The World Bank, in collaboration with Centre for European Governance, University of Exeter, has just launched the “2017 Global RIA Awards”. The purpose of the competition is to acknowledge and share innovative approaches and outcomes of actual Regulatory Impact Assessments – as opposed to purely looking at design features of RIA systems.

Proponents of judicial review of regulatory impact analysis see it as a much-needed enforcement mechanism to ensure that agencies have an adequate factual basis for their regulatory decisions. Позволим полюбопытствовать: а опции - помимо регулирования цен и фискальных изъятий - есть на столе переговоров? Может, бизнес что предлагал? Модельные расчеты этих альтернатив проводились? И где бы их посмотреть, ау!
👉 "Суть первого в следующем: установка индикативной цены на все основные позиции металлопродукции, используемой в строительстве (металлолома, железнорудного сырья, арматуры, металлопроката и т.п.). Согласно этому варианту у компаний, которые будут продавать продукцию на внутренний рынок или на экспорт выше установленной цены, будет изыматься часть излишней маржи, возможно, за счет повышения налогов на продажи по завышенным ценам.
👉Другой вариант (...) — это компенсировать изменения цен бюджетных строек за счет повышенных поступлений налогов металлургических компаний. «Речь шла о том, что если металлурги сейчас будут получать большую маржу за счет роста цен, они заплатят в бюджет налогов больше, чем было запланировано. Этими излишними налогами предложили компенсировать те изменения цен, которые будут заложены в бюджетные стройки."
