🎙 Foreign Minister Sergey Lavrov’s answers to media questions following a meeting with President of the Republic of Belarus Alexander Lukashenko

📍 Minsk, June 20, 2023

Question: It was said today that the aggressive Western hysterics dampen the voice of reason. Is the West ready to listen to Russia and Belarus and to sane initiatives?

💬 Sergey Lavrov: The West is fixated on the feeling of its irreparable confidence in its own rightness, the preservation of its hegemony on the international stage, and the introduction and spread of its own “rules,” which are undermining international law and are based on the premise that “it doesn’t matter whether it’s white or black so long as it suits me.” You can see this in various areas of international life, including in the Western attitude to integration organisations in the post-Soviet space.

We have just finished a 90-minute meeting with President of Belarus Alexander Lukashenko, who put forth his views on global developments, which are in line with our actions and substantiate the further development of the #CSTO. The West views the CSTO, just like the #SCO and #BRICS, as a challenge to its domination on the international stage

❗️ We are witnessing desperate and aggressive Western efforts to split the CSTO, BRICS, the SCO and other organisations that are independent of the West, including attempts to use unscrupulous methods to drive a wedge between CSTO Member States.

👉 Our common conclusion is that we must stand up to this pressure, fulfil our allied obligations in full measure and strengthen our solidarity.

🎥 Foreign Minister Sergey Lavrov’s interview with RT TV Channel on the sidelines of the 26th St Petersburg International Economic Forum (St Petersburg, June 16, 2023)

Key
talking points:

🔹 We can no longer rely on the promises and the agreements signed with the West which were presented as a foundation for developing constructive partnership. <...> The West has “lost” Russia at this point of history.

🔹 The dominant trend today is the awareness of the need to regionalise the development processes. This includes the #SCO and, in a wider sense, the Greater Eurasian Partnership, which President Vladimir Putin mentioned at the #RussiaASEAN Summit a few years ago.

🔹 The Anglo-Saxons and their ilk are bringing pressure to bear across the board, including on our closest #CSTO allies. The Gulf Arab countries are not an exception. I would say that the Western methods are boorish. I cannot think of another word.

🔹 Our relations with the Africans and our other partners are not based on money. What we are trying to do is identify projects that meet the interests of both sides.

🔹 #BRICS will expand, with the countries representing major Arab, or Islamic civilisation in a broader sense, joining it. This will strengthen the multipolar principles that we are discussing now and that are objectively taking shape.

🇷🇺🇧🇾 Today, Belarus, a state linked to Russia by centuries of fraternal friendship and bonds of mutual assistance, is marking Independence Day.

#OnThisDay in 1944, Minsk was liberated from Nazi German invaders and occupants as a result of well-coordinated Red Army operations. Fighting shoulder to shoulder, our nations made a decisive contribution to the Victory over Nazism.

Today, Russian-Belarusian relations are those of strategic partnership and alliance. Together, our countries continue to overcome serious difficulties and defend their interests on the international scene. They collaborate closely in the field of military and military-technical cooperation and in ensuring collective security.

Moscow and Minsk jointly streamline various institutions of the Union State and promote integration projects in the Eurasian region. Our countries voice common or similar positions on many international issues and cooperate closely in the #CSTO, the #EAEU, the #CIS, the #UN, the #OSCE and other international and regional organisations.

🤝 We congratulate the fraternal people of Belarus on the national holiday. We wish them well-being and prosperity.

🛡 Today, the Collective Security Treaty Organisation marks its 21st anniversary.

#OTD in 2002, the Collective Security Treaty was assigned the status of an international regional organisation, and the CSTO Charter was adopted.

In 2004, the #CSTO was granted the status of observer at the UN GA. The Joint Declaration on Cooperation between the Secretariats of the United Nations and the CSTO was signed in Moscow in 2010.

The Organisation comprises six member states: Russia 🇷🇺, Armenia 🇦🇲, Belarus 🇧🇾, Kazakhstan 🇰🇿, Kyrgyzstan 🇰🇬 and Tajikistan 🇹🇯.

The CSTO upholds three major aspects of cooperation:

• political cooperation;
• military cooperation;
• countering new challenges and threats.

📄 The Organisation's activity is regulated by the Collective Security Strategy until 2025, a policy document that charts the main goals of the development of CSTO.

The member states coordinate their efforts in the joint fight against international terrorism and extremism, illicit trafficking of drugs and weapons, organised transnational crime, illegal migration and other threats to stability in the CSTO area.

The collective security system includes a military component, the CSTO Collective Rapid Reaction Force.

By working together, the CSTO member states have created an integral and effective mechanism for jointly addressing security issues and for promoting their collective interests on the international arena.

💬 Russia's Foreign Minister Sergey Lavrov: The international authority of the CSTO is evidence of the Organisation's achievements and recognition of its capabilities. <...> As we continue to advance our security initiatives in the region, our voice will become increasingly influential (from FM Sergey Lavrov's interview for the film "CSTO Allies - 30 Years Guarding Collective Security", Moscow, June 7, 2022).

☝️ Russia regards the continued strengthening and development of all-round cooperation with CSTO member states, and enhancing its international role as a foreign policy priority.

