Robert Barr, Jr., 54, and Alice Stilwell, 67, were the drivers of the Hyundai and were both killed in the head-on collision.

What’s going on in Massachusetts?

Federal authorities have charged two local elected officials from the Lawrence, Massachusetts area in connection with separate schemes involving the misuse of federal pandemic relief funds. Both cases are being prosecuted by the U.S. Attorney’s Office for the District of Massachusetts.

​On August 26, 2026, federal authorities arrested Massachusetts State Representative Francisco Paulino (D-Methuen).

​The Charges: Paulino was indicted on eight counts of wire fraud and three counts of money laundering.

​The Allegations: Prosecutors allege he fraudulently obtained more than $700,000 in federal COVID-19 relief funds—including Economic Injury Disaster Loans (EIDLs)—by using intermediaries, filing under other people's identities, and misrepresenting business revenues.

​The Funds' Use: According to the U.S. Attorney's Office, some of the money was allegedly funneled into real estate expenses, loan repayments, campaign accounts, and private loans issued to third parties at inflated interest rates.

Smithfield's operations are vertically integrated: farms → hog production → slaughter/processing → packaged meat → distribution.

The best-supported conclusion is that Chinese-controlled capital has a significant position in U.S. pork, but not in the overall U.S. beef-processing market.

The earlier estimate of approximately $7.5–$8.5 billion in Chinese-controlled Smithfield economic value is a reasonable order-of-magnitude estimate, but it should be treated as an estimate rather than an official government figure.

Bottom line:
China's biggest U.S. meat-sector position is Smithfield Foods—not the Big Four beef processors. The important number is approximately 25% of U.S. pork processing capacity, rather than 85% of American meat processing.
