🗺 The most important discovery of the first year of the military-political confrontation between Russia and the West is that international politics is given its context by a significant group of states that do not seek to stand under the banner of one of the warring parties.

Moreover, they are actively pursuing their own foreign policy agenda, which is not completely comfortable either for Russia or for its opponents.

Another thing is that since Moscow is not the initiator of tension in relations with the United States and its allies, it also does not pursue an attacking policy; the restrained behaviour of most countries throughout the world becomes a factor that significantly influences the development of the situation, precisely in favour of Russian interests. At the same time, with the exception of a handful of nations, there can be no talk of direct support for Russia among more than half of the countries in the world.

We are dealing with a rather unique example of a struggle in which the forces of the opponents are approximately comparable, although the superiority of the West is significant. We absolutely do not know how the countries of the World Majority would behave in conditions where the USA and Europe launched an offensive against a weaker adversary: for example, against Iran or another country of a comparable scale.

Therefore, we cannot say to what extent the self-confidence of those countries that do not obey US orders now, would manifest itself in a different situation, writes Valdai Club Programme Director Timofei Bordachev.

🌎🌏 Recent processes, especially the crisis in the Middle East, may open a new chapter in how most countries around the world perceive the policies of the United States and Europe, as well as make it impossible to return to the previous world order.

Israel's confrontational policy does not pose a direct threat to Russia, the United States or China, the main powers of the modern world, and they are not going to cross their swords over what the Middle East region should look like after the events of this fall. But it would be short-sighted to underestimate the detrimental effect that some features of the position chosen by the West have had on the credibility of the United States and its allies among the world community. 

The West is erasing its own previous achievements. A huge part of the world's population has clearly become convinced of the boundless cynicism and duplicity of the political elites, brought to the top of the power hierarchy by the vaunted democratic system.

Due to their obsession with the current election cycle and their own career ambitions, the current leaders of the West aren’t hesitating to jettison the enormous achievements of past years in building trust in international relations and a balance of interests at the global level, writes Timofei Bordachev, Programme Director of the Valdai Discussion Club.

🇷🇺🌏 It is now extremely important for Russia to build a strategy in Eurasia and beyond, regardless of how quickly the goals of the Special Military Operation in Ukraine are achieved, as well as the general objectives in the field of European security formulated officially at the end of 2021. 

Russia's Greater Eurasia’s strategy is formed under the influence of several basic factors.

1️⃣ First, it cannot develop in isolation from how Moscow sees a new, fairer international order. It is based on respect for international law and the sovereign equality of states, and does not allow exclusive opportunities for one state or group. Greater Eurasia, due to its geopolitical position, is the strongest material foundation of this order, since the states located there naturally consider the security of their neighbours as part of their own.

2️⃣ Second, cooperation in Greater Eurasia inevitably relies on the global structures of the new international order, among which the central place is occupied by BRICS, the expansion of which has become the most important international event of 2023. During its chairmanship of the group, Russia will have to consider, as a whole, issues related to the development of BRICS and the strengthening of international cooperation in Greater Eurasia.

3️⃣ Third, the movement of Greater Eurasia towards more intense internal integrity cannot and will never be able to be carried out within the framework of the leadership model characteristic of all international institutions of the past. In Greater Eurasia, three of the four most important powers of the modern world are located – Russia, India and China, each of which balances the others, which is a guarantee against the formation of an unequal model of relations.

4️⃣ Finally, painstaking work on the practical “interconnection” of different forms of institutional and informal interaction between the countries of the region will remain important for Russian policy in Greater Eurasia. The process of cooperation between the Eurasian Economic Union and China, which is promoting the Belt and Road initiative, still continues, the SCO agenda is becoming more diverse, and the Collective Security Treaty Organisation is occupying its unique niche. The task that will inevitably be present in the activities of Russian diplomacy is the “conjugation” of their national interests and the dynamics of the development of structured forms of international cooperation in a huge region.

