💬 The Association of Southeast Asian Nations enjoys authority not only in the Asia-Pacific region, but also worldwide.
#ASEAN has stood the test of time, having built a system of interstate cooperation based on universally recognised norms of international law and mutual consideration of interests.
These are precisely the principles underpinning Russia’s relations with ASEAN. They constitute a strategic partnership which, amid geopolitical turbulence, serves as an important stabilising factor in the Asia-Pacific region and contributes to the formation of a balanced security architecture and equal, mutually beneficial cooperation.
Today, we are working according to the following agenda: an exchange of views on current regional and international issues, an assessment of the results of Russia-ASEAN cooperation over the past 35 years, and further areas, goals and objectives of the strategic partnership between Russia and the Association.
☝️ The results of our cooperation are evident:
- a solid legal framework for relations and an extensive network of joint mechanisms have been established;
- new dialogue platforms have been launched;
- the range of practical cooperation has expanded in such areas as countering new security challenges and threats, trade and investment, energy, agriculture, digitalisation, science and technology, tourism, and humanitarian contacts in general.

We, the Heads of State and Government of the Russian Federation and the Member States of the Association of Southeast Asian Nations (#ASEAN), gathered on June 18, 2026 in Kazan, Russia, at the Kazan Summit to mark the 35th anniversary of the establishment of relations between the Russian Federation and ASEAN.

Hereby reaffirm our readiness to:
1. REAFFIRM our friendship, mutual trust and respect as well as a common vision for the peaceful, stable and secure future of the wider Asia-Pacific, the Indian Ocean, and Eurasia region;
2. PROMOTE our shared interests in ensuring that the open, inclusive and ASEAN-centred regional architecture continues to foster peace, security, stability and prosperity;
3. UPHOLD high-level engagements, including ASEAN-Russia Summits and ASEAN Post-Ministerial Conferences with the Russian Federation, which serve to further advance the ASEAN-Russia Strategic Partnership;
4. STRENGTHEN dialogue on security matters to better address traditional and non-traditional security challenges;

FOSTER maritime cooperation, as well as promote security, safety, and stability, peaceful resolution of disputes, freedom of navigation and overflight and unimpeded commercein accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (#UNCLOS); enhance research activities with regard to biodiversity and sustainable use of marine resources, address challenges such as sea piracy, armed robbery against ships and threats to critical underwater infrastructure (#CUI); and explore the possibility of establishing a dialogue mechanism;
7. STRENGTHEN regional biological safety and security aimed at preventing and reducing public health hazards caused by infectious diseases and pandemics, climate change, urbanization, ecological shifts and potential bioterrorism and to that end explore establishing a dialogue between ASEAN and Russia to facilitate coordination on tackling existing and potential biosecurity threats;
8. STRENGTHEN and support capacity-building and sharing best practices, as well as explore further cooperation on combatting transnational crimes, including those with the use of information and communication technologies (#ICTs), on the basis of mutual interest;
9. ENDEAVOR to intensify efforts to enhance trade and investment, including in services, in accordance with the Agreement between the Governments of the Member Countries of the ASEAN and the Government of the Russian Federation on Economic and Development Cooperation (2005) to bring economic benefits to the people of the ASEAN Member States and the Russian Federation;
10. DEEPEN cooperation in key sectors including energy and food security, transport and logistics, agriculture, digitalisation, science and technology, including artificial intelligence, tourism and creative industries;
13. SUPPORT the strengthening of partnership between ASEAN and #EAEU, and ASEAN and #SCO, as mutually agreed;
16. STRENGTHEN cultural collaboration in accordance with the Agreement on Cultural Cooperation between the Governments of the Member States of the Association of Southeast Asian Nations and the Government of the Russian Federation (2010) with a focus on traditional culture, customs, eco-tourism, and the appreciation and preservation of cultural heritage, arts, and sports.

