Вот что, например, пишет Andreja Marusic, одна из активных участниц внедрения ОРВ в Сербии в первой половине 2000х, сейчас - сотрудница Всембанка:
«Even though the title is “Ministry of Regulation” it seems the motivation was also deregulation – when Seymour proposed it in the election campaign, he called it the “red tape and regulation police”. I don’t think this is a good idea – experiences of having a function that requires cross-government coordination in one line Ministry never worked well, so I am curious how this will work out.
In that sense having dedicated ministries for “deregulation” is also not great – the only example I know that is still at it is Italy.
At one point it was the Ministry of Simplification and Public Administration – right now as far as I can see it’s called the Ministry of Institutional Reforms and Regulatory Simplification. Frankly (based on personal experience) I didn’t note any improvement in what one could only describe as bureaucratic hell in Italy.»
