🗺 Globalisation Is Set to Continue, but According to New Rules
On Thursday, June 16, a Valdai Club session, titled “Self-sufficiency and Cooperation: Features of Modern Political Economy”, was held as part of the business programme of the St. Petersburg International Economic Forum 2022.
The participants in the session, moderated by Fyodor Lukyanov, Research Director of the Valdai Club, discussed the restructuring of the global economic system, which has demonstrated the need for self-sufficiency and the inevitability of cooperation.
💬 Rasigan Maharajh, Director of the Institute for Economic Research on Innovation at the Tshwane University of Technology (South Africa), raised the topic of global inequality, which was recently highlighted by the coronavirus pandemic. He compared unequal access to vaccines to apartheid, pointing out that the price of a vaccine dose in Africa, the poorest continent, is the highest in the world.
💬 According to Jacques Sapir, director of research at the Paris School of Social Sciences (EHESS), the pandemic has put the final nail in the coffin of globalisation. The very idea of free trade has been called into question. Already today we see that the notion of global trade is actually crumbling under the sanctions. Therefore, self-sufficiency will become a priority for an increasing number of states.
💬 The subject of curtailing globalisation was also touched upon by Vladimir Chizhov, Ambassador Extraordinary and Plenipotentiary, Permanent Representative of the Russian Federation to the European Union. According to him, the world has recently faced a number of global challenges: “one may call it a ‘perfect storm’, while another uses other epithets, but this is definitely not the ‘end of history’.” Chizhov said that these challenges include the vaccine race that unfolded during the pandemic; the persistent drive of the European Union to abandon the system of long-term contracts for the supply of energy, which resulted in a price hike; food security; as well as the problem of IT giants, which neither the US nor the EU can cope with. The West’s response to this set of problems has been a search for a culprit, which Russia was declared to be, but this does not help solve the problems.
💬 If we are talking about globalisation according to Western rules, then it is really winding down, said Wang Wen, Executive Dean of the Chongyang Institute for Financial Studies (RDCY), Deputy Dean of the Silk Road School, Renmin University of China. The way the US influences global trends winds up pushing non-Western countries towards self-sufficiency. However, while striving for less dependence on the US, they must simultaneously think about cooperation and the advantages of the global market. Future globalisation will be more balanced and inclusive, Wang Wen said.
💬 According to Stanislav Georgievsky, Vice President of the Russian Export Center, the creation of a second and third security loop will be one of the motives for making decisions on trade blocs and joint investments in the face of a possible disconnection of non-Western countries from systems such as SWIFT.
💬 Sanctions are harmful, but inefficient, said Bijan Khajehpour, managing partner of Eurasian Nexus Partners (EUNEPA), an Iranian consulting company. They are inefficient in the sense that they affect society and the economy and cause real damage, but do not achieve their goals. Iran is a vivid example of the fact that it is impossible to change a country with sanctions.

The liberal-style globalisation that has developed since the 1980s is giving way to another form of relationship. The shift in weight and roles of East and West, North and South in the world economy, as well as gross political intervention and the economic war unleashed by the West against Russia, have led everyone to the understanding that there will be no return to a centralised world system.
Against this background, a radical reorganisation of almost all markets is taking place — from raw materials and consumer markets to technological and cultural ones: commodity and machine-building flows are being transformed; many states are urgently adapting to new suppliers; market shares are changing. The interconnection remains, but new forms and chains are being built, and this is the reason behind the topic of this year’s Valdai Club session.

On June 15, as part of the business programme of the St. Petersburg International Economic Forum 2023, the Valdai Club hosted a session, titled “The New World Economy — Not Global, But Interconnected”, featuring Andrey Belousov, First Deputy Prime Minister of the Russian Federation.
The concept of a “crumbling world” was coined by the Valdai Club’s researchers in 2017-2018. At that time, the concept describing a process whereby the institutions and structures of the post-Cold War world cease to function, caused objectionsof many experts. However, the pandemic began — and it turned out that the deformation and deconstruction of regulatory systems can occur much faster than we had imagined, Fyodor Lukyanov, Research Director of the Club, recalled in his opening speech. Today we see how politics, like an icebreaker, interferes with economic issues, and what seemed impossible yesterday, because it was irrational, is happening right now. At the same time, the crumbling world does not fall apart: it remains extremely interconnected in the economic, informational and cultural sense. Lukyanov invited the participants of the session to comprehend this new interconnectedness and try to determine which principles now define the functioning of the world.

⏰ TODAY at 15:00 Moscow Time (GMT+3), as part of the business programme of the St. Petersburg International Economic Forum 2024, the Valdai Discussion Club will hold its ninth annual special session for the event: “Conflict or Harmony? The Secret of Proper Development in the 21st Century.”
📍The event will take place in Conference Hall G6 at Pavilion G of the ExpoForum Convention and Exhibition Centre, and will be open to all Forum attendees. The session will also be livestreamed on the Club’s website.
Participants in the Valdai Club session will consider the following issues:
❓How could interstate contradictions be resolved without clashes?
❓What conditions contribute to the harmonious development of diverse societies?
❓How can we overcome inequality, which gives rise to social conflicts and leads to political conflict?
❓Is the global community prepared to recognize the futility of conflict and seek new paths of development?
Admission to the event is possible for SPIEF-2024 participants and journalists accredited at the Forum.

As part of the business program at the St. Petersburg International Economic Forum (SPIEF), a session of the Valdai Club took place on June 6. The event’s participants explored the question of whether global and national development can occur without conflict and violence.
Andrey Bystritskiy, Chairman of the Board of the Foundation for Development and Support of the Valdai Discussion Club, noted in his introductory remarks that conflicts that stem from the past continue to dominate our world, yet the majority of people in the world do not wish to be involved in them and are seeking ways to avoid being drawn into them.
Fyodor Lukyanov, Valdai Club Research Director, who served as moderator for the session, pointed out that the notion of conflict as a catalyst for growth is embedded in the Western perception of progress, which is no longer the dominant perspective. He emphasized that countries with different philosophies are playing an increasing role on the global stage and invited participants to consider a world governed by different principles.
