๐Ÿ’ฌ The talks in Addis Ababa and our previous contacts with the African countries we visited prior to Ethiopia show that our African colleagues understand perfectly well the root causes of what is happening. They see the attempts by the collective West to cling to the evaporating future of the so-called unipolar world and impede the objective historical process of the creation of a fair, democratic order.

๐ŸŒ The striving of the African nations to decide their own destinies and find ways of settling persisting conflicts are part of the formation of this multipolar, democratic world order.

๐Ÿ‡ท๐Ÿ‡บ Russia will support the aspirations of its African friends.

โ—๏ธ We believe all countries, including UN Security Council members, must respect Africaโ€™s right to find African solutions to African problems.

๐Ÿ’ฌ As was announced several days ago, on 13th September, the second Russia-Africa Partnership Forum, with me having the privilege to be the Head of its Secretariat, was scheduled for the next summer of 2023. An Organizing Committee headed by Yuri Ushakov, aide of the President of the Russian Federation, was established to therefore prepare.

This Summit is designed to give a new impetus to the African-Russian political, trade and economic, investment, scientific and technical as well as humanitarian co-operation and thus, turn it even more integrated and comprehensive in nature.

Though a careful analysis of the information from other international actors within the framework of preparations for the Forum forces us to state openly that there are forces in the world that stand against such a full-fledged and mutually beneficial cooperation of African States with Russia, and what is remarkable, those actors themselves are not Africans.

A statement of Josep Borrell, Representative of the European Union for Foreign Affairs and Security Policy, that has been published on the EU website, as well as a number of his statements made during his recent travels to Mozambique, Kenya and Somali when he snatched an opportunity to accuse Russia of all the world troubles and called on the African partners to construct a closer cooperation with Europe have come into particular notice.

Today, using Russia as an example, we are witnessing how the West is trying to deprive sovereign states of their independence through the use of a system of collective punishment, violation of basic political and economic rights, and harsh illegitimate unilateral restrictions.

Unfortunately, this policy of double standards can today be applied to any country that does not fit into the Western value system. African nations have for decades experienced firsthand the consequences of illegal economic restrictions introduced for the purposes of political blackmail, in some cases โ€“ to achieve a change of political leadership. The West has consistently introduced sanctions against Burundi, the DRC, Zimbabwe, Libya, Mali, Somalia, Sudan, the CAR, Ethiopia, South Sudan. The list goes on.

The West's hypocrisy goes as far as denying African partners through its own sanctions access to food and fertilizer supplied by Russian companies.

We stand for the sovereignty and independent development of the African continent, which is one of the regional centres of power in the new world order and, like Russia, has its own political and economic agenda. Furthermore, Russia is ready to become a provider of African sovereignty, and the upcoming Russia-Africa summit will be convincing proof of this.

๐Ÿ”ธ Highly dynamic Africa holds a special place in today's decreasingly Western-centric world order, which explains the surge of interest in the region among many international partners.

๐Ÿ”ธ The continent is being actively exploited by Western transnational corporations, polluted by environmentally hazardous production and stripped of its mineral resources.

๐Ÿ”ธ The US and European states are imposing their military presence on African countries under the pretext of providing protection against international terrorism.

๐Ÿ”ธ Today, we are witnessing the entire model of international relations being reshaped, with the 'collective West' losing its position as the world's only center of power.

๐Ÿ”ธ We see Africa awaking and establishing itself as a separate self-sufficient pole.
โœ๏ธ President Vladimir Putin sent greetings to the 36th Ordinary Session of the Assembly of the Heads of State and Government of the African Union.

๐Ÿ’ฌ Over the years of its existence, the African Union has established itself as an effective mechanism for multilateral political, economic and humanitarian cooperation. This influential international organisation plays an important role in settling local conflicts and crises and strengthening neighbourly relations, security and stability on the African continent.

For Russia, African states have always been and remain important and reliable partners. We are united by the desire to build a just multipolar world order based on true equality and the rule of international law, free from any form of discrimination, coercive diktat or sanctions pressure.

๐Ÿค The first ever #RussiaAfrica summit held in 2019 created good conditions for stepping up our traditionally friendly relations, both bilaterally and multilaterally. I am confident that the second summit in this format, to be held in St Petersburg in July, will allow us to set new goals for expanding cooperation between the Russian Federation and its African partners in a wide range of areas, such as addressing topical issues on the regional and international agenda.

It will be my pleasure to welcome you in St Petersburg. I look forward to continuing to work together constructively for the benefit of our countries and peoples, and in the interests of the peaceful and prosperous development of the African continent.

๐Ÿค The strong bonds of cooperation between our peoples began to form during the years of Zimbabwe's struggle for independence. Ever since our nations have enjoyed cordial and friendly relations.

๐Ÿ‡ท๐Ÿ‡บ๐Ÿ‡ฟ๐Ÿ‡ผ Russia and Zimbabwe cooperate closely in the international arena on the basis of concurrence or similarity of their stances on the most pressing current issues.

๐ŸŽ‰ We sincerely congratulate our Zimbabwean colleagues and friends on this day, wish them peace, prosperity and well-being!

๐ŸŒ On May 25, the world celebrates #AfricaDay.

On this day in 1963, exactly 60 years ago, African governments convened in Addis Ababa for the first conference which laid the foundation for the creation of the Organisation of African Unity.

