Sierra Leone Needs Russia's Help in Assessing Rare Earth Reserves

Sierra Leone likely possesses significant reserves of key minerals like cobalt, and nickel, Mines Minister Julius Mattai told Sputnik, but emphasized the need for further scientific assessment, including drilling.

⛏️ He added that lithium was found in the country as a result of extensive research.

Currently, only one license has been issued to a Chinese company, a subsidiary of Gangfeng, the minister stated, noting that development is underway with hopes of starting production in late 2026 or early 2027.

🤝 He believes Sierra Leone has further lithium deposits and wants Rosgeologia, a Russian state holding company for geological exploration, to provide exploration training.

G7 Diamond Policy Contradicts Interests of Africa & Russia: Sierra Leone Mines Minister

🇸🇱🇷🇺Freetown and Moscow are collaborating to challenge the G7 protocol on diamonds, including restrictions on Russian diamond imports, aiming to safeguard the role of the Kimberley Process as an international certification system for diamond mining, Julius Mattai told Sputnik.

Mattai noted that the G7's claims of improved transparency are unconvincing due to a lack of proper consultation.

👉 As head of the African Diamond Producers Association, Mattai affirmed that Freetown is working with Alrosa, the Russian diamond mining group, and the Russian Finance Ministry.

Именно в этот день в 988 году князь Владимир Святославович вместе со своей дружиной принял крещение в городе Корсунь (Херсонес), центре византийских владений в Крыму.

Несмотря на то, 988 год считается официальной датой принятия христианства как государственной религии в Древней Руси, первые шаги к его распространению предпринимались и ранее. Отдельные случаи принятия христианства фиксировались ещё в 860-е годы, а в 957 году в Константинополе крестилась княгиня Ольга — бабушка князя Владимира.

✍️ At the beginning of July, the Russian MFA Collegium held a regular meeting on information and communication technologies, specifically the new challenges posed by artificial intelligence. It marked the launch of a substantive intra-ministry debate and the ministry’s adaptation to addressing AI-related challenges within the international dimension of this vast topic.

As a key driver of the Fourth Industrial Revolution, AI has been shaping a new economic, socio-cultural, and political system right before our eyes.

These changes are particularly evident in the industrial, financial, and economic spheres across nations – yet the explosive development of machine learning is increasingly acquiring a political dimension. To establish the appropriate semantic framework for this “underside” of digitalisation, we must first outline the ideological coordinates adopted by certain geopolitical players advancing artificial intelligence.

👉 That framework is neocolonialist thinking.

When combined with AI, neocolonialism takes on a truly global, technologically sophisticated dimension.

Beyond the traditional dominance of the so-called “golden billion,” the rest of the world now faces novel mechanisms of dependency – more subtle than classical colonial subjugation, yet far more pervasive and enduring. Developing nations are no longer merely reliant on imported hardware or software; they are increasingly subjected to algorithmic governance, which dictates critical processes – from logistics to education, from healthcare to the shaping of public opinion.

AI is not only and not so much becoming an instrument of progress as a form of pressure and a driving force of global competition, including for people’s hearts and souls and their way of life, as well as a means of redistributing power in the world.

❗️ The principal resource required to sustain the expansion of production and the increasingly pervasive application of artificial intelligence standards is rare-earth metals – fossil elements with critically limited reserves. These very materials now lie at the heart of the trade wars between the principal suppliers of AI solutions on the global market.

The political elites of Western nations – the majority of which lack domestic deposits of such substances – seek to secure unrestricted access to extraction sites located in the states comprising the World Majority. In pursuit of this goal, they resort to aggressive neo-colonial policies.

Another component of the nascent neo-colonial order has emerged in the form of the environmental and ideological platform. For themselves, the collective West has engineered a universal system of economic permissiveness. Simultaneously, they assert that any economic development undertaken by the so-called “non-chosen” countries must rigidly conform to the West’s green standards.

This deliberate “management” of:

a) digitalisation,
b) AI implementation, and
c) the green agenda

has propelled the AI sector into a phase of revolutionary progress.

