🌏 Negative assessments of the process of Eurasian integration are due to the fact that expectations do not correspond to its realities and essence.

This essence lies, first of all, in the fact that the key word in the name of the EAEU is “economic”, which also determines the realities of practical integration. The economic nature of the integration association is fully reflected in the Treaty, the preamble of which states that it was signed by parties driven by the “desire to strengthen the economies”. Also, the Treaty clearly defines the main goals of the Union (Article 4) and all of them are economic: stable development of economies; the creation of a single market; modernisation, cooperation and an increase in the competitiveness of economies. The founding document of the EAEU contains no other goals.

In the next decade progress in the development of Eurasian integration will obviously prevail over its problematic nature, as has been confirmed by the experience of the past seven years, writes Vyacheslav Dodonov, Senior Reseach Fellow, at the Kazakhstan Institute for Strategic Studies under the President of Kazakhstan.

🌏 Each of the states not directly involved in the European conflict will strive to ensure that its negative impact on the development of national economies and the ability to ensure their own security is less than could be imagined in the worst-case scenario.

In this sense, for the small and medium-sized states of Eurasia, which make up the majority of the members of the CSTO and the EAEU, the task will be how to use these institutions in the interests of their own development in an international environment that is becoming less and less favourable.

In the case of Kazakhstan, the CSTO countries have shown for the first time their ability to make the organisation an instrument of internal stability - now any forces that intend to destabilise allies from the outside or from the inside know that they may face a strong response.

Now it becomes relevant for all CSTO countries not only to coordinate their actions, but also to create new practical mechanisms for responding to emerging external and internal threats, writes Timofei Bordachev, Programme Director of the Valdai Discussion Club.

🤝🌏 How important and necessary are Russia’s allies in conditions where, like the United States, it cannot exercise authoritarian control over their foreign and defence policy?

The phenomenon of permanent allied relations is a relatively recent invention in international politics — it appeared after the Second World War and it is completely unknown if it will survive the next round of global upheavals of a similar magnitude.

Even if in the coming years we all do not shatter into molecules as a result of a global nuclear catastrophe, the impressive drama of what is happening makes us treat with great uncertainty the prospects for all the phenomena, without exception, that have shaped the fabric of international life in recent decades.

Now the standard example of a permanent union of sovereign states is European integration. Another similar example is the NATO bloc, participation in which is sealed by the unconditional authority of a power that is far superior in strength to its allies and does not seek to ignore this.

It is no coincidence that the emergence of the conflict around Ukraine, the first serious war of a new era in international politics, is connected with the development of these two associations. A strong union of states inevitably creates conflicts around itself — this becomes a consequence of the fact that it protects the interests of its participants, writes Valdai Club Programme Director Timofei Bordachev.

🌏 Eurasian economic integration can become, in a sense, a “trench” — a relatively safe and resource-rich zone.

Within this zone countries could solve some of the most important tasks for preserving development.

🛣 The North-South Multimodal International Transport Corridor (ITC) connects the northwestern part of the Eurasian Economic Union (EAEU) and Scandinavian countries with the states of Central Asia, the Persian Gulf and the Indian Ocean.

☑️ The corridor includes the infrastructure of rail, road and inland water transport, seaports in the Caspian Sea, ports of the Persian Gulf, road and rail checkpoints, as well as international airports.

☑️ It makes it possible to halve the delivery time of goods from India to Europe compared to the sea route through the Suez Canal, and to multiply container transit along the China-EAEU-Europe axis.

🇷🇺🗺 On March 13, 2023, Russian President Vladimir Putin signed a decree to amend the Concept of Russia’s state policy in the field of international development assistance (IDA) concerning relations with developing countries. 

The updated concept contains a number of new priorities in terms of the list of IDA recipients. In particular, the EAEU member states are ranked first among them, followed by the CIS member states, other states in the post-Soviet space, as well as neighbouring states pursuing a course of neighbourliness or an alliance with Russia.

Separately, the list of recipients of the Russian IDA includes states, mentioned by the UN in the list of least developed countries (LDCs), which includes many states in Africa.

The new Concept of Russia’s state policy in the field of international development assistance will contribute to the adaptation of state policy to “new international realities,” writes Valdai Club expert Sergey Mikhnevich.

🇷🇺🌏 This year Russia is chairing the Eurasian Economic Union.

Amid difficult conditions which have seen increasing confrontation in the world, this role imposes special obligations on Moscow.

One of the main tasks within the EAEU, as the leaders of our country see it and formulate it, is to use the potential of the Union to the fullest extent to develop new areas of cooperation.

However, until recently, the issues of humanitarian and cultural cooperation within the framework of the EAEU remained on the periphery of the integration agenda. 

The key mistake in the perception of our partners in the EAEU and the CIS as a whole is the opinion that they think the same way as we do, because we are all “originally from the USSR”. Practice shows that this is far from the case.

Each country has its own specific features, which must be taken into account, in addition to economic indicators, writes Ekaterina Chimiris.

In recent years, the process of Eurasian economic integration has emerged as an essential tool for member states to achieve their national development objectives, strengthen good-neighborly relations, and promote mutual market openness among their economies.

Amidst the backdrop of significant changes and turmoil in the global market and geopolitical landscape, caused by the coronavirus pandemic and the ongoing military-political standoff between Russia and Western countries, the mechanisms and principles of the EAEU have proven instrumental in facilitating the interaction of member states with the global economic system, as well as in simplifying connections among them and promoting economic growth.

The growth rates in certain EAEU member states, such as Armenia, Belarus, and Kyrgyzstan, are particularly noteworthy. The institutions and regulatory frameworks of the union contribute to the increase in mutual trade between participating countries and their engagement with external partners.

What should be the next steps towards increasing the mutual openness of EAEU memberstates?
