They are part of a military convoy which delivered supplies to isolated garrisons in Sagaing state and is now returning to the lowlands with natural resources like wood, jade etc they picked up after dropping off the supplies

The convoy has an armed escort of brown water warships but it seems these two got separated from the escort

The warships have reportedly been shelling villages along the river so they might have been too busy committing war crimes to do their actual job
