During the meeting, the sides evaluated Russia’s bilateral interaction with each Central Asian state, as well as within the framework of common international associations, including the #CIS, the #EAEU, the #CSTO and the #SCO. They devoted considerable attention to the development of research and practical cooperation in water management, including efforts to address the environmental problem in the Aral Sea region.

🎙 President of Russia Vladimir Putin took part in a Plenary Session of the Collective Security Council of the Collective Security Treaty Organisation (CSTO) in Minsk.
💬 President Putin: The Belorusian chairmanship and the team of all states taking part in this session have conducted active work throughout the year. This work facilitated the consolidation of our allied ties in the CSTO on the principles of respect, consideration of each other’s interests and support.
In this way, the CSTO member-countries in effect promoted the CSTO’s key role as a regional defensive structure responsible for the maintenance of peace and stability in the vast Eurasian space.
☝️ Importantly, this year the CSTO has also developed its contacts with our natural partners, including the Shanghai Cooperation Organisation (#SCO) and the #CIS.
I would like to make a special mention of our joint efforts to improve the collective rapid deployment forces, aviation and the CSTO peacekeeping forces. A number of measures have been taken to maintain combat readiness, enhance the command and control system and provide more training for military personnel.
✅ We have consistently promoted cooperation between our security services and law enforcement bodies. Notably, the CSTO is continuing its Operation Mercenary aimed at preventing the recruitment of citizens of our countries and blocking the channels of their exit for participation in international terrorist groups.
✅ We implemented together a package of measures on countering extremism, cross-border crime, illegal migration and drug trafficking.
✅ The CSTO Coordination Council on Biological Security has launched its work. It has focused on preventing threats linked with the development and use of biological weapons and ensuring radiation, chemical and medical protection.

Xi Jinping praised the current state of bilateral relations, which continue to develop dynamically considering the difficult situation in the world, and stated his readiness to further strengthen comprehensive partnership and strategic cooperation with Russia.

🗓 On May 20-21, Foreign Minister Sergey Lavrov took part in the Foreign Ministers Council meeting of the Shanghai Cooperation Organisation member-countries.
The participants focused on the organisation’s activities in the context of preparations for the meeting of the SCO Heads of State Council meeting in Astana on July 3-4. They also discussed draft documents to be presented for the leaders’ consideration.
The participants will reflect their coordinated approaches to the SCO’s further development and current global and regional issues in the Astana Declaration.
The admission of Belarus will be an important step towards strengthening the #SCO. The Ministers endorsed the relevant draft decisions of the Heads of State Council.
They also coordinated proposals of the SCO Foreign Ministers Council on comprehensive improvement of the organisation’s activities in the context of current geopolitical realities.
They adopted draft leadership statements and conceptual documents as a foundation for promoting cooperation in energy, transport, logistics and environmental protection.
During a detailed exchange of views on key regional and international issues, the Ministers discussed the situation in the Gaza Strip and the Middle East as a whole, and, in part, settlement of the Palestinian-Israeli conflict.
They paid special attention to the SCO’s efforts to facilitate stabilization in Afghanistan, considering the importance of this factor for the security of the SCO space.

We have a special responsibility for foreign policy coordination, primarily at the UN Security Council, #BRICS, #SCO, #G20, #APEC, and other multilateral formats. The Global Majority countries have an increasingly positive perception of our engagement with our Chinese friends. During the meeting, Minister Lavrov once again expressed his deepest condolences to his Iranian counterpart over the tragic death of Iranian President Ebrahim Raisi and Foreign Minister Hossein Amir-Abdollahian. He acknowledged their significant contribution to the development of multifaceted cooperation between the two countries. In response, Mr Bagheri Kani expressed his gratitude for the sincere sympathy and empathy shown by the top political leadership of the Russian Federation and all Russians towards the people of Iran. He emphasised that this gesture will always be remembered in Iran.
The Ministers emphasised the importance of continuing efforts to establish a strategic partnership between Russia and Iran in accordance with the political guidelines set by the leaders of the two states. Both Parties reaffirmed their commitment to the unconditional implementation of all projects and areas of cooperation agreed upon under the Government of Ebrahim Raisi.
An in-depth discussion was held on the main international and regional issues of mutual interest, including cooperation within BRICS and the #SCO.
The Ministers gave special attention to the finalisation of a new comprehensive interstate agreement, the main parameters of which have been coordinated by both Parties.

