๐Ÿ‡ท๐Ÿ‡บ๐ŸŒ The second Russia-Africa Summit has been announced for the end of July 2023. It should serve as a significant event in the development of our relations and set the agenda for the medium term. 

Starting from February 2022, the geopolitical situation in the world and the position of Russia have changed radically. Russia has departed from its usual, ordinary revisionism to pursue an open military and political challenge to the countries of the West.

As a result, the severity of the geopolitical struggle in the world has acquired a qualitatively different character. Accordingly, the pressure from the West on the rest of the world to cut contacts with Russia has become very powerful.

The countries of Africa were not spared this pressure. Therefore, the very fact that these countries maintain constructive contacts with Russia amid these conditions can be perceived as an act of political courage, writes Valdai Club Programme Director Oleg Barabanov.

๐Ÿ“† ANNOUNCEMENT: On June 26 at 4:00 pm Moscow Time, the Valdai Club will host an expert discussion on the place and role of the UN in the changing world order, timed to coincide with the anniversary of the signing of the UN Charter on June 26, 1945, in San Francisco.

The world has changed a lot in the past 78 years. Amid the present crisis of the international order, the countries of the West are striving to change the global balance of power, using for this purpose their dominance in the apparatus of international organisations, including the UN. There are calls from the United States for a reform of the Security Council.

It is impossible to deny that the UN continues to be a unique organisation, the largest platform for discussing global challenges and resolving crises. Nevertheless, the question of its effectiveness and compliance with the realities of the 21st century is increasingly under discussion. The on-going crisis in Europe and Russia's special military operation in Ukraine have exposed the problem of the blocโ€™s structure within the framework of the UN General Assembly, the speed of the Organisation's response to challenges and its impartiality. Against this background, attempts are being made to replace the UN platform ad hoc with coalitions, and international law with the so-called โ€œrules-based order.โ€

โ“Will the debate on Security Council reform move forward?
โ“What is the role of Russia as a founding country in this process?

About two dozen more countries have also applied to join the BRICS.

In this regard, the media and the expert community have begun to talk about a qualitative change in the geopolitical balance of power. Comparisons are made of the total GDP between the BRICS and the G7, their resource endowment, etc.

All this is true. But aside from the moveโ€™s effect on economic indicators and symbolic strength in establishing a value alternative, the issue of internal consolidation is no less important for the political power of any international structure. BRICS is no exception.

If there is no internal unity, according to the principle โ€œone in favour of all, and all for oneโ€, then all prospects for strengthening the BRICS as a new pole of world politics will remain unfulfilled, writes Valdai Club Programme Director Oleg Barabanov.

๐Ÿ‡บ๐Ÿ‡ณ The UN system is in crisis. The main reason for this is the general loss of the West's ability to bolster its institutional capabilities with the resources needed for unchallenged global leadership. 

The recently concluded High-Level Week within the framework of the 78th UN General Assembly was accompanied by growing discussions about the need to reform this organisation. First of all, we are talking about the future of its highest body - the Security Council (UNSC), whose five permanent members (Great Britain, China, Russia, the USA and France) have exclusive rights in the field of international security.

The United Nations is the institutional embodiment of the West's desire to preserve the international order in which it has played a leading role for more than 500 years. That is why it is fundamentally important for the United States and Europe to maintain their majority in the Security Council. This is what ultimately makes it possible to effectively control the working bodies of the UN. First of all, the secretariat of this most important international organisation.

Now the UN remains the last โ€œpillarโ€ of a relatively stable world order and, at the same time, ensures the formal participation of almost all countries of the world in the discussion of the global agenda. In other words, the UN as we know it is the product of a compromise in which the West maintains its dominance and everyone else does not feel a complete injustice is being done to their basic interests. 

Russia and especially China are feeling increasingly confident and are actually rejecting the UN-centred common order as an instrument of Western dominance. The Western countries themselves are trying to counterattack in response, and are raising the issue of reforming the Security Council, including new permanent members.

๐Ÿ‡บ๐Ÿ‡ณ๐Ÿ‡ฎ๐Ÿ‡ฑ๐Ÿ‡ต๐Ÿ‡ธ Israel and Palestine are the focus of attention of the regular ordinary sessions of the UN General Assembly every year, and more than a dozen resolutions are adopted on the issue on an annual basis. 

