๐Ÿ“† ANNOUNCEMENT: On October 11, at 13:00 Moscow Time (GMT+3), the Valdai Club will host an expert discussion on aggravation of the Arab-Israeli conflict.

On the eve of the 50th anniversary of the Yom Kippur War, as the Israelis call it, or the October War, as it is known in Arab countries, a new round of Arab-Israeli confrontation began. The Palestinian Hamas movement called on Palestinians living in Israel and neighbouring countries to join the โ€œthird intifadaโ€ (the struggle for the separation of Palestine from Israel). Israeli authorities put the country in a state of war and announced the mobilisation of reservists. The United States was the first to support Israel and sent military equipment and ammunition to the conflict zone. The US was soon joined by France, Germany, Britain, the UAE and Ukraine. The Palestinians, in turn, got the support of Iran, Qatar, Oman and Yemen.

Russia is calling for a ceasefire and is committed to its consistent position in favour of the creation of an independent Palestinian state within the 1967 borders with its capital in East Jerusalem. In order to resolve the conflict, Russian diplomats are in contact with Israel, Palestine, Egypt and other Arab countries. According to the Russian Embassy in Israel, two Russians were killed in the Hamas attack and four are listed as missing.

๐Ÿ‡ฎ๐Ÿ‡ฑ๐Ÿ‡ต๐Ÿ‡ธ The Aggravation of the Arab-Israeli Conflict as a Lesson for the Whole World

On October 11, the Valdai Club held a discussion dedicated to the aggravation of the Arab-Israeli conflict.

๐Ÿ’ฌ The moderator was Oleg Barabanov, programme director of the Club, who noted that the escalation of the conflict was unexpected for everyone, including the expert community. Against this background, the topic of a civilisational conflict has again become relevant, one which cannot be resolved by any political efforts and which is likely to continue to manifest itself.

๐Ÿ’ฌ Anatoly Viktorov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the State of Israel, pointed out that, despite all its unexpectedness, what is happening seems in some sense a natural consequence of the destructive, short-sighted and self-interested policies of Western countries. Instead of finding compromises acceptable to both sides, they have actually attempted to monopolise the settlement, blocking the work of mechanisms and initiatives aimed at breaking the vicious circle of violence.

๐Ÿ’ฌ A view from Israel was presented by Zach Battat, a junior researcher at the Middle East and Central Asia Research Centre. He suggested that this round of violence would last a long time because, from Israel's point of view, a "red line" had been crossed. Now in Israel, both politicians and the general population seek to liquidate Hamas at any cost: the country has shifted heavily to the right of the political spectrum. Public opinion perceives what is happening as a war, which means a serious threat of escalation.

๐Ÿ’ฌ Amal Abou Zeid, Adviser to the President of Lebanon, Member of the Lebanese Parliament from the Free Patriotic Movement (2016โ€“2018), said that recent events have shown the fragility of the situation in terms of security, and called for new agreements that take into account the interests of all parties involved, including economic factors.

๐Ÿ’ฌ Daniel Levy, president of the US/Middle East Project (USMEP) analysed the origins of the current situation. He sees one of the reasons for the crisis in the halt of the diplomatic process amid the feeling that the Israeli-Palestinian conflict ended in defeat for the Palestinians. As a result, violence became the only option left for them. Levy believes that when the dust settles, Israel will need to find a way to engage with the Palestinians in a new way and create some kind of incentive system for them. In addition, Palestinian political renewal and a complete modernisation of the architecture of the peace process will be required.

๐Ÿ’ฌ Andrei Baklanov, Deputy Chairman of the Association of Russian Diplomats, and head of the section for studies of the Middle East and North Africa at the National Research University Higher School of Economics, called the current escalation a completely expected result of the apparent external calm, given the completely unresolved Palestinian issue and the passivity of the international community. โ€œThis is a big lesson for both specialists and the international community,โ€ he added.

๐Ÿ’ฌ Vitaly Naumkin, Academician of the Russian Academy of Sciences and scientific director of the Institute of Oriental Studies of the Russian Academy of Sciences, pointed out the harmful role of US attempts to monopolise the peace process and oust Russia from it. He emphasised that there are much more radical organisations in the Palestinian movement than Hamas, and that if Israel succeeds in destroying Hamas, they will be the ones who will โ€œtake up the banner.โ€ This state of affairs will continue to persist as Palestinians feel their most basic national rights denied.

โš”๏ธ The sharp escalation of the Palestinian-Israeli conflict became the main event of October 2023, pushing into the background the recent fall of Nagorno-Karabakh and even Russiaโ€™s military operation in Ukraine.

Such attention is entirely justified. First, the barbaric attack by Hamas, and then the disproportionate Israeli response, causing untold suffering for the civilian population of the Gaza Strip, attracted the attention of the entire world community.

When observing the progress of the current phase of the Palestinian-Israeli conflict, it is worth noting an important feature of modern armed conflicts. In recent years, we have observed the blurring of the boundaries between war and peace, the convergence between military and non-military instruments of confrontation, the โ€œweaponisation of everything,โ€ and the active development of the concepts of multi-domain operations, hybrid wars and integrated deterrence.

The Hamas attack on October 7 forces us to think about what the outbreak of a major regional conflict might look like in the near future, given the experience of the operation in Ukraine and the rapid, difficult-to-predict development of new technologies, writes Prokhor Tebin, Head of the Section of International Military-Political and Military-Economic Problems, HSE Center for Comprehensive European and International Studies.

๐Ÿ‡ต๐Ÿ‡ธ The recent crisis in Gaza was totally unexpected and confusing to the entire world, which was not prepared for the greater magnitude of escalation in the strategic region.

The impact of the conflict was more severe for North African countries, as they are already experiencing worsening economic and political crises. The region is struggling, with instability in Libya and chronic tension between Algeria and Morocco. Egypt has suddenly found itself facing a war on its borders, as it neighbours the two sides of the crisis, the Gaza Strip and Israel.

There is an urgent need for serious and active move from all countries to stop the war. The risks of a widening war are increasing. The burning fire must be extinguished before it turns into a regional or international war, a worst-case scenario that nobody wants to see happen, writes Nourhan ElSheikh.

The 10th Emergency Special Session of the UN General Assembly dedicated to Israel and Palestine, which was held several years after the previous meeting, and its adoption of resolution A/RES/ES-10/21 โ€œProtection of civilians and upholding legal and humanitarian obligationsโ€ returned to the agenda the question of the global balance of power and how countries stood with respect to this issue.

In this regard, it is interesting to both analyse the results of voting by countries on this resolution, and compare them with previous votes on the topic, writes Valdai Club Programme Director Oleg Barabanov.
