The failed coup attempt in Bolivia was likely a “direct outgrowth” of Bolivian President Luis Arce’s appearance at the St. Petersburg International Economic Forum earlier this month, with potential involvement from the United States, according to retired CIA intelligence officer and State Department official Larry Johnson.

Johnson highlights the timing of the coup attempt, noting it occurred three to four weeks after President Arce's prominent participation in the forum alongside President Vladimir Putin. He suggests that the coup might have been intended to create embarrassment by targeting a leader closely associated with Putin.

Johnson also points out that Washington views alliances between South American countries like Bolivia and Brazil with Russia and China as problematic. He mentions the longstanding relationship between the United States and the Bolivian military.

On June 26, a group of Bolivian soldiers led by General Juan José Zuñiga, then commander-in-chief, attempted to overthrow Arce’s government. The coup failed, and Zuñiga was arrested by authorities.