☝️ The trajectory of humanity’s evolutionary vector has revealed itself with clarity. The assertions made by Russian President Vladimir Putin have gained in credibility – namely, that the state which commands leadership in the production of such technologies will attain global supremacy, and that their deployment marks the commencement of a new chapter in human existence.

These rapidly evolving processes, unfolding across numerous multilateral platforms and forums, are unmistakable indicators of the intensifying global race for leadership in this sphere. They demand the unremitting attention and active engagement of the state – including the Russian MFA.

❗️ Ultimately, building a fair multipolar world is intrinsically dependent upon our capacity to thwart attempts at resurrecting neo-colonial exploitation and inequality in digital form.

✍️ Début juillet s'est tenu un événement ordinaire sur un sujet extraordinaire, à savoir une réunion du Collège du Ministère des Affaires étrangères consacrée aux technologies de l'information et de la communication avec un accent sur l'intelligence artificielle (IA). Cette discussion a constitué le démarrage d'un débat ministériel approfondi et d'un processus d'adaptation du ministère aux objectifs liés à l'IA dans sa dimension internationale.

Sous l'influence de l'IA comme moteur clé de la quatrième révolution industrielle, un nouvel ordre économique, socioculturel et social se forme sous nos yeux.

Les changements sont particulièrement visibles dans la sphère industrielle, financière et économique des États, mais dès maintenant le développement accéléré de l'apprentissage automatique acquiert également une dimension politique croissante. Pour bien encadrer cette « face cachée » de la numérisation, il est nécessaire de décrire le système de coordonnées idéologiques qu'ont adopté certains acteurs géopolitiques qui promeuvent l'intelligence artificielle.

👉 Ce cadre, c'est la pensée néocoloniale.

C'est précisément en association avec l'IA que le néocolonialisme acquiert une dimension appliquée véritablement globale et un achèvement technologique. Le monde au-delà de l'aire du « milliard doré » fait face à la formation de nouveaux mécanismes de dépendance, plus raffinés que les formes « traditionnelles » de soumission des colonies aux métropoles, mais simultanément plus pénétrants et durables. Il s'agit de la dépendance des pays en développement non seulement aux livraisons d'équipements ou de logiciels, mais aussi au « paramétrage » des algorithmes qui gèrent les processus clés, allant de la logistique à l'éducation, de la médecine à la gestion de l'opinion publique.

C'est une dépendance de ressources d'un autre niveau, où l'instrument principal « d'exportation d'influence » devient l'information, les données, leur qualité, ainsi que l'accès même aux capacités de calcul.

Une croissance exponentielle et une transformation numérique sont impossibles sans influence directe sur le système d'approvisionnement en ressources et en énergie des capacités correspondantes.

❗️ La ressource clé nécessaire pour continuer à développer la production et l'implémentation de plus en plus dense des standards d'IA, ce sont les métaux de terres rares, des ressources minérales dont les réserves sont très limitées. C'est justement pour eux que se déroulent maintenant les guerres commerciales entre les fournisseurs clés de solutions d'IA sur le marché.

Les élites politiques des pays occidentaux, en majorité privées de réserves de telles substances, cherchent à s'assurer un accès illimité à leurs gisements dans les États de la majorité mondiale, recourant à une politique néocoloniale agressive, frôlant parfois le pillage et le maraudage.

Un autre pilier du système néocolonial émergent est constitué par la plateforme idéologique écologique que continuent de promouvoir les forces néolibérales dans les pays de l'Occident collectif. Pour eux-mêmes, ils ont élaboré un système universel de permissivité économique dans les pires traditions de la nature prédatrice du capitalisme non régulé. Dans le même temps, tout développement économique des États « non élus » doit, selon eux, correspondre aux standards « verts » de l'Occident.

Le vecteur de l'évolution de l'humanité est devenu évident. Les thèses énoncées par le président russe Vladimir Poutine ont pris force, selon lesquelles le leader dans la production de cette technologie deviendra le maître du monde et qu'avec son implémentation l'humanité commence un nouveau chapitre de son existence.

