The situation in Syria has changed rapidly and radically. After 24 years of rule, on December 8 Bashar al-Assad resigned as President of the Syrian Arab Republic. Meanwhile, the armed opposition occupied Damascus. The following day, the Israeli army moved eastward into Syria from the occupied Golan Heights. As Prime Minister Benjamin Netanyahu has said, Israel intends to maintain control over the region in the future.
Russia has played an active role in resolving the civil conflict in Syria in recent years, and these changes concern it directly. Russia is now in contact with all factions of the Syrian opposition, and is calling for a renunciation of the use of violence and the resolution of all issues through inter-Syrian inclusive negotiations with UN participation.

π’ Syria: Origins of the Crisis and Future Prospects
On December 16, 2024, the Valdai Club hosted an expert discussion devoted to the situation in Syria. Fyodor Lukyanov, the discussion moderator, called the events in the country extremely dramatic and emphasised that the very speed at which the regime in the country dematerialised was indicative of a new type of change of power, even for the turbulent modern history of the Middle East.
π¬ Academician Vitaly Naumkin, Academic Director of the Institute of Oriental Studies at the Russian Academy of Sciences, stated that the element of surprise was quite high, although Turkey and Qatar were clearly ready for it. Speaking about the consequences and identifying questions that have not yet been answered, he noted that the Kurds suffered the most, in addition to Bashar al-Assadβs supporters. βThe Kurdish factor is dramatically changing its place in the balance of power,β the expert believes. βThe question is whether the Americans continue to support the Kurds.β The main beneficiaries of what is happening are Israel and Turkey, but it is not entirely clear what they want, and in this context, the question of buffer zones, in particular in the Golan Heights, remains quite important.
π¬ Jamil Qadri, the leader of the Moscow Platform of the Syrian opposition and secretary of the Peopleβs Will party, called for an understanding of what is happening by turning to the past and analysing the origins of the crisis systematically. He sees an important factor in the fact that Syria has been living under a one-party system for 75 years, with power in the hands of the security forces. Syrian leaders probably had no other choice, given the underdevelopment of the political system, but this does not change the problems generated by this approach. Bashar al-Assad ignored Russiaβs recommendations to hold a political dialogue. As a result, over 80 percent of the population was discontented, which directly affected the armyβs unpreparedness to fight.

π Strategic Instability and a New Global Equilibrium
On December 18, a discussion devoted to strategic stability was held at the Valdai Club in Moscow.
π¬ The moderator of the discussion, Andrey Sushentsov, pointed out the inextricable link between the topic of strategic stability and the confrontation between Russia and the West in Ukraine. He compared the current situation with the early stages of the Cold War, when the rules and practices of interaction were not yet obvious. Now the current crisis has also approached a dangerous line, and whether a settlement will be reached in the near future remains an open question.
π¬ Sergey Ryabkov, Deputy Minister of Foreign Affairs of the Russian Federation, believes that what is happening now has no analogues in the past. Currently, the chaos and ungovernability of international life have reached an unprecedented level, and the situation continues to deteriorate. The objectively overdue transition to multipolarity is being slowed down by the West, led by the United States, which harbours hegemonic ambitions and tramples on the principles of equal and indivisible security. In order to maintain global dominance, Washington is ready to provoke strategic risks and increase force pressure. Such geopolitical games can lead to catastrophic consequences.
π¬ Dmitry Trenin, Research Professor at the Higher School of Economics and Leading Researcher at the Institute of World Economy and International Relations of the Russian Academy of Sciences, is also confident that we are bogged down in strategic instability, which will continue until a new equilibrium is established in the world. Until then, strong turbulence will persist. The nature of deterrence is changing. βUnfortunately, the probability of the use of nuclear weapons today is much higher than during the Cold War, with the exception of the Cuban Missile Crisis,β Trenin believes. The escalation strategies being implemented by the Joe Biden administration are leading to a direct clash.
π¬ Nelson Wong, Vice Chairman of the Shanghai Centre for RimPac Strategic and International Studies, pointed out that as we approach the end of the third year of the special military operation, the international situation continues to deteriorate. The risk of another round of the arms race between the major powers and the world sliding towards World War III is increasing. The situation has been exacerbated by a number of other conflicts around the world, and in order to prevent them from escalating into a global catastrophe, leaders must prioritise peace and development and take into account each otherβs security concerns.
π¬ Robert Legvold, Professor Emeritus at the Department of Political Science at Columbia University, called Trumpβs future foreign policy, including with regards to the Ukrainian issue, unpredictable. As for strategic stability, according to the researcher, the concept that was honed and improved by the USSR and the USA has lost its relevance and does not correspond to the conditions of the world, in which the nuclear club includes many players. Legvold also sees certain problems in connection with the concept of nuclear deterrence. Initially, the idea was that nuclear weapons were considered as a means of deterring the use of nuclear weapons. However, in the context of the conflict in Ukraine, other options are emerging that provide for a lower threshold for use.

The peace that emerged in Europe after the Congress of Vienna was precisely the result of achieving equilibrium, a kind of collective hegemony.
