Added to this is the open support of the Jews by the Italian command in Mostar. Before the Croatian administration took over, around 7-900 Jews fled to Dubrovnik with Italian support. The remainder is in close contact with the Italian command. The fascist general Luzano, assigned to the Italian division, is the mediator to the Chetniks who are located southeast of Mostar and some of whom work for the Italians.

When we look at the Italian generals in Croatia which the Serbs love to larp about, we see that these are the generals who were undesirable and who fled to Dalmatia and armed themselves with a personal guard of Chetniks to avoid arrest. The best example is Roatta, who was disliked by Mussolini and hated by Hitler. Those renegade Italian generals, who were a hindrance to Croatia and the Third Reich, saved Jews from Croatian and German troops in the area, and supported Chetnik bandits against those same troops, while they did not put up any resistance to the partisans. More about Roatta you hear from official German NS newspaper. More about this topic you can see here [2].
The rebellious activity of the Jews in Mostar is a generally recognized fact and has already led to steps taken by the German ambassador in Agram. In connection with an interview with the chief of staff of the Italian Murge division in Mostar, he explained that the Italian army had guaranteed equal treatment to all parts of the population of Mostar and that all parts of the population were under the protection of the Italian army. It is therefore incompatible with the honor of the Italian army to take special measures against the Jews, as was requested by the OT to clear apartments for their urgent needs. The chief of staff also explained in the course of the conversation that the Italian Army would not agree to a resettlement of the Jews in Mostar, as could be envisaged under the German-Croatian agreement.

German Embassy, The Police Attaché Zagreb, May 30, 1942
Recently there has been increasing news that the Italian Army is employing Jews as interpreters and that fleeing Jews from Croatia are not only taken in by the Italians, but also supported in every way. The Croatian police headquarters in Sarajevo recently reported that Jews returned to Sarajevo with Italian troops on Italian vehicles, from where they had recently had to flee and are now under the special protection of the Italian army. Two Jews who were arrested in Sarajevo because they had fled from Sarajevo to join the insurgents in the fall of 1941 were equipped with Italian passports. A statement that the Italian General Amico recently made is representative of the Italians' pro-Jewish attitude. He literally said: "The laws of the Croats against the Jews are strict; those of the Germans are even stricter. Sending the poor refugees to Ragusa and Jews back to Sarajevo would mean sending the Jews to their deaths."

Italian Fascist Ministry of the Interior about the Jews who fled Croatia because "certain death" awaited them there:
«After the dismemberment of Yugoslavia, numerous Jews residing in the former Yugoslav territory occupied by the Germans and in Croatia moved to the provinces of Rijeka, Ljubljana and Dalmatia, refusing to return to their places of origin where they would have faced serious violence and also the danger of death.
After the Supreme's orders were received, it was agreed that they would be allowed to enter the Kingdom [of Italy] but risk their lives if they were rejected.
The police headquarters in Ljubljana reports that for several days there has been a recurring influx of foreign Jews who escaped from Croatia, secretly emigrating to that province to avoid Ustasha persecution, and if they are rejected, they will return to place where they would face the fear of certain death.
The aforementioned police headquarters [in Ljubljana] wants to know whether the Jews in question should be welcomed into the Kingdom [of Italy] or rejected, where they would return to their country of origin.
These are noted as Higher Decisions.

HITLER: CHETNIKS, GROWING DANGEROUS SNAKE
"When General Glaise-Horstenau explained that certain Chetnik troops, which have been armed by the Italians, had to be added to the Italian formations, the Führer remarked that the promotion of the Chetniks seemed dangerous to him, as these Serbian nationalists ultimately represented the Greater Serbian idea. They were growing a snake which, even if it was still small now, could one day become dangerous."

