Jeremiah Taylor is accused of carrying out the horrendous act.
During a press conference, Police Chief TJ Morse was visibly irritated as he explained how Taylor was previously arrested for r*pe, burglary, and unauthorized entry.
His most recent arrest was dismissed by District Attorney Hillar Moore's office, according to WAFB 9.
"It is a source of frustration in our department and with our officers. Why this has happened is some questions that I would love you all to ask the rest of the judicial system," Morse said.
The victim reportedly suffered broken bones during the attack.
