🏰 The Ukrainian crisis has given birth to new strategic constants.
Along with the degradation of the unipolar world order, the conflict has painted a picture of a new balance of power in Europe, which escapes the analysis of Western experts.
The Ukrainian crisis has led to a situation where the voice of the Eastern European countries and, in particular, Poland, is beginning to determine European foreign policy interests. This state of affairs is unique in modern history.
Many historians have always positioned Eastern Europe at the “crossroads” of Europe; it is portrayed as the constant battlefield for rival empires. Today, Eastern European countries are not only acquiring strategic agency, but are also coming to the forefront of European politics.
The immediate task of Warsaw is to become the main European militarist, and to create a large military counterweight against Russia on Polish territory in case Ukraine is defeated. Poland is creating points of tension for Russia along the entire perimeter of its borders: military exercises on the border with the Kaliningrad region, and manoeuvres near the borders of Belarus. All of this shows that Warsaw is striving to seize the strategic initiative in the European Union and could potentially become its main actor if the conflict extends beyond the territory of Ukraine.
The West in its “Eastern European edition” seeks to reduce the opportunities for Russia and Belarus to act together in the developing crisis.
The deployment of tactical nuclear weapons on the territory of Belarus is a joint step by Moscow and Minsk, which is of a deterrent nature and should deprive Warsaw of any illusions about Russia’s lack of determination to maintain a balance of threats.
It is possible that in the future, the current crisis with the West will begin to resemble the mature years of the Cold War with its system of mutual military deterrence, writes Valdai Club Programme Director🗣 Andrey Sushentsov.

🇮🇳🌍 Despite the fact that China remains the clear leader in bilateral trade with African countries, India is gradually becoming a significant trading partner for the region.
India's main trading partners in Africa are Nigeria, South Africa, Angola, Egypt, Morocco and Algeria, which account for 89% of Indian imports from the continent. As the Indian economy grew and energy demand increased, India began to import more crude oil and gas from the region.
India is one of the ten largest investors in African countries. African countries rich in minerals are attracting investors to the development of the extractive industry.
Security cooperation occupies a special place in Indo-African relations. It manifests in the joint fight against terrorism and extremism, ensuring cyber security, conducting joint military exercises and participating in UN peacekeeping missions in the region.
Russia, like India, has always stood for freedom and supported the anti-colonial liberation movements in Africa. At present, Russia is undergoing a “pivot to the East”, and Africa can become a priority region for Russian foreign policy.
Russia traditionally cooperates with the states of North Africa and South Africa (they account for 70% of Russia's trade with the African continent), while India is also active in Sub-Saharan Africa.
The interests of Russia and India largely coincide in Africa. Many areas of interaction between Russia and India in Africa are more developed in our country, so it can compete with India, for example, in nuclear energy, the military-industrial complex, the chemical industry, cybersecurity and digitalisation, writes Valdai Club expert Irina Kolgushkina.

🇰🇷🇺🇸🇷🇺 The Yoon Suk-yeol government appears to be attempting a careful change in its existing position towards Russia, prioritizing the restoration of Korea-US-Japan cooperation and the strengthening of the ROK-US alliance.
However, the Yoon administration has maintained a cautious stance toward Russia, which is a key partner in its Northern Policy and has influence over the North Korean nuclear issue.
As approximately 160 Korean companies operate in Russia, any deterioration in Korea-Russia relations would pose a significant economic burden on South Korea. Furthermore, if military cooperation between North Korea and Russia were to strengthen, it would present an even greater threat to South Korean security.
Therefore, it is not easy for South Korea to decide on arms support to Ukraine, despite considerable Western pressure on the Korean government for arms support, as seen in the recent US secret leak scandal.
The US seeks to integrate NATO more closely into the emerging Asian partnerships, AUKUS and QUAD, while also strengthening cooperation between South Korea, the United States, and Japan. In this context, Washington wants South Korea, as a military power, to establish links with NATO through arms support to Ukraine, writes Valdai Club expert Gu Ho Eom.

🌏 Central Asia’s place in the constellation of Russia’s foreign policy interests is determined by its geopolitics.
Russia’s political relations with all Central Asian states are traditionally friendly, which affects the prioritisation of issues and the specifi c steps that are being taken as part of Russia’s policy in this region.
However, we should not turn a blind eye to multiple signs of potential destabilisation directed against the Central Asian states and their relations with Russia.
There are disquieting internal processes stemming from the difficulties that the countries of the region are experiencing amid the military-political crisis in Ukraine.
Although, in general, they are in a better position compared to some of Russia’s other neighbours, since external influence on their internal development and foreign policyties is limited by objective geopolitical circumstances, write the authors of the Valdai Report “Central Asia and the Ukraine Crisis” Timofei Bordachev and Darya Chizhova.

