💬 This year we will mark two events of significance to both Russia and India: the 195th birth anniversary of the great Russian writer, Leo Tolstoy, and the 75th anniversary of the tragic death of Mahatma Gandhi.
☝️ The equality of peoples and the rejection of colonialism and all other forms of oppression were the values that bonded Leo Tolstoy and Mahatma Gandhi in the early 20th century, although they lived thousands of kilometres away from each other.
Tolstoy’s ideals of justice and love for one’s neighbours inspired Mahatma Gandhi during the early stages of his non-violent struggle against the British colonial yoke, which culminated in the declaration of India’s independence.
It is becoming increasingly important now to study the rich legacy of our countries’ public figures and moral leaders. We appreciate the substantial creative potential of India’s G20 Presidency and its theme on the unity of nations and common future for humanity, which resonates with the philosophy of Leo Tolstoy and Mahatma Gandhi.
🇷🇺🇮🇳 Moscow and New Delhi are consistent opponents of neo-colonial practices such as illegal unilateral sanctions, threats, blackmail and other forms of pressure on sovereign states.
We have been consistently advocating respect for the cultural and civilisational diversity of the modern world and the inalienable right of nations to independently choose their development paths.

🇷🇺🇮🇳 1 марта «на полях» СМИД «Группы двадцати» С.В.Лавров принял участие в открытии мемориальной выставки, посвящённой общности мировоззрения и взаимному влиянию Л.Н.Толстого (в этом году отмечается 195-летие со дня рождения) и М.Ганди (75-летие трагический гибели).
📚 Мероприятие состоялось на площадке Международной книжной ярмарки в Нью-Дели, которая в этом году проходит под знаком индийского председательства в «двадцатке».
В ходе выступления С.В.Лавров подчеркнул важность философского наследия Л.Н.Толстого и М.Ганди, которые продвигали созвучные российским и индийским внешнеполитическим подходам принципы равноправия народов и справедливого полицентричного мироустройства, уважения культурно-цивилизационного многообразия наций.
После церемонии С.В.Лавров и шерпа Индии в «Группе двадцати» А.Кант посетили российский павильон, в котором проходила презентация переводов на хинди рассказов Л.Н.Толстого, и наш национальный стенд, ознакомились с экспозицией изданий Л.Н.Толстого и М.Ганди, организованной при поддержке Минцифры России и Института перевода.

⚡️ On the Istanbul food and fertiliser agreements
There are mounting speculations on further developments as the expiration date of the second 120-day term of the Black Sea Initiative on exporting Ukrainian grain draws nearer. At Kiev and Washington’s instigation, it is being insinuated that the initiative should be both preserved in its existing parameters (the three ports – Odessa, Chernomorsk and Yuzhny – for 120 days with the possibility of another 120-day extension, if none of the three parties – Russia, Türkiye or Ukraine – have any objections) and expanded in terms of time and space (for one year with the addition of more seaports). This is being accompanied by clumsy attempts to invoke UN efforts to ensure global food security.
In this connection, a reminder of the UN Secretary-General’s grain deal concept in general and of how the Istanbul Agreements of July 22, 2022 were signed in particular, is in order. As is common knowledge, Antonio Guterres suggested a package deal to normalise food and fertiliser supplies from Russia and Ukraine as a response to the worsening food crisis against the background of the Covid-19 pandemic, uncontrolled Western money printing, and an accelerated transition to the green economy. This suggestion was formalised in Istanbul on July 22, 2022, in the form of the simultaneous signing of two mutually complementary agreements – the above-mentioned Black Sea Initiative and the Russia-UN Memorandum on promoting Russian agricultural products.
Their synchronised and interconnected implementation is designed to reduce the threat of hunger and provide assistance to needy countries in Africa, Asia and Latin America.
☝️ But in practice, eight months after the signing, just one part of the package – the exportation of Ukrainian food – is being implemented. Moreover, the mode of its implementation is far from the announced humanitarian aims. <...>
Progress in implementing the Russia-UN Memorandum on promoting Russian agricultural exports is tending towards zero. The reason is the West’s stubborn unwillingness to recognise the second part of the Guterres package and their continued application of sanctions, which, despite all the empty declarations by Washington, Brussels and London, still extend to food and fertilisers. In fact, UN officials are trying to lift restrictions on Russian agricultural products; these restrictions must be null and void in a situation where global food security is at stake. But the UN efforts are futile. <...>
Thus, we have to state that the package of agreements proposed by Antonio Guterres and signed in Istanbul on July 22, 2022 is not working. The main problem is that the Western countries are sabotaging the implementation of the Russia-UN Memorandum. As is obvious, the Americans and Europeans are totally unconcerned with either the needs of destitute countries or the efforts of the United Nations, which they have long and persistently attempted to turn into an obedient tool for serving their political interests.
❗️ It is high time they stopped playing the food card. The lion’s share of Ukrainian grain is sold at dumping prices for fodder in the EU rather than in the poorest countries. At the same time, they openly put obstacles in the way of Russian agricultural exports, no matter what the Europeans and Americans say to the contrary. After all, they are not strangers to telling lies.
☝️ The West is shamelessly burying the humanitarian package initiated by the UN Secretary-General.

