#nudge #Thaler #CBA Perhaps Thaler’s greatest influence on policy has been through his work with Cass Sunstein on nudging individuals to make more rational choices through changes in the architecture of choice. In addition to widespread public attention, whole units of government have been created in the United Kingdom, United States, and other countries to look for ways of incorporating behavioral findings into policy designs. Assessing the efficiency impacts of nudges requires BCA analysts to step beyond consumer sovereignty to assess impacts paternalistically. We already do so with respect to choices made by children and the mentally impaired. Should we accept this responsibility when relatively small changes in circumstances alter individual choices? For example, costs of existing regulations may be sunk or fixed in the near-term or longer-run, affecting decisions about how to respond to deregulatory actions. Similarly, changes in cultural norms and attitudes might affect responses to deregulation. Аннотация вебинара: In April, the White House released much-anticipated revisions to federal regulatory practices, including a new Executive Order 14094 on “Modernizing Regulatory Review,” draft revisions to OMB Circular A-4 governing regulatory impact analysis, and draft guidance on meetings with entities outside of the executive branch. The Office of Information and Regulatory Affairs is working to implement these changes, which comprise the most significant regulatory policy initiatives of the Biden administration and raise interesting benefit-cost analysis issues, including the appropriate discount rate, who has standing in a benefit-cost analysis, and how distributional impacts should be measured.

Примечательные подвижки у британских регуляторов финансового рынка (Prudential Regulation Authority, Bank of England), создавших в конце июля 2024 Панель по анализу издержек-выгод  (the CBA Panel).

CBA Panel будет консультировать в части подготовки анализа затрат и выгод в тех случаях, когда регуляторы финрынка будут предлагать новые правила (изменять существующие правила) для компаний и инфраструктуры финансового рынка. Панель также может предоставлять рекомендации регуляторам по улучшению методологию анализу издержек-выгод.

Среди назначенных шести членов CBA Panel выделяется фигура Стивена Гибсона, который еще с 2018 возглавляет головной орган по ОРВ Великобритании - Regulatory Policy Committee, одновременно являясь ведущим научным сотрудником Harvard Kennedy School of Business and Government at Harvard University.

Может, и Банку России как мегарегулятору что-то подобное стоит в ближайшие год-полтора создать?
