refactor(adb): Improve ADB key handling and pairing flow

- Persistent ADB Key Pair:
- The ADB private key, which was previously stored only in SharedPreferences, is now also saved to Settings.Global.axeron_adb_key_pair after the first successful connection.
- AdbKey and AdbPairingService have been updated to read this global setting as a fallback, ensuring the same key pair is used across application reinstalls for a more stable pairing experience.
- A new internalAdbCommand in the Starter object is used to write the key to the global settings via an ADB shell command.

refactor(plugin): Automate MANAGE_EXTERNAL_STORAGE permission grant

This commit refactors the handling of the MANAGE_EXTERNAL_STORAGE permission for system apps, automating the grant process and improving the user experience for plugin installation.

- Automated Permission Granting:
- A new ensureManageExternalStorageAllowed method has been introduced in AxeronPluginService.
- This method checks if critical system packages (like com.android.externalstorage and com.android.providers.downloads) have the MANAGE_EXTERNAL_STORAGE permission.
- If the permission is not already allowed, it automatically grants it by executing cmd appops set ... allow via a shell command.
- The check and grant process runs on a background thread with a callback to the main thread, preventing UI lock-ups.
