๐Ÿ’ฌ I am delighted to welcome defence ministers of the Shanghai Cooperation Organisation and CIS member states to Moscow.

โ˜๏ธ I think this meeting is timely and very significant. Cooperation as part of the SCO and the CIS enables us to attain a wide range of objectives, primarily having to do with protecting our countries from external threats and ensuring global and regional stability while relying on mutual respect and consideration of each other's interests.

This is especially important today as new drastic challenges are emerging, and major geopolitical shifts are taking place.

โ—๏ธ I am convinced that the nature and scale of today's threats raise the requirements concerning cooperation between our defence agencies. It is imperative to work in cooperation and build a more flexible and sustainable security and cooperation system that can handle the current challenges.

๐Ÿ‡ท๐Ÿ‡บ๐Ÿ‡ฎ๐Ÿ‡ณ On May 4, Foreign Minister Sergey Lavrov held talks with Minister of External Affairs of the Republic of India Dr Subrahmanyam Jaishankar as part of his visit to Goa, #India, to participate in a meeting of the #SCO foreign ministers.

The Ministers exchanged views on the main issues of bilateral relations, including the schedule of upcoming contacts, as well as current issues on the global and regional agenda. The Ministers praised the dynamics of cooperation in key areas of the specially privileged strategic partnership between our countries.

The Parties reaffirmed their commitment to strengthening coordination activities to develop common approaches as part of interaction at the most important international platforms, including the #SCO, #BRICS, the #UN and the #G20.

The Ministers agreed to continue down the path of building a fair multipolar system of interstate relations.

#SCO

We have a common vision of problems persisting in the international arena. Our shared desire is to coordinate our actions at the #UN and on the Eurasian continent with such organisations as the #EAEU and #ASEAN, and more globally, to cooperate with the #BRICS countries.

Our colleagues from Central Asia are interested in promoting cooperation on information security and the fight against organised crime and drug trafficking in the SCO space. We think it is important to establish relevant divisions and let them be coordinated by the SCO Regional Anti-Terrorist Structure.

There is an understanding that the role of national currencies in settlements between SCO members should be increased. Practices currently taking shape within the Eurasian Development Bank, the Asian Bank for Reconstruction and Development and the BRICS New Development Bank could be used for this purpose.

#Afghanistan

Today, we came to terms on reaffirming the SCO-Afghanistan Contact Group. This group exists, although it has been some time since it met. One of the reasons is the Talibanโ€™s status. Thus far, it is not recognised โ€œde jure.โ€ We are expecting the Taliban leaders to fulfill their promises on forming an inclusive government not only in terms of ethnic groups but also by ensuring the presence of the entire spectrum of Afghanistanโ€™s political forces. This has yet to be done.

There is convincing evidence to the effect that the US supports the terrorist groups entrenched in the territory of Afghanistan that are opposed to the Taliban, including the Islamic State, the Islamic Movement of East Turkestan, and Al-Qaeda. The Americans have not abandoned their attempts to reintroduce US military infrastructure in the region surrounding Afghanistan, in Central Asia.

Everyone is well aware of the serious threat inherent in these attempts. We will resolutely oppose them.

After the Black Sea Initiative was concluded in 2022, #Russia numerous times patiently agreed to prolong it despite the fact that the Russian part of it has never been implemented. It has also become clear that the Westโ€™s blatant sabotage of the letter andโ€ฆ
The Russia-#UN Memorandum on the promotion of Russian food products and fertilisers to world markets โ€“ an indispensable part of the package โ€“ has never really worked to a large degree due to the American and the #EUโ€™s rampant sanctions campaign. A number of systematic objectives envisaged by the above MoU have not been implemented till today:

โŽThe Russian agricultural bank โ€œRosselkhozbankโ€ has not been reconnected to the SWIFT system;
โŽ Agricultural machinery, spare parts and any relevant equipment supplies for the production of farm products and fertilisers in Russia have not been resumed and are still banned as imports of โ€œdual-purposeโ€ goods;
โŽThe Western illegitimate unilateral restrictions on Russian cargo vessels insurance, reinsurance and access to foreign ports have not been lifted;
โŽForeign accounts of Russian agricultural companies and the ones involved into the production and transportation have not been unblocked and are still frozen;
โŽThe operation of the Togliatti-Odessa ammonia pipeline after it had been blown up by Ukrainians on June 5, 2023 has not been restored.

