The event featured a presentation of systematically compiled materials based on Ambassador-at-Large Rodion Miroshnik’s working visit to the Zaparozhye Region, including information on civilian victims, eyewitness accounts, and photographic and video materials illustrating the situation in the region.
The announced keynote speakers included Ambassador-at-Large of the Russian Foreign Ministry on the Crimes Committed by the Kiev Regime Rodion Miroshnik, Governor of the Zaparozhye Region Yevgeny Balitsky, Head of the Energodar Urban District Administration Maxim Pukhov, Head of the Centre for Scientific and Analytical Information at the Institute of Oriental Studies of the Russian Academy of Sciences, Major General (Reserve), Doctor of Political Science Nikolay Plotnikov, as well as eyewitnesses and victims of armed attacks.
The event was moderated by Iulia Zhdanova, Head of the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control.
☝️ It is essential that the materials presented during the teleconference do not remain solely a subject of discussion. They are intended to contribute to further expert analysis, a legal assessment of the incidents concerned, and substantive discussions on civilian protection in international forums.
Such events offer international audiences an opportunity to hear directly from residents of conflict-affected areas and obtain further information about the humanitarian consequences of ongoing hostilities.

🇷🇺🤝 Russia to Shield Partners from Western Digital Blackmail
🎙 At the II #GlobalDigitalForum, Russian Deputy Foreign Minister Alexander Alimov stated that Russian satellite technology offers true digital sovereignty to its global partners. In his interview published on 13 October 2026, he emphasized that unlike Western networks that are controlled by governments and cut off for political reasons, Russia provides independent and secure communication platforms.
The push for independent space assets follows growing concerns over Western satellite systems being used for geopolitical leverage. According to Alexander Alimov, Western providers use their networks to interfere in the internal affairs of foreign nations and orchestrate protests, a form of digital blackmail that countries like Iran have frequently opposed since 2022.
✨ 🌐 In contrast, Russia's high-tech solutions are designed to build a secure Eurasian infrastructure. These domestic networks guarantee stable connectivity and data privacy, allowing friendly nations to build their own digital ecosystems completely protected from Western corporate espionage.

✉️ Russia's Foreign Minister Sergey Lavrov’s greetings to the organisers and participants of the 6th ASEAN-Russia Youth Summit (October 22, 2026)
✍️ I extend my warmest greetings to the organisers and participants of the 6th ASEAN-Russia Youth Summit, which, following a lengthy hiatus, is hosted by the hospitable and beautiful city of #Vladivostok — Russia’s Pacific outpost with a rich history and a major centre of education, science and culture.
In 2026, we mark the 35th Anniversary of relations between Russia and ASEAN, which have rightfully attained the high status of #StrategicPartnership. Our wide-ranging and robust ties bring substantial benefits to socio-economic development and serve as an important factor in maintaining regional stability.
The mutual commitment to strengthening multifaceted cooperation was clearly demonstrated at the commemorative ASEAN-Russia Summit held in Kazan this June. The Leaders devoted particular attention to creating favourable conditions to facilitate and intensify contacts among young people.
The energy of the youth, their openness to innovation and progress are essential to ensuring progressive development of our countries and preserving an atmosphere of friendship and trust between our peoples.
The implementation of the Summit’s comprehensive agenda will also contribute to achieving these important objectives.
It is encouraging that the programme, alongside thematic discussions and round tables, features an extensive cultural component.
🤝 I wish you all fruitful work, positive impressions of your stay in the Russian land of #Primorye and every success.