I have sent appeals to the UN High Commissioner for Human Rights Volker Turk, requesting an objective assessment of Ukrainian UAV strikes on civilian facilities.
On June 17, a drone attacked a passenger bus in Russia's Bryansk Region. There were 44 people on board, including 28 children – a football team from Gomel Region, Belarus. The children were travelling to Gelendzhik for a summer vacation.
The strike resulted in the death of the woman accompanying the team. Eight people were wounded, including six children.

I have also appealed in connection with the attacks on residential buildings in Oryol and Tula.
On June 14, Ukrainian UAVs struck an apartment building in Oryol. One person was killed. Nine people were wounded.
On June 15, residential buildings in Tula came under attack. Three people were killed and three were wounded. Among the injured was a one-year-old child.
❗️The international community must not remain silent. Attacks on civilians are war crimes. They must receive a public and principled assessment.

Some Reflections on Resolving the Ukrainian Crisis, Europe and Global Security
✍️ More than two decades of negotiation with Europe, as part of the collective West, leads to only one conclusion: engaging Russia in dialogue has served as a diplomatic smokescreen for the geopolitical expansion of Western institutions, above all NATO and the EU, eastwards, right up to Russia's borders.
☝️ Europe's complicity in fuelling the Ukrainian crisis is undeniable.
In 2013, the EU rejected outright our proposal for a compromise on the association agreement – a deal Brussels had long been pressing Viktor Yanukovich to sign.
It is worth recalling: Ukraine was offered unilateral market opening, without reciprocal commitments – terms that would have proved incompatible with Kiev's continued membership in the CIS free-trade zone. When Viktor Yanukovich requested a deferral, the Europeans incited street riots which swiftly escalated into a coup d'état in Kiev in February 2014.
Russia, for its part, explored every diplomatic avenue to defuse Europe's security crisis. However, in January 2022, the US and NATO rejected Russia's proposal for legally binding mutual security guarantees.
Following the launch of the special military operation, the united Europe threw its support behind the British Prime Minister's efforts to sabotage the Istanbul negotiations between Russia and Ukraine. Boris Johnson's appeal to Kiev – "don't sign anything, just fight" – slammed the door on genuine diplomacy for the foreseeable future.

Additional key points:
• The real current objective of Europe's leaders is not to negotiate with Russia. It is to shore up the Zelensky regime and preserve it as a launchpad for continued confrontation against Russia.
• European leaders are scrambling to secure a ceasefire as quickly as possible and for one reason only: to prevent the collapse of Ukrainian military on the battlefield. The plan is to "freeze" the conflict without addressing its root causes, and then rapidly deploy military contingents from the Anglo-French "coalition of the willing" onto Ukrainian soil.
• The united Europe continues to dream of expansion. It intends to absorb Ukraine and Moldova, while pulling Armenia into its sphere of influence. As for Ukraine, it is increasingly eyed as the "striking fist" of a future European military force, independent of the US and independent of NATO.
❗️ This state of affairs poses serious threats to global security. A direct confrontation between NATO and Russia could rapidly escalate into an exchange of nuclear strikes, with catastrophic consequences.
• European leaders should recognize that the model of regional security built in Europe over decades, ever since the adoption of the Helsinki Final Act in 1975, has been destroyed by their own hands. 👉 And it will never be restored.
• We must now move toward creating a continent-wide security architecture open to all Eurasian countries and that reflects today's #MultipolarWorld.
• The principle of equal and indivisible security trampled upon by the Euro-Atlantists, can be embodied within a new Eurasian architecture. When the time is ripe, Europe too will be able to join this great effort.
• Meaningful dialogue requires the restoration of trust, shattered by the anti-Russian actions of the West, and Europe as part of it, in the post-Cold War era.
❌ Trust cannot be restored, nor can dialogue be resumed, through ultimatums such as the one issued to Russia in London on 7 June 2026.