๐Ÿ‡ท๐Ÿ‡บ Russia and Africa are united by traditional bonds of friendship, and it is symbolic that this anniversary year we are holding the second #RussiaAfrica Summit.

๐Ÿค The Soviet Union supported the African countries in their fight for independence and played an important role in the development of the young countries on the continent. Soviet military advisers worked in Africa and military specialists have served in Angola, Ethiopia, Egypt, Mozambique and other African countries at various times.

๐Ÿค Under pressure from the Soviet Union, the Declaration on the Granting of Independence to Colonial Countries and Peoples was adopted, which declared the need to end colonialism and any other form of discrimination.

โŒ The Western powers are not just continuing to exploit the African nations, pumping out resources while counting corporate profits, but they have also been cleaning up their own ugly past.

The falsification of history is also about the cynical unpublished campaign to hush up the horrors of the colonial era. The West is trying to pretend that the suffering that many generations of Africans have gone through, as well as racism, the slave trade, murders and punitive operations, had nothing to do with them

A quickly made-up story about โ€œeventsโ€ aimed to highlight white people of the Westโ€™s concern for people of colour has been planted, but in fact, this is nothing more than a flashmob with no deep realisation of the harm. On the contrary, the ideology of a โ€œbeautiful gardenโ€ and a โ€œwild jungleโ€ is being promoted.

There is the pretence that everything that took place back then, in the colonial era, seemed to have happened and at the same time not to have happened at all.

โ˜๏ธ Yet Africa remembers.

๐Ÿ‡ท๐Ÿ‡บ๐Ÿ‡ฟ๐Ÿ‡ผ On July 27, Foreign Minister Sergey Lavrov and Minister of ICT, Postal and Courier Services of the Republic of Zimbabwe Hon Jenfan Muswere signed an agreement between the Government of the Russian Federation and the Government of the Republic of Zimbabwe on cooperation in ensuring international information security.

The ceremony, which was held in St Petersburg on the sidelines of the second #RussiaAfrica Summit, is evidence of our countriesโ€™ readiness to continue to strengthen dialogue in the spirit of mutual respect and in accordance with the fundamental principles of the UN Charter. It reflects the high level of trust and understanding of our goals in the sphere of ICT security, which are being addressed, in part, at the UN Open-ended Working Group on security of and in the use of information and communications technologies, the UN Ad Hoc Committee to Elaborate a Comprehensive International Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes, and the International Telecommunication Union.

The document provides a solid legal framework for practical interaction between the agencies concerned, including to counter threats in the information space and respond to computer incidents. It also offers new opportunities for building up the potential of using ICT, primarily, through the training of personnel, and reflects the unity of the two countriesโ€™ approaches toward creating a fair system of international information security.

โœ๏ธ The agreement is a clear and convincing example of the fruitful results of Russia and Zimbabweโ€™s consistent efforts to strengthen national and international information security on an equal and mutually beneficial basis.
๐Ÿ“„ Joint Statement of the First Ministerial Conference of the Russia-Africa Partnership Forum on the implementation of the Declaration of the Second Russia-Africa Summit on strengthening cooperation in the fight against terrorism (Sochi, 10 November, 2024)

โ—๏ธ We strongly condemn all acts, methods and practices of terrorism, which are never justifiable, regardless of motivation or context. We denounce terrorism in all forms and manifestations, wherever, whenever and by whomsoever committed. We reject politicization and double standards in countering terrorism.

โ˜๏ธ We emphasize the importance of continuing to implement the provisions of the Declaration on Strengthening Counter-Terrorism Cooperation adopted at the Second Russia-Africa Summit (St. Petersburg, July 28, 2023) by the Heads of State and Government of the Russian Federation and African countries, representatives of the African Union and other leading African integration associations.

We reaffirm our interest in developing joint cooperation in the field of countering international terrorism and confirm that the main efforts in this area should be concentrated on suppressing the activities of international terrorist organizations and their affiliates, as well as the prevention of terrorism, while remaining in compliance with international law, including international human rights law, international humanitarian law and international refugee law.

We remain committed to addressing the various factors and root causes that may contribute to the expansion of the influence of terrorist organizations in Africa.

We condemn the misuse of information and telecommunication networks for terrorist purposes including planning, radicalization, recruitment and terrorist financing.

We support open and constructive counter terrorism dialogue and cooperation between the Russian Federation and African States through:

โ€ข The development and implementation of measures to disrupt and suppress terrorist organizations and their financing channels, including knowledge sharing on emerging risks and threats;

โ€ข Strengthening cooperation between the competent authorities of the states in the exchange of information within the framework of national legislation, on the activities of terrorist organizations;

โ€ข Continuation of coordinated preventive and investigative measures to counter terrorism, violent extremism, conducive to terrorism, as well as terrorist financing, the use of the internet for terrorist purposes, and transnational organized crime;

โ€ข Organization of events for the exchange of experience in combating terrorist manifestations, including the rehabilitation and reintegration of persons linked to terror related activities <...>.

We recognize and respect the sovereignty, agency and independence of African States and reaffirm the need to jointly oppose neo-colonialism, as stated in the Declaration of the Second Russia-Africa Summit (St. Petersburg, July 28, 2023).

๐Ÿค We believe that effective cooperation in combating terrorism and violent extremism, conducive to terrorism, remains a crucial aspect of Russia's ongoing relations with the States of the African continent.