💬 Vladimir Putin: This year, we celebrate a remarkable date, the 85th anniversary of the victory in the Battle of Khalkin Gol against Japanese aggressors.
Overall, the relations between our countries have developed throughout the decades on a very positive and firm foundation of cooperation and friendship.
It should be noted that last year, we recorded a slight decrease in mutual trade; however, there has been substantial growth this year, and we have gained a good momentum during the first six months of 2024.
🎓 We continue to develop our humanitarian ties. I want to note that the quota of Mongolian students in Russia is one of the highest – 620 people. We are willing to raise it further.
I have spoken about our trade and economic cooperation, but when necessary, especially if Mongolia faces issues caused by climate change, we make efforts to provide help in the form of grain supplies, other goods and energy, which are delivered free of charge.
Speaking of which, energy remains one of the major areas of cooperation for us. This work is going smoothly, but there is room for expansion. We can discuss boosting supplies of hydrocarbons and electricity.
🤝 I am very glad to have this opportunity to exchange opinions on the entire scope of our relations, including our coordinated efforts in international affairs. We work extensively at the #UN and other platforms, such as the Shanghai Cooperation Organisation (#SCO).
Right now, we are finalising a treaty between Mongolia and the #EAEU, and I believe it will be another progressive step to formally strengthen the legal framework of our relations and create actual new opportunities for expanding our cooperation.

💬 Vladimir Putin: We met two years ago, also on the sidelines of the Shanghai Cooperation Organisation (#SCO) Summit in Samarkand, where we had the opportunity to discuss bilateral relations and our cooperation on the international stage.
I would like to note that during this time, relations between the two countries have been developing in business-like and friendly spirit. We can also see a growth in trade, and prospects in this sphere look great.
I would like to particularly emphasise two key areas: cooperation in the energy and agro-industrial sectors. We have started supplying energy resources to Pakistan, and we are ready to further increase these supplies. As per your request, Russia is actively working to support Pakistan's food security by increasing grain supplies to the Pakistani market.
Our foreign ministries also cooperate in various international organisations and on international platforms, as I have already mentioned, including the United Nations.

💬 I came to New York for two key events – open debates – that were held yesterday and today within the framework of Russia’s UN Security Council Presidency. Not only members of the Security Council but all other delegations could attend them. You saw how many of them did so.
The first issue we proposed for discussion yesterday concerned the conceptual framework of international relations, multilateralism and multipolarity. We pointed out the gradual erosion of system that was created after the Second World War on the basis of the central role of the UN.
I hope that you listened to my statement and to the statements made by other participants. We did not expect to come to agreement on the majority of issues, considering the current tensions on the international stage and the state of relations between the collective West and the Global Majority.
☝️ Although we had no big illusions, I believe that it was a useful discussion. At the very least, the overwhelming majority of participants agreed that we have problems. Many of them expressed opinions that coincide with our vision of the objective development of a multipolar world order, which I presented in my statement.
Another conclusion is that this discussion will most certainly be continued. There is an apparent interest for this, and it is growing. We will actively keep it up, and we will organise additional discussions on this issue not only at the UN but also at other multilateral platforms, including at the Group of Twenty, at associations such as #BRICS and the #SCO, as well as in the framework of our contacts with the regional organisations of Asia, Africa and Latin America.
The restoration of trust is the top priority now, as the representative of Guyana pointed out yesterday. So far, there was no hint of dialogue. Another important statement he made was that trust could only be rebuilt if all parties without exception comply with the agreements reached. This is not the case so far. Examples of that were provided yesterday in my statement and in the statements of other participants.
Overwhelming evidence of that was also provided during today’s open debate on the situation in the Middle East, including the Palestinian question. The overwhelming majority of the UN resolutions on Palestine have not been implemented. The second debate I have mentioned is not over yet. Many speakers have called for taking resolute steps. We hold a similar view. The first steps must include the termination of hostilities, a permanent ceasefire, the settlement of critical humanitarian problems and, of course, the termination of Israel’s actions to create illegal settlements. We hope that if or when this is done, this will create conditions for resuming negotiations on the implementation of UN decisions on the establishment of the Palestinian state that would live in peace and security with Israel.

🇷🇺🇨🇳 On September 25, Sergey Lavrov met with Minister of Foreign Affairs of the People’s Republic of China Wang Yi on the sidelines of the 79th session of the UN General Assembly.
The Parties praised the development of political dialogue and practical cooperation between Russia and China amidst the highly turbulent international situation. Focus was placed on the implementation of agreements reached at the higher level, as well as the preparations for the BRICS summit in Kazan and new contacts between the two countries’ leaders.
The Ministers stressed the importance of enhancing the two countries’ foreign policy coordination at international platforms, such as the #UN and its Security Council, #BRICS, #SCO, #APEC, #G20, and other formats. Sergey Lavrov and Wang Yi mentioned that Western countries’ illegitimate sanctions imposed in circumvention of UN Security Council resolutions are unacceptable as they undermine the stability of the global economy and universal forms of trade and economic cooperation.
An in-depth discussion was held on global and Eurasian security, including settlement process for the Ukrainian crisis and measures to counter the West in escalating the situation in the Asia-Pacific region and around Taiwan, as well as on a number of other issues on the regional agenda.
The conversation took place in the traditionally trust-based and constructive spirit typical of the Russian-Chinese strategic partnership.
