Key talking points

The XVI BRICS Summit underscored the rapidly growing influence of #BRICS and the eagerness of numerous countries to engage with its initiatives.

• Several countries have applied to become full members, while others have expressed interest in joining as partner states – a new category established at the Summit in Kazan.

• The Kazan Declaration that was adopted was based of what we call the balance of interests. Unlike at some Western forums, there was no attempt to exert pressure on anyone. Instead, we sought mutually acceptable language, which we successfully identified on all matters.

👉 The highlight of this declaration is the urgent need to substantially increase the representation of countries from the Global South and Global East in global governance mechanisms, including the UN Security Council, the IMF, the World Bank, and the WTO.

• Reform of existing institutions remains on the agenda, but concurrently – and this is a shared perspective and one of the most significant conclusions of the BRICS efforts at this stage – leading up to the final phase of the Russian chairmanship, there is a collective desire to establish alternative payment mechanisms. <...> A parallel system is deemed necessary, given the dollar's increasing use as an aggressive tool in the global economy.

• Support was also given to sector-specific initiatives, including our proposal to begin preparations for establishing a BRICS grain exchange, as well as investment and geological platforms. This initiative primarily originated from the African countries within BRICS.

• Additionally, we proposed two projects – the formation of working groups on transport and nuclear medicine – which received backing both at the BRICS meeting itself and in the adopted Declaration.

🇺🇳 A more equitable representation of the Global South and East in global governance mechanisms implies reforming the UN and its Security Council.

• We have clearly reaffirmed our stance: we support only the increased representation of Asia, Africa, and Latin America. The West is already disproportionately represented there. <...> Specifically, we support India, Brazil, and the collective initiative promoted by the African Union to reform the Security Council.

• Particular attention was paid to the crisis in the Middle East and the catastrophe facing the Palestinian people, which is now spilling over into neighbouring countries such as Lebanon, Iraq, Syria, and Yemen. The Declaration contains a robust paragraph on the urgent need to halt this bloodshed.

• We have not shied away from discussing the Ukrainian crisis. Quite the opposite, during the preparations and throughout the summit, we engaged in proactive discussions, with Russian President Vladimir Putin addressing this issue. We reached a fundamentally important agreement on the wording in the Declaration <...> emphasising that the primary objective now is to seek solutions based on the principles of the UN Charter in their entirety and in interrelation.

The Nazi regime in Kiev flagrantly violates the key principles of the Charter, while the West praises it, claiming they are defending "European values." These issues must be brought to light.

📆 On December 18-19, Kazan will host the final stage of the international socio-cultural programme "BRICS Peoples Choose Life" implemented by the NGO "BRICS. World of Traditions" in the countries of the association since 2022.

📍 The Russian phase of the project held under the motto "From the ecology of the soul and body to the ecology of the world" was launched in the Tver Region in June, continued in the Moscow Region in July and the Altai Krai in August.

🚪 The programme implemented amid Russia's BRICS Chairmanship in 2024 is aimed at bringing the countries and peoples of the association closer through joint work on educational, cultural, humanitarian and business initiatives.

👥 As part of it, a press conference on the focal points of the mission, as well as bilateral negotiations with the participation of regional and Indian companies and a round table themed "Digital Society: Trends, Opportunities, Risks" with the participation of industry experts and representatives of leading Russian universities will be held in Tatarstan in December. The series of events will be completed by the BRICS Youth Day festival, dedicated to the 150th birth anniversary of Russian artist and philosopher Nicholas Roerich.

🌐 On November 14-15, the Diplomatic Academy of the Russian Foreign Ministry in Moscow hosted the International Research Conference "The Future of Diplomacy and Diplomatic Services" as part of the Russian 2024 #BRICS Chairmanship.

👥 The event was attended by rectors of diplomatic service institutes of the association and partner countries, heads of authoritative think tanks. During the sessions, they discussed various aspects of diplomacy and exchanged experiences in training and skills development of foreign service officers amid the challenges posed by the formation of a multipolar world.

🇮🇳 The Indian delegation at the meeting was led by Amb. Raj Kumar Srivastava, Dean of the Sushma Swaraj Institute of Foreign Service, Ministry of External Affairs, Government of India.

🤝 On the sidelines of the conference, the Russian and Indian representatives held bilateral talks on issues of mutual interest.

🇷🇺🇮🇳 On November 19, at the Russian House in New Delhi, Russian Ambassador to India Denis Alipov delivered a welcoming speech at the lecture "Bharat as a State-Civilization: Geopolitics and Ideology" by the famous Russian philosopher and political scientist Alexander Dugin.