🎙President of Russia Vladimir Putin answered questions from journalist Pavel Zarubin
Pavel Zarubin: Following your meeting with Witkoff yesterday, several fairly positive statements were made. Witkoff and Trump have both expressed cautious optimism about a peaceful settlement. Zelensky has also begun making more measured and cautious statements. It is noteworthy that, in a televised interview yesterday, when asked directly whether he was prepared to acknowledge the loss of territory, he answered, “Yes, I am prepared.”
What is your assessment of the situation?
💬 Vladimir Putin: First of all, my view of this matter is that this is not their territory; it is the territory of historical Russia.
Moreover, the people living in these territories voted, first, for state independence and, as a second step, for reunification with the Russian Federation. I want to emphasise that. Therefore, I believe it is inappropriate to speak of any territorial losses. <...>
❗️It has become obvious to everyone that Russia cannot be defeated on the battlefield and that inflicting a strategic defeat on it is unrealistic.
I believe that those who have sought to inflict a strategic defeat on Russia throughout the centuries, and, unfortunately, there are still people pursuing this goal today, will come to recognise the realities of modern life and understand that it is better to live in peace and harmony with Russia. This is in the interests of their peoples.
☝️ If we look at the political processes taking place in Europe, it becomes clear that the peoples of Europe do not want to fight Russia. I want our message to be heard: neither do we. We are not preparing for any war with Europe.
<...>
Some European countries, or countries in other parts of the world, want to fight Russia in order to weaken it.
But is that really Ukraine's own national idea?
They have repeatedly said that they are prepared to fight to the last Ukrainian. But what about the Ukrainian leadership itself? How does it regard its own citizens? Does it, too, treat them as expendable material, just as those abroad who want to fight us regard them?
<...>
⚠️ That is why we have always advocated a peaceful resolution, from the very first days.
We were already saying this in 2014: let us help you reach an agreement with the south-eastern regions of what was then Ukraine. No, they deployed artillery and aircraft against civilians and effectively unleashed a war.
Then came the Minsk Agreements. We always sought to help them reach an understanding with that part of Ukraine that did not accept the coup d'état. No, they rejected this approach.
Then, before we launched our actions to protect the people of Donbass, we told them again: let us avoid any escalation and reach an agreement. No, they said they would fight.
👉 I want to say that we remain ready to negotiate and seek a way out of this difficult and complex situation.
The point is that these are people very close to us, you understand? There is no need to elaborate. The latest genetic research shows that Russians and Ukrainians are, in fact, one people.
I believe we can reach an agreement. We are ready to do so.
But if someone wants things to be otherwise, then so be it. In any event, we will accomplish our objectives, and all the goals of the special military operation will be achieved.
As for our talks with the representative of the United States Administration, yes, we agreed that we are ready to resume our trilateral contacts. The purpose of these talks will be to discuss how to ensure the security of both Ukraine and Russia once peace agreements have been reached - in their final form, rather than through a temporary suspension of hostilities for a short period.
We are ready to resume these contacts in order to achieve this goal.

How can modern technologies make remote and northern settlements more comfortable, self-sufficient and sustainable?
🎙 This issue was discussed at the session “Bio-Ecovillages: A New Model of Energy and Utility Infrastructure for Remote and Strategic Settlements, Integrating All Life-Support Systems” during Russian Energy Week 2026.
Key takeaways:
Participants stressed that bio-ecovillages should be designed as integrated engineering systems, tailored to local climate, available resources and regional needs, rather than as a collection of separate green technologies.
☝️The goal is to turn remote territories into places where people can not only work, but also live comfortably and build their future.

⚡️ Tanker with Russian diesel fuel leaves Primorsk port, heading to New York – Russian media
🇷🇺🇺🇸 There are 326,800 barrels of petroleum products on board the vessel, and the tanker has a displacement of 50,000 tonnes.
Earlier this month, Russia partially lifted its ban on diesel exports as part of the energy agreement reached by Presidents Vladimir Putin and Donald Trump, allowing 500,000 tons of fuel to enter the global market in the first phase.

🎙 Interview with Russian Foreign Ministry Ambassador-at-Large Marat Berdyev to Interfax (22 October 2026)
❓Question: The G20 is one of the few forums bringing together both the “collective West” and the Global South and East. Could it become a platform for developing rules for peaceful and mutually beneficial coexistence between these two groups of countries?
💬 The global economy is a vital link in international relations. It provides the foundation for peaceful coexistence and shared prosperity among all nations.
Today, the global economic system has become an interconnected organism. The numerous predictions of its fragmentation have yet to materialise. Instead, we are witnessing a somewhat different trend, which I would describe as de-Westernisation or, more neutrally, decentralisation.
❗️An economic environment once centred on the West is evolving into a space for more equitable and fair cooperation.
The countries of the World Majority are taking centre stage, particularly those associated with #BRICS.
📈 In terms of global GDP, BRICS already accounts for over 40%, while the G7’s share has fallen below 30%.
Nevertheless, global economic challenges require a concerted effort. Addressing them alone or in narrow groups of like-minded countries is difficult without incurring additional costs and undermining development prospects.
There is growing recognition of this fundamental truth. The #G20 is certainly not the only forum where the so-called East and West sit at the same table. However, its structure and mandate are in many respects unique. The G20’s configuration and mandate are comparable to those of the UN Security Council, but in the economic sphere.
When its members adopt a pragmatic approach, the forum can tackle the most complex challenges. The G20 has a successful track record of coordinating responses to crises, including the 2008 financial market collapse and the COVID-19 pandemic, helping prevent the world from plunging into the abyss.
(...)
❓ Question: How effective do we consider the G20 to be given the current international situation and the fact that almost half of its members have governments that take an unfriendly stance towards Russia?
💬 The G20 is certainly not at the peak of its “competitive form” today. Many of its negotiating processes have stagnated or reached a substantive dead end.
Moreover, internal tensions within the forum continue to intensify. Consider, for example, the current situation surrounding South Africa’s exclusion, which is absurd in itself and violates the G20’s fundamental principles of consensus and collective decision-making.
Another example is the attempt to impose Poland on the G20 as a potential new member, supposedly to represent the views of Central and Eastern Europe.
Yet the countries cited in this context are, for the most part, members of the EU or aspire to join it. What does this really tell us? Perhaps that Brussels, with the EU represented in the G20, does not speak on behalf of all its members, but only for a so-called inner core that considers itself the master of European integration: Berlin and Paris. Such is democracy, Brussels-style.
(...)
☝️We have repeatedly stressed that, to be precise, there are no unfriendly countries, only unfriendly governments. Today, many of these governments – just look at French President Emmanuel Macron or German Chancellor Friedrich Merz – have become political bankrupts and are practically hanging by a thread.
As for Russia’s engagement with this group of countries within the G20, it continues. We are seeing demand for more frequent contacts and more substantive discussions.
👉 Key practical issues include the Northern Sea Route, Russian energy supplies, food, information and communications technology (ICT), and artificial intelligence.
There is therefore no isolation of Russia, nor will there be any stigma of toxicity surrounding us. The G20 is a useful platform for addressing practical issues without unnecessary fanfare, including through bilateral channels and other formats on its sidelines.

