🌐 The assertion that global problems cannot be solved by any one state alone, even the most powerful state, seems to have become axiomatic.

We have repeatedly heard this statement from the lips of representatives of those same Western countries. It is precisely these goals that the numerous multilateral institutions and mechanisms, should have served, both old ones and new ones. In theory, at least.

But what do we see in practice? If you look at the facts, at least the Western co-founders saw in these institutions just tools for exercising control and maintaining their own dominance on the world stage in all areas - from military-political and technological to economic and ideological superiority. For all appearances, the G20 was given an identical role by the "older" countries of the G7.

This year, the G20 chair is Indonesia. Probably, first of all, only thanks to the will and firmness of Jakarta, the G20 still manages to avoid being written off

Indonesia, as chairman, has demonstrated exceptional maturity, vision, and scale as a true global power by resisting unprecedented pressure from the West to impose a rule-based order that benefits only them

Regardless of the outcome of the G20 summit itself, it will be possible to mark the Indonesian presidency as a success. After all, the current crisis has allowed Indonesia to prove itself as a global power. It is precisely the crisis and the hegemonic aspirations of the West that allow the rest of the G20 members to look for and eventually find those bold and non-standard solutions that will lead to a new, more just and equal world, writes Viktoria Panova, Vice-Rector of the National Research University Higher School of Economics, Sherpa of Russia in the Women's Twenty.

🌐 The G20 summit in Indonesia will need to keep its focus on the key imperatives and exigencies of today’s world economy, most notably the rising risks of a global recession

Indeed, there do appear to be crucial items on the economic agenda that are awaiting decisions from the largest economies of the globe during the period of unprecedented risks and volatility in the markets. Among the possible venues for discussion are the need to introduce greater inclusivity into the G20 forum itself, with due representation accorded to developing economies.

With the IMF warning about the rising risks of recession perhaps the most important economic issue to discuss at the G20 summit will be the coordination of an anti-crisis response across the global economy.

The developing countries in the coming years could make a lasting and crucial contribution to making the G20 a more effective and inclusive global anti-crisis mechanism, writes Valdai Club Programme Director Yaroslav Lissovolik.

This year’s G20 summit took place against the backdrop of a confrontation between the West and Russia. Even before the opening of the summit, there were fears that geopolitical tensions could overshadow pressing economic issues and compel a number of delegations to refuse to attend the event. Nevertheless, the current summit was the most representative meeting of world leaders since the beginning of the pandemic.

The risk of a global economic recession is increasing all the time, and the G20 countries need to make a joint-effort to develop a coordinated anti-crisis policy.

What are the main outcomes of the G20 summit in Indonesia?
Should we expect the promotion of joint anti-crisis measures among the G20 members in the context of the global economic downturn?

🌐 G20 Summit in Bali: Trying to Reconcile the Irreconcilable

On November 18, the Valdai Club hosted a discussion titled “Results of the G20 Summit: ‘Business as usual’?” The participants discussed the final communiqué of the summit, the role of the G20 in the architecture of global governance, the prospects for this association in terms of promoting joint anti-crisis measures, and a number of other issues.

💬 Viktoria Panova, Sherpa of Russia in the Women’s Twenty and Vice-Rector of the National Research University Higher School of Economics noted the merit of the Indonesian presidency, which did not allow the collective West to intercept the agenda and insisted that the G20 is a forum that solves global problems.

💬 Professor Jeffrey Sachs, Director of the Center for Sustainable Development at Columbia University, also expressed satisfaction with the outcome of the summit, emphasising the importance of the forum for genuine multilateralism.

💬 The G20 is successfully fulfilling its functions as the summit in Bali showed, said Dmitry Birichevsky, Director of the Department of Economic Cooperation at the Ministry of Foreign Affairs of the Russian Federation. Despite sometimes polar opposite positions, there is a desire to negotiate and look for ways to compromise, he noted.