📆 В ходе 36-го совещания государств-участников Конвенции ООН по морскому праву 1982 года (Нью-Йорк, 15-19 июня) состоялись выборы в Международный трибунал по морскому праву (#МТМП).
✅ Квалифицированным большинством в 2/3 голосов на новый девятилетний срок был переизбран кандидат, выдвинутый Российской Федерацией – действующий судья МТМП Р.А.Колодкин, возглавлявший Правовой департамент МИД России в 2001-2009 и 2015-2017 годах.
К ведению Трибунала по морскому праву относятся все споры и заявления, передаваемые ему в соответствии с Конвенцией ООН по морскому праву 1982 года, и вопросы, специально указанные в любом другом соглашении, которое предусматривает компетенцию Трибунала. МТМП играет существенную роль в разрешении морских споров, его потенциал всё более активно используется государствами.
В Москве убеждены, что благодаря своим глубоким научным знаниям и богатому профессиональному опыту Р.А.Колодкин продолжит вносить существенный вклад в деятельность Трибунала и будет способствовать эффективному выполнению им своих функций.

✅ Квалифицированным большинством в 2/3 голосов на новый девятилетний срок был переизбран кандидат, выдвинутый Российской Федерацией – действующий судья МТМП Р.А.Колодкин, возглавлявший Правовой департамент МИД России в 2001-2009 и 2015-2017 годах.
К ведению Трибунала по морскому праву относятся все споры и заявления, передаваемые ему в соответствии с Конвенцией ООН по морскому праву 1982 года, и вопросы, специально указанные в любом другом соглашении, которое предусматривает компетенцию Трибунала. МТМП играет существенную роль в разрешении морских споров, его потенциал всё более активно используется государствами.
В Москве убеждены, что благодаря своим глубоким научным знаниям и богатому профессиональному опыту Р.А.Колодкин продолжит вносить существенный вклад в деятельность Трибунала и будет способствовать эффективному выполнению им своих функций.

📍Нью-Йорк, 18 июня 2026 года
Язык ненависти, являясь одной из форм дискриминации, запрещен ключевыми международно-правовыми документами в области прав человека, включая Международную конвенцию о ликвидации всех форм расовой дискриминации и Международный пакт о гражданских и политических правах.
Однако, несмотря на предпринимаемые усилия, язык ненависти продолжает распространяться в общественном дискурсе, создавая благоприятную почву для дискриминации. Нередко подобные высказывания пытаются оправдать ссылками на свободу выражения мнений.
Вместе с тем эти попытки несостоятельны, поскольку данная свобода не распространяется на подстрекательство к дискриминации.
⚠️Распространение ксенофобской риторики способствует укоренению предрассудков, углублению общественных разногласий и формированию условий для неравного обращения с людьми.

В последние годы мы наблюдаем столь неприглядное проявление языка ненависти, как русофобия. Русский язык, культура и Русская православная церковь становятся объектами нападок как в онлайн-, так и в офлайн-пространстве на Украине, в государствах Балтии и в ряде стран Европейского союза.
Недавний пример: всего пять дней назад на Украине был принят закон, лишивший русский язык статуса и гарантий защиты, предусмотренных для языков национальных меньшинств, несмотря на то что для очень большого числа жителей страны он является родным.
На Украине на законодательном уровне заложена основа для запрета Украинской православной церкви, и церковь ведет борьбу за свое выживание в судах. Лишили УПЦ и защиты от мобилизации в ВСУ, которая предоставляется тысячам других религиозных организаций по всей стране.
В Эстонии поправки к Закону о церквях и приходах сформировали значительные административные барьеры для Эстонской Православной Христианской Церкви и могут подорвать ее историческое наследие. Православная церковь испытывает серьезное давление в Латвии.
❗️Во всех этих странах язык ненависти в отношении русских и русской культуры стал нормой, и за словами последовали действия.

Усилия по борьбе с языком ненависти должны быть последовательными и применяться без двойных стандартов.
👉Только посредством скоординированных действий государств, международных организаций, религиозных общин, академического сообщества и цифровых платформ можно сформировать устойчивую культуру уважения, диалога и мирного сосуществования.