По мере приближения окончания второго срока действия (120 дней) «черноморской инициативы» по вывозу украинского зерна в СМИ нарастают спекуляции относительно дальнейшего развития событий. С подачи Киева и Вашингтона активно раскручивается тезис о том, что инициативу нужно не только сохранить в имеющихся параметрах (3 порта – Одесса, Черноморск, Южный на 120 дней с возможностью продления на аналогичный срок при отсутствии возражений сторон – России, Турции и Украины), но увеличить по времени и охвату (сразу на год с добавлением дополнительных портов). При этом делаются неуклюжие попытки апеллировать к усилиям ООН по обеспечению глобальной продовольственной безопасности.
В этой связи следует вновь напомнить о концепции «зерновой сделки» Генсекретаря ООН в целом и о том, как заключались Стамбульские соглашения 22 июля 2022 г., в частности. Как известно, в качестве мер реагирования на усугубление продовольственного кризиса на фоне пандемии COVID-19, бесконтрольной денежной эмиссии западных стран и форсированного перехода на «зелёную экономику» А.Гутерреш выступил с предложением по нормализации поставок продовольствия и удобрений из России и Украины в рамках единого «пакета». Данное предложение было формализовано в Стамбуле 22 июля 2022 г. в виде одновременного подписания двух взаимодополняемых договоренностей – вышеуказанной «черноморской инициативы» и Меморандума Россия-ООН по продвижению отечественной сельхозпродукции.
Их синхронная реализация в увязке друг с другом призвана снизить угрозы голода и оказать помощь нуждающимся странам Африки, Азии и Латинской Америки.
Однако на практике до сих пор, через 8 месяцев после заключения, выполняется только одна часть «пакета» – по вывозу украинского продовольствия. Причем выполняется в далеких от заявленных гуманитарных целей параметрах. Прогресс в реализации Меморандума Россия-ООН по нормализации нашего сельхозэкспорта стремится к нулю. Причина – упорное нежелание западников признавать вторую часть «пакета» А.Гутерреша и продолжение ими санкционных ограничений, которые, несмотря на все голословные декларации Вашингтона, Брюсселя и Лондона, распространяются на продовольствие и удобрения. Фактически, ооновцы пытаются работать над изъятиями нашей сельхозпродукции из-под рестрикций, которых не должно быть, в принципе, коль скоро это касается глобальной продовольственной безопасности. Работают безуспешно.
Наглядный пример – безвозмездная передача российских удобрений (262 000 тонн), заблокированных в портах Латвии, Литвы, Эстонии и Нидерландов, беднейшим странам. Полгода спустя единственной отправленной партией остается поставка в Малави (20 000 тонн), которая пока ещё не дошла до получателя.

Таким образом, вынуждены констатировать – предложенный А.Гутеррешем и подписанный в Стамбуле 22 июля 2022 г. «пакет» договоренностей не работает.