🇹🇷 The presidential elections in Turkey are scheduled for May 14.
For all their undoubted importance for Turkish society, one cannot fail to note the fact that these elections are now attracting close and sometimes highly emotional attention in Russia as well.
🔹 In the most apocalyptic forecasts, one can read that if Erdogan loses, then Russia’s last window of opportunity will close, and the situation will become completely gloomy.
🔹 At the same time, there is an opinion that if Erdogan wins, then Russia should not expect anything good either.
🔹 The Turkish president has been skilfully kept Russia on a string for years, and after such a victory he will continue to do so with even greater pleasure.
In general, the assessments are polarized; one might even say bipolar. In any case, they are dialectical.
Both the high degree of emotional response to the Russian media image of President Erdogan and the understandable acuteness of the current geopolitical situation have led to a situation when Russian society is now awaiting the Turkish elections with only slightly less excitement than Turkey itself, writes Valdai Club Programme Director Oleg Barabanov.

🌏 So far, the states of Central Asia are showing rather contradictory signs in their internal political and socio-economic evolution.
On the one hand, all of them emerged as independent countries within a fairly short historical period of 30 years. Despite numerous internal political conflicts, none of these states collapsed, as many in the West expected, and even hoped, in the first stages of their independence process after the collapse of the USSR. Each of the countries in the region is developing along its own unique path, reflecting historical experience and cultural characteristics.
Speaking of public administration practices, it is hard to find anything in Central Asia from the era of modernisation in the 20th century with a legacy powerful enough to overshadow earlier practices of maintaining comparative stability. Virtually none of the current development trends have destroyed Central Asian societies; rather, they are absorbed by them, adapted by the powerful cultural and civilisational layers accumulated over the centuries.
The most important question for the Central Asian Five may be their ability to overcome the trap where they’re at a level of development when the destruction of the state is impossible, but so is reaching a new level in terms of the quality of life of the population. It is unlikely that Russia wants its most important southern neighbours to be in a position where the gap is insurmountable, writes Valdai Club Programme Director Timofei Bordachev.

In his opinion, the main principle should be a “balanced policy” in the Turkish foreign policy. However, a harsh American tone can bring the situation to a deadlock. Most probably, Turkey will maintain pursuing alternative ways rather than the West, like BRICS.

🇷🇺🌏 Today, Russia and Central Asia are facing challenges that can only be addressed through the coordination of joint efforts.
Infrastructural limitations, the quality of human capital, climate change, difficulties in maintaining social stability, the need to transform economic models, sanctions pressure — all of these have prompted our countries to act in unison.
It is no secret that Russia’s opponents in the West can use the difficulties of our closest neighbours to foment destabilisation in such a sensitive region. Therefore, it is important to formulate common responses to the challenges facing Russia and the countries of Central Asia.

🌏 In recent years, especially in the wake of the aggravation of the conflict in Ukraine, it has become clear that the world is not simply divided between supporters and opponents of Western leadership, although there are many nuances in this matter. Already there are countries that have actually begun to shape this very new world order.
We can clearly see how rapidly, for example, the Middle East is changing: it is obvious that the countries of the region have embarked on a completely independent policy. This, by the way, does not entail confrontation with anyone.
Another macro-region where rapid changes are taking place is Central Asia. The role and importance of this region cannot be overestimated, if only because it is actually located in the centre of Eurasia. According to many historians, world culture originated in Central Asia (among other places).
The countries of Central Asia are faced with the need to rethink the priorities and forms of their development. They need to understand how they should act in a world where a confrontation exists between Russia and the West, in a world in which the role of China is growing, in a world in which new conflicts develop and old ones persist. In general, it is a very complex world.
In general, the most important issue in the process of forming a new world order is the maintenance and strengthening of mutual trust. Without it, no issues can be resolved and nothing can be done reliably.
Mutual trust can develop only in interaction, in discussions, in conversations and negotiations. In general, the new world order means a new mutual trust, writes Valdai Club Chairman Andrey Bystritskiy.

⛳️ The first requirement for an effective foreign and domestic policy is a constructive awareness of one’s role in the world and the region.
It makes it possible to formulate and pragmatically implement the goals of national development.
In regional processes, a completely new prism of interconnections is being created, the main goal of which is to create an atmosphere of trust, mutual understanding, neighbourliness, and cooperation, both with its traditional partners throughout the Eurasian space and directly in the Central Asian region.
Uzbekistan, like many of its partners in the Central Asian region, is interested in further expanding cooperation with many partners and economic groups, including the countries of South Asia.
Thanks to such cooperation, it can jointly develop food and agroindustry cooperation projects, update and increase high-level technological potential, writes Valdai Club expert Ulugbek Khasanov for the 3rd Central Asian conference of the Valdai Discussion Club.
