What the law actually does
It creates a tightly controlled, Central Bank-supervised framework rather than open legalization:

Crypto exchanges, brokers, digital depositories, and related intermediaries must eventually operate only if listed in a special registry. Minimum capital for exchanges is 15 million rubles (roughly $186,000–$187,000). Transition period allows unregistered operation until July 1, 2027.

Retail (non-qualified) investors: Can buy only the “most liquid” cryptocurrencies through licensed intermediaries after a suitability test, with a hard annual cap of 300,000 rubles (~$3,700) per intermediary. Is it specifically “bullish for $XRP”?
The law itself does not single out XRP (or any individual asset beyond the general “most liquid” criteria for retail). Claims framing the signing as uniquely crushing other coins in favor of XRP are hype, not the text of the statute.