💬 Wang Wen, Professor and Executive Dean of the Chongyang Financial Research Institute and Renmin University of China (RDCY), urged Russia to participate more actively in the G20 mechanisms, as the G20 and Russia need each other. He expressed concern that the G20 has not created mechanisms that could prevent the current conflict.

💬 Andy Vijajanto, Head of the National Resilience Institute LEMHANNAS (Indonesia), summed up the results of his country’s G20 presidency. According to him, the G20 is one of the platforms of multilateralism, one of the opportunities to defend the national interests of countries, to discuss global problems and create a more sustainable world.

💬 Yaroslav Lissovolik, Programme Director of the Valdai Discussion Club, noted that Indonesian presidency has done a lot to create an inclusive agenda.

💬 Mikatekiso Kubayi, Researcher at the Global Dialogue Institute at the University of South Africa, focused on the role of developing countries in the global governance system, one of the important instruments of which is the G20.

💬 Unlike other speakers, who gave mostly positive assessments of the role of the G20 in the architecture of global governance, Radhika Desai, Professor at the Department of Political Studies and Director of the Research Group on Geopolitical Economics at the University of Manitoba (Canada), expressed harsh criticism.

🌐 The BRICS and the G20 emerged as a response to a global governance architecture that was less than adequate for the times.

This inadequacy is, in major part, responsible for the challenges of access to the necessary instruments for faster growth and development among the most sizable population groups in the world.

There is no denying that despite development gaining lip service, decades of summits have not achieved the requisite development needed to address the UN Agenda for Development and Agenda 2030.

Africa in particular has a young population that is educated and tech savvy, with a growing middle class.

BRICS has an important role in the G20, precisely guided by its own resolutions on the pursuit of development, to drive the agenda and keep pushing until it is done, writes Mikatekiso Kubayi, Researcher at the Institute for Global Dialogue associated with UNISA (South Africa).

🇮🇳🌐 The theme of India’s G20 Presidency is Vasudhaiva Kutumbakam, which means “One Earth, One Family, One Future”. 

India, during its G20 Presidency, has positioned itself as the voice of the Global South and has tried to raise issues which are pertinent to the region. 

However, the deep global division over the Russia-Ukraine crisis dominated the conversation in its finance ministers’ and foreign ministers’ meetings, held during February and March 2023 in New Delhi. However, India has maintained a neutral stance on the crisis and has tried to play a vital role in bridging differences between the West and Russia.

India’s G20 Presidency is also seen as an opportunity for India’s ruling political party to showcase its achievements and diplomatic reach ahead of India’s 2024 general election. The expectation is that India’s G20 Presidency will serve as a big banner in Prime Minister Modi’s election campaign.

India’s efforts to play a leadership role in global affairs reflect its desire to be seen as a major player on the world stage. As a member of the G20 and a rising power in Asia, India has the potential to influence global decision-making on a wide range of issues. However, as the recent G20 meetings demonstrated, achieving consensus on contentious issues can be difficult, and global divisions are likely to persist for the foreseeable future, writes Valdai Club expert Nivedita Das Kundu.

Russia and India are traditionally bound by strong friendly relations. Moscow remains one of New Delhi’s key partners. India actively cooperates with Russia in such forums as BRICS, SCO, RIC, as well as within the G20. Despite Western sanctions, since the beginning of the Ukrainian conflict India has significantly increased its purchases of Russian oil, agricultural products and medical equipment. At the end of 2022, the trade turnover between Russia and India amounted to more than $31 billion.

This year, India took the chair of the G20. The government of India came up with a large-scale programme. The main tasks of the Indian Presidency include the fight against inequality in the world, both in the traditional socio-economic sense — between the global North and South — and the inequality in new areas that have gained particular importance in the 21st century — climate and digital domain. Reaching equality is an extremely ambitious task that the world community has been unable to achieve for many decades. However, the agenda of the Indian G20 Presidency pays special attention not only to practical, but also to value-spiritual issues of the transformation of humanity.
