entering the EU in a private car.

Russian tourists are distinguished by courage — they often venture to more extreme jurisdictions, and being deprived of toilet paper or a camera might seem trifling. But if the practice becomes widespread, another nail will be driven into the coffin of human ties between Russia and the EU, writes Valdai Club Programme Director Ivan Timofeev

🌏 On September 14-15, 2023, the Anniversary Consultative Meeting of the Heads of Five Central Asian States will be held in Dushanbe, Tajikistan.

Five years have passed since the first meeting was convened at the initiative of Shavkat Mirziyoyev, the President of the Republic of Uzbekistan, and a mechanism for consultations at the highest level was launched.

Today we can say with confidence that the hopes for a “informal club” of regional leaders have been fully justified. Moreover, this is true of all components, including political, economic, cultural and humanitarian ones.

The countries of Central Asia, as independent parties engaged in international relations, do not want the region to become an arena of multilateral competition in the spirit of the “Great Game”. They have other long-term interests: strengthening the neighbourhood as well as building peaceful, friendly, equal and mutually respectful among themselves and with the outside world, writes Rashid Alimov

🌏 Asia is now precisely the region that has become Russia’s “gateway” to the global economy; it trades most actively with us and maintains a dialogue at the interstate level.

This is also evidenced by the results of the analysis carried out by Valdai Club experts in a recently published report on the dynamics of relations between Russia and Asian countries over the past year and a half.

Since the spring of 2022, the West began to pursue a policy of ousting us from world markets, and ties with Asia played a decisive role in the fact that this ultimately did not happen. The Far East and its leading cities, including Vladivostok itself, has become the most important “hub” for trade and economic relations with Asian countries on a new scale. Over the past months, the load on cargo ports has increased manifold.

That is why the Eastern Economic Forum, traditionally, has not only been about business cooperation, but also about solving the development problems which face the Far East as a whole. This is achieved through the close coordination of measures taken by the Russian government and the initiatives of the business community.

The EEF-2023 was a kind of synchronisation of watches on how the “pivot to Asia” policy responded to the demand and needs that arose last year, what has already been done, and what problems have become the most important. These problems of today form the agenda for tomorrow, writes Valdai Club Programme Director Timofei Bordachev.