The 10th Emergency Special Session of the UN General Assembly dedicated to Israel and Palestine, which was held several years after the previous meeting, and its adoption of resolution A/RES/ES-10/21 โ€œProtection of civilians and upholding legal and humanitarian obligationsโ€ returned to the agenda the question of the global balance of power and how countries stood with respect to this issue.

In this regard, it is interesting to both analyse the results of voting by countries on this resolution, and compare them with previous votes on the topic, writes Valdai Club Programme Director Oleg Barabanov.

The UN Charter was signed on June 26, 1945 in San Francisco. In 78 years, the world has changed a lot. The UN is slow to respond to modern challenges: be it a pandemic or climate change. The conflict in the Middle East and Russiaโ€™s special military operation in Ukraine also revealed shortcomings in the decision-making mechanism within the UN General Assembly. The organisationโ€™s crisis is compounded by the fact that Western countries can still use their dominance of the UN secretariat and UN-affiliated organisations to advance their position.

Moreover, attempts are being made to replace the platform of the United Nations with ad hoc coalitions, and international law with a so-called โ€œrules-based order.โ€ Nevertheless, the UN remains a unique platform for discussing global challenges and resolving crises.

๐Ÿ‡บ๐Ÿ‡ณ The UN as the Air of World Order

On November 22, 2023, the Valdai Club hosted an expert discussion on the role of the UN in the changing world order. Moderator Andrey Sushentsov, programme director of the Valdai Discussion Club, emphasised that the United Nations remains a unique platform for discussing global challenges and resolving crises.

๐Ÿ’ฌ Vladimir Kuznetsov, director of the UN Information Centre in Moscow, briefly reviewed the history of the Organisation and noted that the creation of the UN and the adoption of its charter laid the foundation for the entire post-war security system. Now the world has changed, and the question arises whether the United Nations is capable of meeting the needs of humanity amid the new conditions. Answering this question, Kuznetsov emphasised that the UN in any case remains the cornerstone and an integral part of the world order.

๐Ÿ’ฌ Asoke Kumar Mukerji, Permanent Representative of India to the UN (2013-2014) and Honorary Fellow of the Vivekananda International Foundation, described India's position in the United Nations. He emphasised that India is one of the founding members of the Organisation. According to him, India has made and continues to make great contributions to the activities of the UN. It takes an active part in peacekeeping operations and sustainable development programmes.

๐Ÿ’ฌ Vladimir Grachev, Head of the Expert Council on Geopolitics of the Just World Institute, former senior advisor to the Executive Office of the UN Secretary-General (1997โ€“2003) and director of the Conference Management Office of the UN Office in Geneva (2006โ€“2014), also believes that in a changing world the UN has to adapt to new challenges, and believes it is necessary to reform the Organisation to some extent.

๐Ÿ’ฌ The presence of the UN in the global agenda is like air: if it is removed, we will immediately feel a shortage, said Vladimir Chernigov, President of the Social and Industrial Foodservice Institute and of the non-profit organisation For School Nutrition. In his opinion, the topic of food security can become one of the pillars of the new UN system.

๐Ÿ’ฌ โ€œReforms should be aimed at returning the UN to its main original goal - maintaining peace,โ€ said Altinbash University Rector ร‡aฤŸrฤฑ Erhan. Despite the importance of the humanitarian agenda, the UNโ€™s main task is to save the next generations from war, ensure human rights and the equality of nations, and maintain international peace and security. The current UN mechanisms cannot cope with these tasks; that is why the question of reform arises, Erhan added.

๐Ÿ’ฌ Mikatekiso Kubayi, Researcher at the Institute for Global Dialogue at UNISA and Research Fellow at the Institute of Pan-African Thought and Dialogue (South Africa), presented an African perspective on the problem. According to him, Africa definitely wants to reform the UN, sharing in this sense the sentiments of the whole world. This is especially significant against the backdrop of the Global South gaining weight and subjectivity.

๐Ÿ’ฌ According to Alexey Borisov, Secretary General of the Russian Association for the United Nations and Vice-President of the World Federation of UN Associations, the organisation still maintains its effectiveness on many issues. At the same time, the need for its modernisation is obvious.