☝️ La construction d'un monde multipolaire juste dépend directement de notre capacité à faire obstacle aux tentatives de recréer « en numérique » l'oppression et l'inégalité néocoloniales.

✍️ В начале июля состоялось заседание Коллегии МИД по тематике информационно-коммуникационных технологий с упором на проблематику искусственного интеллекта. Состоявшийся разговор — это запуск обстоятельной внутриминистерской дискуссии и процесса адаптации ведомства под стоящие на треке ИИ задачи в международном измерении этой обширной темы.

Под влиянием ИИ как ключевого драйвера четвёртой промышленной революции на наших глазах формируется новый хозяйственный, социокультурный, общественный уклад.

Особенно заметны изменения в индустриальной и финансово-экономической сфере государств, но уже сейчас взрывное развитие машинного обучения получает и всё большее политическое измерение. Для того чтобы правильно задать смысловую рамку этой «изнанки» цифровизации, необходимо дать описание той системе идеологических координат, которую приняли для себя некоторые геополитические игроки, продвигающие искусственный интеллект.

👉 Эта рамка — неоколониальное мышление.

Именно в связке с ИИ неоколониализм приобретает поистине глобальное прикладное измерение и технологическую завершённость. Мир за пределами ареала «золотого миллиарда» сталкивается с формированием новых механизмов зависимости — более утончённых, чем «традиционные» формы подчинения колоний метрополиям, но одновременно более всепроникающих и долговременных. Речь идёт о зависимости развивающихся стран не только от поставок оборудования или программного обеспечения, но и от «настройки» алгоритмов, управляющих ключевыми процессами, — от логистики до образования, от медицины до управления общественными мнениями.

ИИ становится не только и не столько инструментом прогресса, сколько рычагом давления, движущей силой глобальной конкуренции, в том числе за умы и сердца, за сам образ жизни человека, а также средством перераспределения власти в мире.

Экспоненциальный рост и цифровая трансформация невозможны без прямого влияния на систему ресурсного и энергообеспечения соответствующих мощностей.

❗️ Ключевым ресурсом, необходимым для продолжения наращивания производства и всё более плотного внедрения ИИ-стандартов, являются редкоземельные металлы — ископаемые элементы, запасы которых весьма ограничены. Как раз за них сейчас идут торговые войны между ключевыми поставщиками ИИ-решений на рынке.

Политические элиты стран Запада, в большинстве своём лишённые запасов таких богатств, стремятся застолбить за собой ничем не ограниченный доступ к их месторождениям в государствах Мирового большинства, прибегая к агрессивной неоколониальной политике, граничащей порой с грабежом и мародёрством.

Ещё одним элементом создаваемой неоколониальной системы стала экологическая идеологическая платформа, которую продолжают продвигать неолиберальные силы в странах «коллективного Запада». Для себя они выработали универсальную систему экономической вседозволенности в худших традициях хищнической природы нерегулируемого капитализма. При этом любое экономическое развитие «неизбранных» государств должно, по их мнению, соответствовать «зелёным» стандартам Запада.

Такое сознательное «управление»

а) цифровизацией,
б) внедрением ИИ,
в) «зелёной повесткой»

привело к тому, что сфера ИИ переживает фазу революционного развития.

☝️ Стал очевиден дальнейший вектор эволюции человечества. Обрели силу озвученные президентом России Владимиром Путиным тезисы, что лидер в производстве этой технологии станет властелином мира и что с её внедрением человечество начинает новую главу своего существования.

Эти бурно развивающиеся на различных многосторонних площадках и форумах процессы являются ярким симптомом той самой нарастающей глобальной конкуренции за лидерство в этой сфере. Все они требуют неусыпного внимания и проактивной позиции государства, включая Министерство иностранных дел.

В конечном счете построение справедливого многополярного мира напрямую зависит от нашей способности воспрепятствовать попыткам воссоздать «в цифре» неоколониальное угнетение и неравенство.