It is important for Russian foreign policy to be adaptive and able to benefit not only itself, but also the future of Eurasia, as a space of equal strategic cooperation between sovereign states, writes Timofei Bordachev, Programme Director of the Valdai Discussion Club.

🇷🇺🌍 Africa is the embodiment of the global majority, which Russia sees as the central subject of the new world order.

The countries of the continent (not all, but many) are gradually acquiring this subjectivity, developing relations with those who are important for their social and economic growth. 

Over the past two years, Africa has become one of the key areas of Russian foreign policy. Russia is following with great interest the rise of Africa's status in international affairs and is happy to contribute to it. The continent's colonial past and its legacy serve as a vivid illustration of the results of the West's long-standing dominance.

Igor Makarov, head of the Department of World Economy at the National Research University Higher School of Economics, writes how Russia can build an effective strategy for interaction with African countries.

One of the most significant phenomena in modern international life was the formation in 2022 of a large group of states, known in Russian foreign policy rhetoric as “the world majority”. These countries refused to participate in anti-Russian restrictive measures and, on the contrary, maintained, and even expanded trade and investment relations with Moscow.

The group is heterogeneous and includes states of different sizes, which are located on all continents (except Australia) and are not members of the same political associations.

Nevertheless, the report authors consider the behaviour of the world majority in relation to the current conflict in Europe not an accidental or private phenomenon, but a significant factor in the development of the historical process. The emergence of this group is not associated exclusively with Russia — it is a product of evolution of the system of international relations. However, it was the confrontation around Ukraine that became the catalyst for its formation.

Is a unified policy possible towards the unconsolidated group of countries of the world majority?
Can the “world majority” become a universal concept and enter into wide international usage?
What qualities are characteristic of the participants? And how can their role on the world stage change?

The authors of the report and the discussion participants will try to answer these and other questions.

🌐 Living by One's Own Wits: The World Majority in Search of Independent Decision-Making

On October 10, the Valdai Discussion Club hosted a presentation of the report “The World Majority and Its Interests.” 

💬 The moderator of the event, Timofey Bordachev, lead author and editor of the report, explained that this refers to the absolute majority of countries in the world that are not directly involved in either the military-political conflict between Russia and the West or the confrontation between China and the United States, and prefer not to take sides in these confrontations. How are the interests of countries in this group formed and evolving? What can we expect from them in the future and how will their behaviour affect the development of international politics and the global economy?

💬 Lidiya Kulik, PhD in History; Head of India Studies, SKOLKOVO School of Management; Senior Research Fellow, Institute of Oriental Studies, Russian Academy of Sciences, called the study extremely timely. Having considered India as a typical example, she pointed out that, despite the diversity of the world majority, the distinctive feature of its countries is that, while they do not want to join any blocs, they demand maximum respect for their position. In each of these countries, there are objectively formed interest groups that are oriented toward different blocs and different sides of the confrontation. This creates a new phenomenon, a kind of “multi-alignment”.

💬 Nourhan ElSheikh, Professor of Political Science at Cairo University; Member of the Egyptian Council for International Affairs, believes that the increasing role of the world majority is one of the largest transformations in the world. She emphasised that the world majority is an established fact, the significance of which is growing. “This is a key phenomenon that is necessary for both the Global South and the entire world,” she said, adding that it probably makes sense to institutionalise it and create within its framework some tools for coordinating activities in international structures.

💬 Mayya Nikolskaya, Acting Director of the Centre for African Studies at the Institute of International Studies at MGIMO University and co-author of the report, clarified that when speaking about the majority of countries in the world being outside of global confrontations, it should be clarified that this is only about non-alignment with one camp or another. They can very well serve as an arena for confrontation, and, for example, African countries are precisely the field in which the competition between the United States and China is most obvious. According to Nikolskaya, two trends are currently being observed among African countries: one aimed at reforming the existing global structure and one aimed at finding alternative options.
