The victim was identified as Jesse Braswell, a Boatswain’s Mate Seaman from Colorado. The incident occurred at approximately 5:15 a.m., according to the U.S. Navy.

Authorities said a sailor has been placed in pretrial confinement in connection with Braswell’s death, though no charges have yet been filed as the investigation remains ongoing.

The agreement covers cooperation in railway technology, infrastructure, logistics, training, and human resources.