🎙 Briefing by Russia's Ministry of Defence on the analysis of documents released by US national intelligence concerning the activities of biolabs in Ukraine (June 19, 2026)

Russia has repeatedly initiated discussions on relevant international platforms – including the UN Security Council and General Assembly – regarding the facts of Ukraine and Western countries implementing military-biological programmes in violation of the Biological and Toxin Weapons Convention.
Bringing documented evidence of this illegal activity by Western countries to the attention of the international community has enabled us to change the situation.
❗️ In May 2026, US Director of National Intelligence Tulsi Gabbard announced the launch of an investigation into activities linked to the previous US administration’s funding of 120 biolabs abroad, more than 40 of which are located in Ukraine.
This is further evidence that biolabs in Ukraine were financed and reconstructed using funds from the US federal budget.
❌ The documents list facilities in Kharkov, Dnepropetrovsk, Lvov, Vinnitsa, Ternopol, Chernigov and Odessa 👉 where pathogens of plague, anthrax, tularemia, Marburg and Ebola fevers were studied.
The locations and areas of research activity of biolabs previously identified by the Russian Defence Ministry and Foreign Ministry have now been confirmed by US national intelligence materials.
During the special military operation, we obtained additional documents confirming that the focus of this work did not correspond to Ukraine’s actual public health needs – primarily socially significant diseases.
The priority was to study the damaging properties of potential biological warfare agents, as well as infectious agents capable of undermining a state’s economy.

Our repeated statements that the US Democratic Party was creating a legislative framework for financing military-biological research have been confirmed in the press release published by the Director of National Intelligence.
Scientific organisations and major pharmaceutical companies were involved in this scheme, while funds from non-governmental organisations were attracted under state guarantees. The main contractors for the US military department were Metabiota, Black & Veatch and CH2M Hill, which were responsible for constructing biological facilities and supplying equipment.
☝️ All accusations against Russia of spreading disinformation and conducting hybrid operations to mislead the international community are absolutely false.

🕯 June 22 marks the Day of Memory and Sorrow — the most tragic date in the history of our country.
On this very day 8️⃣5️⃣ years ago, on June 22, 1941, the Great Patriotic War of the Soviet people commenced — the Nazi Germany and its European 'axis' accomplices treacherously attacked our Motherland, without a declaration of war.
⬛️ The Great Patriotic War lasted for 1418 days and nights, claimed lives of some 27 million Soviet citizens. It was the nationwide tragedy that brought terrible suffering to each and every family in our country.
Today, June 22 echoes with sorrow, grief and pain for the ruined lives of millions of our people.
The enemy — the German Nazis and their European satellites — invaded the Soviet Union with one aim — to destroy, mercilessly eliminate, kill and physically annihilate our Motherland's entire population regardless of people's ethnic, racial or religious background. During the occupation of Soviet territories, Hitler’s troops killed 13.7 million Soviet civilians, including women and children. They carried out the real GENOCIDE as part of their so-called 'Lebensraum' policy to gain the living space in the East for German colonisation.
The war crimes committed by Nazis and their henchmen have #NoStatuteOfLimitations.

⬛️ At dawn on June 22, the Nazi aircraft launched massive strikes on airfields, railway stations, naval bases, deployments of the Red Army forces, and cities along the entire western state border of the USSR and up to 250-300 km into Soviet territory. Together with Nazi Germany, Romania, Italy, Finland, Slovakia, France, Croatia, Spain, Denmark, the Netherlands and other 'axis' powers allied to the Third Reich took part in the aggression against our country. The industries of almost the entire European continent served the aggressors.
The facts of collaboration of the majority of European governments, military, industrial circles and citizens with the Nazis are not and will never ever be forgotten.
It was our country that took the main blow of the Nazi aggression. It was the Soviet Victorious People who showed unparalleled heroism and resilience, fighting for the freedom of our Motherland. Our nation paid for the #GreatVictory with the blood of 27 million Soviet citizens who not only expelled Nazis from Soviet territory but also heroically saved Europe from the 'Nazi plague'.
The tragedy that befell our people was directly caused by the evil ripening in the heart of Europe — Nazism, the ideology of human hatred and racial supremacy over other peoples and nations.