"The Führer replied that nobody needed to draw his attention to the danger posed by the Chetniks. Unfortunately, however, the situation was such that the Chetniks would fight the Germans in the old Serbian territory (Nedic's Serbia) if they were not allowed to fight the Communists. Given the previously described shortage of troops, the consequence would be to let the Chetniks fight against the Communists in these areas. The RAM agreed with Poglavnik's remark that the Chetniks would immediately fight the Germans when the Russians arrived. The Führer remarked that he had recently rejected outright a proposal, also supported by German gentlemen, to provide 50,000 Chetniks with weapons to fight the Communists."

Consistency is clear. Similar remark you can find by Ribbentrop "playing the Chetniks and the partisans off against each other by clever tactics, but that the important thing is to destroy the one as well as the other."
«On the following day, General Globocnik from Trieste called Ljotić, Djujić and Jevđevic and asked them a question: "Gentlemen, according to our information, the Anglo-Americans will land here on the Adriatic, and I would like to hear your opinion on that." Ljotić took the floor, and He explained to Globocnik that he had already made a statement on the matter in Belgrade and that his condition was that the Serbian armed forces could not under any circumstances be used to fight against the Anglo-Americans, because they are our allies. Under those conditions, we came to Slovenia.
Ljotić literally stated: "You know that between our country and the Anglo-Americans there is an alliance that binds us. We can only fight against partisan-communists, and never against the Anglo-Americans. We cannot even fight against Soviet troops, because our country is not at war with them either. If the Anglo-Americans land here, we will retreat to the hills and join them as soon as we get the chance."
"Well, that means," said General Globocnik, "that you are shooting us in the back!"
Ljotić replied: "Until we join the allies, you can be sure that we will not shoot you in the back." A Serbian soldier never attacked any of his enemies in the back..."»

PART 1: Backstory
One of his biggest Neubacher's attempts, to improve the position of Serbia in the Reich, was to unite Montenegro and Serbia. Neubacher sent that proposal to Hitler. Neubacher assured to Nedić that Hitler would support his proposal. A day later he got a response telegram

PART 2: REJECTION
The telegram Belgrade No. 1489 of 6 July, with which Ges. Neubacher undertook a new advance to implement his plans, has been presented to the Führer. Ges.v.Sonnleithner reported the following to Mr RAM after presenting it to the Führer:
"The Führer has once again rejected the idea of a federation in the Serbian-Montenegrin area, emphasising that this rejection is final."
Westfalen, July 20, 1944
The Special Representative South-East,
Envoy Neubacher, recently submitted another application for the establishment of a Serbian-Montenegrin economic union. He sent the attached wire report No. 1489 of 6 July to the Foreign Office.
The wire report was submitted to the Führer. The Führer once again and definitively rejected the proposal.

PART 3: STRAIGHT FROM THE HORSE'S MOUTH
Neubacher even with his statements, knew Hitler had a deep hatred towards Serbs, which he mentions it in his own book.
"Even before my appearance, Chetnik detachments in Serbia, Bosnia and Herzegovina, Montenegro and Dalmatia had occasionally fought together with Italian and German troops against partisan forces. This cooperation, which the Italians in particular made extensive use of, was undesirable and actually forbidden to the German headquarters. But it happened again and again. The ravines of the Balkans are dark and the headquarters were far away. If a lone company commander got into a crowd and was able to get flank protection from a Chetnik detachment against the common enemy, then he would attack. How much Hitler himself was against this collaboration can be seen from his correspondence with Mussolini. Even in the later development, in which Tito became a war power, he never allowed more than occasional local cooperation with the Chetniks, and he was reluctant to give this permission either. Hitler belonged to that type of Austrians, which is slowly dying out, and which has had an anti-Serb complex since 1914 due to the murder of the heir to the throne in Sarajevo and the outbreak of the First World War. For him, Serbs are: bombers, killers of kings, conspirators, coup plotters and culprits of world fires and European wars."
— From Hermann Neubacher's book: Sonderauftrag Südost 1940-1945: Bericht eines fliegenden Diplomaten, Musterschmidt-Verlag, Göttingen, 1956, p. 147