In fact, we witnessed a commercialization of an initially humanitarian initiative. Out of 32.8 million tonnes of cargo exported under the Initiative:
โ€ผ almost 80% (26.3 million tonnes) was shipped to countries with high and higher than average income, including the EU;
โ€ผ only 3% (922,094 tonnes) โ€“ to the low-income countries โ€“ Ethiopia, Yemen, #Afghanistan, Sudan and Somalia.

Given that significant portion of the Ukrainian arable land (over 17 million hectares) is owned by the American corporations such as Cargill, DuPont and Monsanto, one would be critically wrong to think that the entire scenario does not benefit the #USA and the EU.

The Deal also was misused to supply weapons to #Ukraine and launch strikes against civilian infrastructure, including the #Crimea'n Bridge.

In its turn, Russia is committed to continue supplying its agricultural products and fertilizers to world markets to meet the demands of the countries most in need, including on a gratuitous and preferential basis.

๐Ÿ‡ท๐Ÿ‡บ๐Ÿ‡ฎ๐Ÿ‡ณ On August 23, Foreign Minister Sergey Lavrov met with his Indian counterpart Subrahmanyam Jaishankar during his visit to South Africa to attend the BRICS Summit.

The Ministers exchanged views on a wide range of bilateral and international issues, on cooperation in the #UN, #G20 and #BRICS. They discussed practical steps for further expanding trade and economic cooperation, as well as logistics and financial cooperation.

๐Ÿค Sergey Lavrov congratulated his colleague on the successful landing of an Indian spacecraft on the Moon.

The Foreign Ministers agreed to remain in contact.

The primary objective of the 78th session of the UN General Assembly is to reaffirm the central and coordinating role of the universal Organization in global affairs and to strengthen the multipolar system of international relations.

๐Ÿ‘‰ We have consistently advocated strengthening the multilateral framework of international relations and world economy based on the universal norms of international law, first and foremost the provisions of the UN Charter, focusing on the unconditional respect for the sovereign equality of states and non-interference in their internal affairs.

โ—๏ธ It is pivotal to prevent a small group of Western countries from taking control of the UN by striving to substitute generally recognized principles of cooperation between the states with non-consensual constructs.

#UN

The UN Security Council reform should aim to strengthen the representation of developing states from Africa, Asia and Latin America in the Security Council without prejudice to the UNSC's effectiveness and operational efficiency. Low twenties seems the optimum number of members of the reformed Council.

We support realistic initiatives to revitalize the work of the UN General Assembly within the relevant Ad Hoc Working Group. It is of paramount importance to fine-tune UNGA working methods, streamline its overloaded agenda and strengthen multilingualism.

#Sanctions

Sanctions are an important auxiliary tool for the UNSC to suppress activities threatening international peace and security. They must not be used as a means of punishment. They should be carefully measured, targeted and time-limited and take into account political, socio-economic, human rights and humanitarian consequences.

โ—๏ธIt is unacceptable to introduce, in addition to UNSC sanctions, further unilateral coercive measures, especially those with extraterritorial effect. We advocate for including this requirement in relevant SC resolutions.

The ministers exchanged views on the most pressing issues of bilateral relations and international issues. They discussed practical steps for the further development of trade, economic and energy cooperation, and cooperation in transport and in financial matters.

A mutual desire to increase coordination in multilateral formats, primarily at #UN, as well as within #SCO, #BRICS and #G20, was emphasised.

Today we talked about changes taking place in the international arena. The world is becoming multipolar. The expansion of BRICS is the main evidence of this. BRICS is seen as a reliable partner and as a structure that will not disappoint and will help each member feel more confident.

#UN

UN reform must reflect the reality of a multipolar world where the West can no longer claim the role that it is seeking to maintain either fairly or otherwise. The process is underway. We are taking an active part in it.

#Russophobia

What strikes me most is the speed with which the outward civility has fallen away from practically all Europeans, the front they have been hiding behind in recent years, retaining not only the remnants of diplomacy but also traces of elementary ethics. This is a manifestation of what is usually called Nazism โ€“ just in relation of Russians.

#SouthCaucasus

We are working with our Azerbaijani colleagues and neighbours to stabilise the situation in Nagorno-Karabakh, to strengthen trust, and create conditions for the Armenians and Azerbaijanis to resume their normal life together. I hope that Yerevan should also have a stake in that and will undertake efforts to this end.