🎙 Foreign Minister Sergey Lavrov’s opening remarks during the meeting with Foreign Minister of the Republic of Belarus Sergey Aleinik

📍 Minsk, October 25, 2023

💬 The high-level International Conference “Eurasian Security: Reality and Prospects in a Transforming World” is a timely event. Tomorrow we will speak about this publicly. I am positive that we will find an opportunity to discuss this issue during bilateral meetings with our Belarusian friends and other participants in the conference.

☝️ Efforts to move towards creating a Eurasian platform, system and security structure are long overdue. There is no organisation that can address all problems on our continent.

There is the OSCE, which involves a smaller part of the Eurasian continent. But this organisation has seen better days and is failing to fulfil its purpose.

We also have #ASEAN, the #SCO, the #CSTO, and the #EAEU. However, making use of the competitive advantages that come from a common space for the benefit our nations and peoples will be difficult without unifying all these organisations operating on the continent.

🇷🇺🇰🇿🇰🇬🇹🇯🇹🇲🇺🇿 On November 17, Foreign Minister Sergey Lavrov met with the ambassadors of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan, who are accredited in Moscow.

During the meeting, the sides evaluated Russia’s bilateral interaction with each Central Asian state, as well as within the framework of common international associations, including the #CIS, the #EAEU, the #CSTO and the #SCO. The sides were satisfied with the stable trade and economic relations, expanding trade volumes, and close science and education, cultural and humanitarian ties.

🤝 They emphasised their mutual commitment to creating favourable conditions for the sustainable development of our strategic partnership across the board, including security and regional stability.

On a separate note, the parities reviewed cooperation in the Central Asia5 + Russia format and the implementation of the results of this mechanism’s first summit, held on October 14, 2022 in Astana. They devoted considerable attention to the development of research and practical cooperation in water management, including efforts to address the environmental problem in the Aral Sea region.

📄 President Vladimir Putin congratulated current staff and veterans of the Ministry of Foreign Affairs on Diplomatic Worker’s Day.

💬 Vladimir Putin: The Russian Foreign Ministry rightfully takes pride in its rich history and glorious traditions. Throughout history, its employees have honourably protected the interests of the Motherland in the international arena despite any difficulties and challenges.

In the current geopolitical landscape, amidst a hybrid war unleashed against us and attempts by the collective West to isolate Russia and undermine its security, the Foreign Ministry faces difficult and responsible tasks.

Russian diplomacy aims to make a significant contribution to creating favourable external conditions for our country’s dynamic development, fostering effective cooperation with foreign partners, and promoting a positive agenda in international relations. It also seeks to strengthen the unity of the global majority – of countries in Asia, the Middle East, Africa, and Latin America – in order to build a just multipolar world order based on true equality, mutual respect, and universally recognised norms of international law.

❗️ Efforts to enhance cooperation with #CIS countries, expand the integration process within the #EAEU, and strengthen ties within the #CSTO and the Union State remain a top priority. Special attention should be given to the proper implementation of tasks and responsibilities during Russia’s chairmanship of the CIS and of the expanded #BRICS association.

Undoubtedly, there is significant need for efforts aimed at uniting the multinational and multi-religious Russian community through supporting our compatriots abroad, promoting the Russian language and showcasing national cultural and scientific achievements, as well as countering attempts to falsify history and revise the outcomes of World War II.

I am confident that staff members at the Ministry’s head office and foreign missions will continue to work with utmost dedication, creativity, and initiative.

🎙 Statement by Foreign Minister Sergey Lavrov during the UN Security Council meeting on multilateral cooperation in the interest of a more just, democratic and sustainable world order (New York, July 16, 2024)

💬 The actions of the US and its allies are hindering international cooperation and the creation of a more just world. They have taken countries and regions hostage, prevent nations from realising their sovereign rights declared in the UN Charter

<...>

I am confident that this situation can be changed if there is good will, of course. To stop the implementation of a negative scenario, we would like to propose to discuss a number of steps towards restoring trust and stabilising the international situation.

1. The root causes of the ongoing crisis in Europe should be eliminated once and for all. The conditions for restoring stable peace in Ukraine have been put forth by President of Russia Vladimir Putin.

A political and diplomatic settlement should be complemented with practical steps, to be taken in the West and the Euro-Atlantic community, to remove threats to the Russian Federation. The coordination of mutual guarantees and agreements should be based on the recognition of the new geostrategic realities on the Eurasian continent, where a continental architecture of really equal and indivisible security is taking shape. Europe risks lagging behind this objective historical process. We are ready to discuss a balance of interests.

2. The restoration of the regional and global balance of forces should be accompanied with active efforts to eliminate injustices in the global economy. There must be no monopoly in monetary and financial regulation, trade and technologies, by definition. <...>

3. Major fundamental changes are necessary in other institutes of global governance if we want them to work to the benefit of all. This primarily concerns the United Nations Organisation, which remains the embodiment of multilateralism against all the odds, with unique and universal legitimacy and universally recognised broad competencies.

An important step towards the restoration of the UN’s effectiveness would be the reconfirmation by all Member States of their commitment to the principles of the UN Charter, not selectively but in their entirety and as a whole. <...>

4. Regional associations have practical significance for the development of multipolarity, including the #CIS, the #CSTO, the #EAEU, #ASEAN, the Gulf Cooperation Council (#GCC), the Arab League, the African Union and #CELAC. <...>.

***

❗️It depends on member countries alone whether our world will be diverse and equitable. The Charter of our Organisation is our foothold.
