🇦🇲🇦🇿🇬🇪 The conflict between Armenia and Azerbaijan, along with their future relations, could be reshaped within a new international political framework following Donald Trump’s victory in the US presidential election.

In contrast to other regions and countries, the Caucasus may not be a primary focus within the broader scope of US global strategy. However, the Caucasus region plays a significant role that reflects its unique characteristics. 

Given the region’s proximity to critical US interests, such as Russia and Iran, and the high sensitivity of Caucasian states to the policies of major powers, coupled with the ongoing volatility in the regional landscape, it is essential to analyse the latest developments from an internal, regional perspective, writes Shi Jing, Assistant Professor at the Institute for International and Area Studies, Tsinghua University.

🗣 #MiddleEastValdai: On February 4-5, the Valdai Discussion Club, in collaboration with the Institute of Oriental Studies of the Russian Academy of Sciences, will hold its fourteenth Middle East Conference. The theme of the conference is “The Middle East – 2025: Learning Lessons from the Past, Surviving the Present, and Designing the Future.”

📍 The event will take place at the Club’s headquarters in Moscow, located at Tsvetnoy Boulevard, 16/1.

🌍 The conference will bring together over 50 experts, active political figures, and intellectuals from 15 countries, including Algeria, Azerbaijan, Egypt, Iraq, Iran, Jordan, Lebanon, Pakistan, Palestine, Russia, Syria, the United Arab Emirates, the United Kingdom, the United States, and Turkey.

The goal of the conference is to discuss the latest developments in the Middle East with representatives from as many involved parties as possible, explore ways to reduce tensions in the region, and consider Russia’s approaches to resolving existing issues.

The two-day agenda of the conference is designed to achieve this goal. It includes an opening ceremony, six thematic sessions, and a meeting with the Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov.

During the sessions, experts will discuss the following topics: 

The Middle East: Back to the Unity That Never Existed? 
• Russia in the Middle East: New Challenges; 
• Syria: What’s Next?
• The New Role of Mediators in Conflict Resolution: The Case of Palestine; 
• Transport Corridors and the Future of Security on Land and Sea; 
• The Middle East in the Context of Modern Development: Sources of the Scientific and Technological Revolution.


📑 In preparation for the Middle East Conference, the Valdai Club, in collaboration with the IOS RAS, has produced a new report titled “Syria: The Crossroad of Middle Eastern Uncertainty” examining the paths of Syria’s development following the regime change.

🇦🇲🇦🇿 Media Storms and Maximalist Bar: International Relations in the South Caucasus

On January 23, 2025, the Valdai Club hosted an expert discussion dedicated to Armenian-Azerbaijani relations and Russia’s policy in the South Caucasus. The discussion was moderated by Oleg Barabanov, Programme Director of the Valdai Discussion Club.

💬 Nikolay Silaev, Leading Researcher at the Institute for International Studies at MGIMO University, called for the media agenda to be separated from the diplomatic one and for focus to not be fixated on intermittent “media storms”, but on the constant factors that influence relations in the region. He noted that in recent years, Azerbaijan had enjoyed certain diplomatic achievements, and one of them was the exclusion of mediators from negotiations with Armenia. At the same time, the parties are still far from concluding a peace treaty.

💬 Kamran Gasanov, Senior Lecturer of the Department of Theory and History of Journalism of the Philological Faculty of Peoples’ Friendship University of Russia, believes that the obstacles to the conclusion of a peace treaty between Armenia and Azerbaijan are gradually being removed. The issue of border delimitation remains an obstacle, which is being dealt with very slowly. The issue of territorial claims has not yet been resolved, but some progress has been noticeable. Gasanov believes that Russia’s positions in the South Caucasus are currently strengthening. The current dynamics in relations with Georgia can be considered evidence of this.

💬 Alexander Iskandaryan, Director of the Caucasus Institute in Yerevan, pointed out that the Armenian-Azerbaijani conflict, which has long ceased to be called the “Karabakh conflict” and has a much broader nature, has not yet come to an end, and the peace process, in fact, has not moved forward. The preparation of a peace treaty, despite all the optimistic statements of diplomats, is actually stalling, beset by political rather than legal problems. The conflict continues, albeit not on the battlefield.

💬 “The problem with the Armenian-Azerbaijani conflict until the last moment was that the parties themselves did not want a settlement. They wanted a victory, a maximalist bar,” said Sergei Markedonov, leading researcher at the Centre for Euro-Atlantic Security at the Institute for International Studies at MGIMO University. In his opinion, the new status quo is simply a change in the positions of the parties – the losers give in, the winners make a show and go on. “The conflict continues precisely because the parties themselves do not see a compromise settlement,” he is convinced.

🇮🇳 There are three great powers, namely the US, China and Russia in the present multi-polar world, which have between them two opposite global governance models.

These powers are responsible for shaping and stability in global geopolitics.

📍 The first model is spearheaded by the US whose strengths are military power and supremacy of the US dollar. It believes in the balance of power politics and sees security as a zero-sum game. Not reconciled to the end of unipolar world, the US, leading the Global North nations, has often bypassed the United Nations and has abandoned globalisation in favour of plurilateralism and bloc politics in the hope of winning what it believes is the new Cold War.
 
📍 The other global governance model supported by China and Russia is furthering the UN-based international law, equality of states, indivisible security, multilateralism and globalisation for development and prosperity for upliftment and prosperity of EMDCs.

The Indian dream of becoming a developed nation can only be realised in a collective way as part of the Global South working with Russia and China, because only this global governance model promises sustainable developmentPravin Sawhney writes.

📆 TOMORROW, on January 27, the Russian-Indian Conference of the Valdai Discussion Club in partnership with the Vivekananda International Foundation, will be held at 16/1 Tsvetnoy Boulevard in Moscow.

The goal of the upcoming conference is to objectively assess the key challenges for Russia and India in various regions of the world and the dynamics of bilateral relations.

The conference programme is defined in accordance with these goals. It includes an opening, three thematic sessions and a special briefing – this last item is being introduced at a Valdai Club Conference for the first time. Among the topics of the sessions, Russian and Indian experts will discuss:

▪️ Hotbeds of instability and challenges to international security;
▪️ The Eurasian security system and the alignment of integration initiatives: views from Moscow and New Delhi;
▪️ Russian-Indian economic relations.