📝 Denis Alipov noted the overlap between the ideas put forward by Alexander Dugin and the concept of Russia's foreign policy as well as the prophetic nature of many of his works, including "Foundations of Geopolitics".

💬 During the event, Alexander Dugin shared his vision of the formation of a multipolar world order with the active role of the expanded #BRICS, through the prism of the concept of states-civilizations, as well as the historical paths of development of Russia and India.

👥 The lecture was attended by representatives of the friendly diplomatic corps, socio-political, expert and journalistic circles, cultural figures and Russian compatriots.

🇷🇺🇮🇳 On November 20, Russian Ambassador to India Denis Alipov addressed a round table hosted by the Sputnik India news agency and dedicated to the development potential of #BRICS amid its expansion and the formation of a multipolar world order.

📝 Denis Alipov underscored the landmark nature of the XVI Summit of the Association in Kazan (October 22-24) in promoting genuine multipolarity, as well as the contribution of the Russian chairmanship in 2024 to multilateral cooperation between the BRICS member countries and partners.

💬 Among the speakers at the event were renowned journalist and TV presenter, CEO of the IIA "Rossiya Segodnya" Dmitry Kiselev, Director of the Institute of Asian and African Studies of the Lomonosov Moscow State University Alexey Maslov, philosopher and political scientist Alexander Dugin, former Foreign Secretary of India Kanwal Sibal and National Co-Convener of Swadeshi Jagaran Manch Ashwani Mahajan.

🇷🇺🇮🇳 On November 18, the first #BRICS Educational Expedition, a programme of the Russian Federal Agency for Youth Affairs and the Russia-BRICS Project Office of International Youth Cooperation aimed at training young leaders and NGO heads, concluded in Ahmedabad, Gujarat.

✍️ During the three-day event held at the Gujarat University, a memorandum of understanding was signed between the Project Office (from Russia) and the BRICS Youth Alliance (from India) on joint work with a view to strengthening cultural and educational ties.

👥 More than 100 people from 20 Indian cities took part in the programme, which included a series of expert lectures, seminars and master classes.

📍 The next destinations for the Expedition will be Iran, the UAE, Ethiopia and Brazil.

🎙 Opening remarks by Russia's Deputy Minister of Foreign Affairs, Russia's Sherpa in BRICS Sergey Ryabkov at the BRICS Sherpas/Sous Sherpas Meeting in Yekaterinburg, Russia (November 27, 2024)

Key talking points:

• Let me particularly welcome the two new BRICS Sous Sherpas — esteemed Ms. Paula Barboza from Brazil and Ms. Lemlem Fiseha Minale from Ethiopia. I think we will benefit from their great experience and great capabilities they showed on their previous assignments.

• In BRICS, we work in a very close, pro-active and constructive manner. This is the last Sherpas/Sous Sherpas Meeting under the Russian Chairmanship. This year we have achieved great results together. There has been significant progress on all three pillars of our cooperation: policy and security, economy and finance, humanitarian and people-to-people contacts.

We have some solid deliverables. In particular, the agreement to establish BRICS Grain Exchange, the Contact Group on Climate Change and Sustainable Development, the Working Group on Nuclear Medicine. A transport dialogue was launched.

• We have important developments on the finance track — particularly, on establishing independent and sustainable payment mechanisms with specific focus on the use of national currencies. A milestone achievement is the BRICS Partner Category.

• Amid increasing tensions in international relations, worsening long-standing political and economic problems, growing danger of new challenges and threats, BRICS stood strong and focused, its fortitude has been ever more strengthened with the expansion — this was clearly manifested at the XVI Summit in Kazan, in particular, at the BRICS Plus/Outreach session. This confirmed that BRICS is now perceived as a driving force of global transformation for a more just and multipolar world order based on respect for legitimate interests and sovereign choice of countries and peoples, respect for international law.

👉 The Kazan Declaration turned out to be very complex and forward-looking document. It lays a long-term foundation of the development of cooperation between our countries in expanded BRICS.

• I would like to thank you, dear colleagues, for your constructive approach, assistance and support to the Russian Chairmanship. We are greatful for the attention to the initiatives and proposals of the Chair, aimed at deepening and diversifying the cooperation in the BRICS format.

☝️ The year of Russia's presidency over BRICS is coming to a close. Culminating in a landmark summit in Kazan this October, which brought together delegations from over 40 countries and international organizations, it was marked by substantial efforts to promote equal and fair multipolarity.
