Позволим полюбопытствовать: а опции - помимо регулирования цен и фискальных изъятий - есть на столе переговоров? Может, бизнес что предлагал? Модельные расчеты этих альтернатив проводились? И где бы их посмотреть, ау!
👉 "Суть первого в следующем: установка индикативной цены на все основные позиции металлопродукции, используемой в строительстве (металлолома, железнорудного сырья, арматуры, металлопроката и т.п.). Согласно этому варианту у компаний, которые будут продавать продукцию на внутренний рынок или на экспорт выше установленной цены, будет изыматься часть излишней маржи, возможно, за счет повышения налогов на продажи по завышенным ценам.
👉Другой вариант (...) — это компенсировать изменения цен бюджетных строек за счет повышенных поступлений налогов металлургических компаний. «Речь шла о том, что если металлурги сейчас будут получать большую маржу за счет роста цен, они заплатят в бюджет налогов больше, чем было запланировано. Этими излишними налогами предложили компенсировать те изменения цен, которые будут заложены в бюджетные стройки."

Журналисту "Секрет фирмы" стоило бы изучить несекретную матчасть ОРВ в странах ОЭСР, чтобы увидеть отсутствие сутевых расхождений с российскими процедурами. В чем различия есть - так это в месте, занимаемой регуляторной политикой в системе госуправления.
"У РФ и ОЭСР есть целый ряд расхождений по ключевым вопросам. С требованиями организации не совпадает российское корпоративное право, управление пенсионной системой, подходы к нормотворчеству (в России оценка регулирующего воздействия закона — бюрократическая процедура, за рубежом — стадия, предшествующая разработке)."
