The sanctions target GRUPO DE ADMINISTRACION EMPRESARIAL S.A. (GAESA), which Rubio described as "the heart of Cuba's kleptocratic communist system" and influential across sectors including tourism, along with senior GAESA figure Ania Guillermina Lastres Morera.

The measures also target MOA NICKEL SA, which Rubio accused of exploiting Cuba’s natural resources and benefiting from assets previously expropriated from U.S. individuals and companies.
