๐Ÿ’ฌ President Vladimir Putin: Mr Prime Minister, friends,

I am delighted to welcome you to Russia, this time to Kazan, a magnificent historical city on the Volga.

I warmly remember your visit to Moscow and our fruitful talks back in July. We regularly speak on the telephone. I am grateful that you accepted our invitation and came to the #BRICS Summit in Kazan in person.

Today we will take part in the opening ceremony of the summit. Later, there will be a dinner for the leaders, and then we will begin our work.

Here in Kazan, we are to make a number of important decisions to enhance the efficiency of efforts made by BRICS and to strengthen multilateral cooperation within the group. We value our cooperation on this track, considering that our nations were instrumental in founding BRICS.

๐Ÿค Russian-Indian relations are characterised by a special privileged strategic partnership and continue to develop actively. Interaction between legislative bodies is strengthening, and our foreign ministers are in constant contact.

๐Ÿ“ˆ Trade is also in good shape. The next meeting of the intergovernmental commission is scheduled for November 12 in New Delhi.

Large projects are consistently developing, and we welcome your decision to open a Consulate General of India in Kazan. Expanding Indiaโ€™s diplomatic presence in Russia will contribute to the further development of bilateral relations.

Mr Prime Minister, we are very glad to see you and your entire representative team in Russia.

๐Ÿ—“ On 22 October, ahead of the #BRICS Summit, a gala concert of soloists from BRICS countries was held in the Column Hall of the Kazan City Hall.

๐ŸŽผ Laureates of international and Russian competitions, singers of leading theatres and creative groups of the BRICS countries, accompanied by the Symphony Orchestra of Musa Jalil Tatar Academic State Opera and Ballet Theatre, performed for the leaders of the BRICS countries.

๐Ÿ“† On October 28, the Russian Embassy in India hosted a press briefing on the outcomes of the 16th #BRICS Summit in Kazan on October 22-24.

๐Ÿ‘ฅ The event with the participation of Russian Ambassador to India Denis Alipov was attended by about 50 journalists of the leading Russian and Indian news agencies, TV channels and newspapers, as well as diplomats of the BRICS countries accredited in New Delhi โ€” Brazil, China, Egypt, Ethiopia and South Africa.

๐Ÿ’ฌ During the briefing, the head of the Russian diplomatic mission elaborated on the key results of the multilateral meeting in Kazan with an emphasis on the implementation of the top priorities of the Russian BRICS Chairmanship in 2024, underscored the growing interest of the Global South in joining the association's work, including in the format of partner countries, and answered media questions on various issues on the international and regional agenda.

๐Ÿ“ฐ At the end of the event, the floor was given to Ethiopian Ambassador to India Fisseha Shawl, who praised the summit outcomes and warmly congratulated the Russian side on its successful holding.

๐Ÿค On October 29, Foreign Minister Sergey Lavrov met with the heads of diplomatic missions of the #BRICS countries accredited in Moscow.

They discussed ways to further strengthen strategic partnerships within BRICS in the light of the outcomes of the 16th BRICS Summit held in Kazan on October 22-24 and chaired by Russia.

The Parties had a thorough exchange of views on the situation in and around Ukraine. The Russian Side laid out the fundamental approaches to the Ukrainian crisis resolution based on Russian President Vladimir Putinโ€™s initiative of June 14, highlighting the cornerstones of Moscowโ€™s stance on the issue.

Those include:

โ€ข withdrawal of Ukrainian troops from all Russian regions,
โ€ข recognition of those regions as Russian territory,
โ€ข termination of Kievโ€™s attempts to apply for NATO membership,
โ€ข the lifting of Western sanctions against Russia,
โ€ข all-out guarantees of the rights of the Russian-speaking citizens of Ukraine.

The meeting took place in a friendly and constructive atmosphere.

We welcome Tรผrkiyeโ€™s interest in strengthening ties with BRICS. This reflects the appeal of the group that is based on respect for the UN Charter, openness, pragmatism, and non-directedness against third parties.

We support the expansion of BRICS relations with countries of the Global Majority, particularly those committed to upholding multilateral approaches, pursuing a sovereign foreign policy, and refraining from participating in unilateral sanctions.

During the Summit in Kazan, a decision was made to strengthen the current composition of BRICS by including partner countries in the group. I am confident that Tรผrkiye can make a meaningful contribution to the ongoing development of BRICS. The parameters for Tรผrkiyeโ€™s participation in the group will be determined by consensus, respecting the sovereign choices of all BRICS countries and Tรผrkiye itself.

#MiddleEast

The failure to settle the long-standing Arab-Israeli conflict has sparked a new wave of violence, resulting in the deaths of tens of thousands of innocent Palestinians in Gaza. The number of casualties in Lebanon reaches thousands. More and more countries are becoming embroiled in this escalating confrontation.

Russia has condemned Israel for killing political leaders of Hamas and Hezbollah, as well as high-ranking Iranian military officials. We asked the UN Security Council to give its assessment of these deeds, but this initiative was blocked by opposition from Western members of the Council.

We urge all parties to refrain from actions that could further escalate violence and lead to a situation beyond control. There will be no winners in this conflict.

The way to normalise the situation lies in halting the bloodshed and creating conditions for a political resolution of the Palestinian-Israeli conflict based on universal international legal principles. This includes the establishment of an independent Palestinian state within the 1967 borders. Only this solution can guarantee lasting peace in the Middle East.

#Ukraine

Russia is open to achieving a political settlement, but this should not merely lead to a temporary ceasefire; it must lead to a resolution of the conflict by eliminating its root causes. These include NATOโ€™s eastward expansion, the creation of threats to Russiaโ€™s essential security interests, and the Kiev regimeโ€™s infringement on the rights of Russians and Russian-speaking residents of Ukraine.

At the moment, our opponents do not appear to want peace. Ukraineโ€™s reaction to President Vladimir Putinโ€™s peace initiative proposed in June was an invasion of the Kursk Region by the Ukrainian Armed Forces, along with airstrikes on targets in other border areas. Washington and its allies continue to provide extensive support to Kiev, discuss the possibility of using Western long-range missiles for strikes deep into Russian territory. Vladimir Zelensky has not revoked his order prohibiting negotiations with Moscow. Given these circumstances, it seems unlikely that any country, including Tรผrkiye, will succeed in mediation efforts.

Whoever wins the election, we see no real prospects of the United States changing its Russophobic course. For our part, we will be ready for dialogue if and when the Americans demonstrate serious intentions to negotiate honestly, based on respect for each otherโ€™s interests and the principle of reciprocity.
