What if the T20 was invented in 1971 instead of the ODI ?

Kerry Packer's ODI Word Series Cricket was revolutionized cricket financially. But when I think about it, he would've loved the T20 more, as you could've fit two games in one day instead of one.

How different would cricket be if there was no ODI (or the ODI was introduced only later on during 21st Century) and the T20 had become the second most famous form of Cricket?