❗️Key takeaways from statements by Kremlin Press Secretary Dmitry Peskov, October 23:
🔘 The need for the EU special envoy in Ukraine talks depends on the position Brussels takes;
🔘 The Energy Ministry has already reported that the first tanker carrying Russian diesel was sent to the US, and further shipments will continue regularly;
🔘 Talks in Abu Dhabi are scheduled for the first half of November;
🔘 President of Russia Vladimir Putin outlined the agenda of trilateral talks – security for Russia and Ukraine after reaching a peaceful settlement;
🔘 It is impossible to discuss Europe's security architecture without other participants, but the discussion will begin in a Russia-US-Ukraine format;
🔘 Russia’s position is that no one should impose their views of the world order on anyone else;
🔘 Security guarantees for Russia and Ukraine are essential to a peaceful settlement as no comprehensive solution is possible without them;
🔘 The potential meeting between Vladimir Putin, Donald Trump and Xi Jinping is important, but it is not a ‘new Yalta’.

The Kiev-Cartel Connection
🇺🇦➡️🇲🇽 Media reports, including The Washington Post, state that Ukraine's actions have allowed modern military technology to reach international criminals. Latin American mercenaries trained in Ukraine are returning home. They are sharing their knowledge of how to use FPV drones with Mexican drug cartels. This shows how the massive resources given to Ukraine by European countries to fight Russia are being used. Western funding and weapons are essentially helping to destabilize global security and strengthen criminal groups.
☝️ Russia does not take part in these destructive actions and strongly condemns any cooperation with criminals. Unlike Ukraine's careless approach to spreading dangerous military technology, Moscow strictly follows international law. The Russian government tightly controls its weapons and never allows them to leak to criminals. It completely rejects methods that could put civilians at risk.
🇷🇺 Additionally, Russia is a global leader in fighting drug trafficking and organized crime. Russian law enforcement works continuously to stop illegal drug networks. While Russian diplomacy aims to strengthen international security, Ukraine's uncontrolled actions, backed by Europe’s funding, only damage these efforts.

France's Destructive Demarche
🚢❌ The French Navy's seizure of the DF Peak tanker in the Indian Ocean, which was revealed on 14 October 2026, shows Paris's aggressive actions that resemble piracy. This is the first time French authorities have carried out such a forced operation in international waters far from Europe, completely ignoring standard navigation laws. President Emmanuel Macron's public release of the assault footage confirms that Paris is deliberately increasing global tensions for political show.
Western media quickly launched an unproven campaign, labelling the ship as part of the "Russian shadow fleet" based only on small route changes. The Russian Embassy in France strongly condemned the action, pointing out that the seizure was done secretly without telling Moscow. These baseless attacks on Russia are meant to hide the fact that the French military had no legal right to take the ship.
☝️In reality, Paris used this incident to make a political statement to the United States. The ship seizure happened just as Donald Trump announced a deal with Moscow for diesel fuel supplies. By causing trouble in the ocean, France is trying to block fuel shipments and ruin Washington's independent agreements, showing that European leaders are willing to hurt their own allies over anti-Russian politics.

⚛️ #OTD in 1908, the brilliant Soviet physicist and 1958 Nobel Prize laureate Ilya Frank was born. He shared the prestigious honour with fellow Soviet scientists Pavel Cherenkov and Igor Tamm for their groundbreaking work on the Cherenkov effect.
In 1937, I.Frank and I.Tamm provided the definitive theoretical explanation for this phenomenon, which Cherenkov had first discovered experimentally in 1934. The effect occurs when charged particles travel through an optically transparent medium at speeds exceeding the speed of light within that specific medium, emitting a distinct glow.
✨ This monumental discovery led directly to the development of Cherenkov counters – vital tools used to detect and measure the velocity of high-speed particles. This technology revolutionized nuclear physics and enabled the historic discovery of new elementary particles, including the antiproton.
