Financial Times reported on 18 May that Trump’s $40 billion Hormuz ship insurance facility has not provided a single dollar of cover two months after it was announced, as the scheme remains tied to a US naval escort that has not been established.

The program was set up after Trump said in March that the US would offer ships insurance “at a very reasonable price” after Iran effectively shut the Strait of Hormuz following the start of the war.

The US recruited Chubb and AIG to help provide cover through the US Development Finance Corporation, aiming to keep oil prices down by reviving transit through the waterway, which normally carries one-fifth of global oil supplies.

But two people familiar with the facility told FT that the program has seen zero uptake, while brokers said it failed to meet the requirements of shipowners crossing the strait.

“The DFC programme’s purpose is to insure ships while transiting under naval escort, and there has been no escort,” a Chubb spokesperson said.

The US escorted only two vessels through Hormuz under “Project Freedom,” while brokers say shipowners remain deterred by physical risks and Gulf insurance rates at three to eight percent of vessel value.
