Kenneth Drake is no longer employed by the Higley Unified School District after being arrested and charged with a felony for allegedly sharing a nude video without the subject’s consent. According to police, Drake admitted to sending the video to another person and was booked into jail on a charge of unlawful distribution of images. He resigned from the district, with his separation reflected on the April 7 board meeting consent agenda—approved without discussion—with an effective date of March 17, 2026.

The investigation will determine whether the district violated Title IX by failing to properly address allegations such as sexual harassment, inappropriate relationships with students, and failure to report abuse. Officials say the policy—reportedly tied to a union agreement—prioritizes employment protections over student safety. The case builds on earlier federal efforts to strengthen oversight of how K–12 schools handle sexual misconduct, including expanded data tracking and compliance reviews to ensure schools are properly protecting students.

Peoria Unified School District’s governing board voted to remove Board President Heather Rooks after she pushed for an additional third-party investigation into the Centennial High School teacher predator scandal and possible mandatory reporting failures by administrators. The board majority replaced her with Jeff Tobey as president and kept Becky Proudfit as vice president/clerk, despite widespread parent concerns about student safety and accountability.

What makes this even more disturbing is that both Jeff Tobey and Becky Proudfit are Republican precinct committeemen. Heather helped Jeff get elected, and in return, both of them stabbed her in the back simply because she refused to back down from protecting children. It was painfully obvious this leadership change was preplanned to make Jeff president while keeping Becky in leadership. We are absolutely disgusted by their actions last night, and it is time for LD28, the Maricopa County Republican Committee, and the Arizona GOP to take action against these traitors. Becky was just nominated as 3rd Vice Chair in LD28. Parents should be furious that the majority of this board chose politics and self-preservation over protecting children from predators. Shame on them.

HB2310 known as the Child Enticement bill (originally Grooming bill), introduced by Representative Travis Grantham strengthens legal protections for children against enticement and grooming. The statute, set to go into effect next month, makes it a felony to knowingly engage in conduct with the intent to lure, solicit, or entice a minor into committing an unlawful sexual act or any act that could result in sexual exploitation or abuse. The bill also addresses the use of electronic communications for such purposes. The legislation enhances penalties for these offenses, aiming to provide greater protection for children under Arizona law.

ARS 13-1430
A. A PERSON COMMITS CHILD ENTICEMENT BY KNOWINGLY DOING EITHER OF THE FOLLOWING:
1. USING AN ELECTRONIC COMMUNICATION DEVICE, PERFORMING AN ACT IN PERSON OR THROUGH A THIRD PARTY OR USING ANY WRITTEN COMMUNICATION TO LURE OR ENTICE OR ATTEMPT TO LURE OR ENTICE A MINOR TO DISTRIBUTE A VISUAL DEPICTION OF A PERSON’S GENITALS OR THE FEMALE BREAST.
2. COMMITTING ANY ACT IN FURTHERANCE OF OR TO FACILITATE THE SEXUAL ABUSE OF THE MINOR.

B. THIS SECTION DOES NOT PROHIBIT THE DISTRIBUTION OF A VISUAL DEPICTION THAT TAKEN AS A WHOLE HAS SERIOUS LITERARY, ARTISTIC, POLITICAL OR SCIENTIFIC VALUE FOR MINORS.

C. CHILD ENTICEMENT IS A CLASS 5 FELONY, EXCEPT THAT CHILD ENTICEMENT IS A CLASS 4 FELONY IF THE DEFENDANT IS IN A POSITION OF TRUST.

D. FOR THE PURPOSES OF THIS SECTION:
1. "ELECTRONIC COMMUNICATION DEVICE" HAS THE SAME MEANING AS IN SECTION 13-3561.
2. "SEXUAL ABUSE" INCLUDES ANY OFFENSE IN CHAPTER 14 OR 35.1 OF THIS TITLE OR SECTION 13-3212.
3. "VISUAL DEPICTION" HAS THE SAME MEANING AS IN SECTION 13-3551.

Here’s a letter from the groomers at SecularAZ and other similar grooming organizations, urging State Representatives to vote NO on the bill. These are the same groups pushing to infiltrate schools and dictate what kids are taught.

The irony here is striking—Jenna Panas, CEO of the Arizona Coalition to End Sexual and Domestic Violence, leads an organization dedicated to ending sexual violence, yet they oppose a bill designed to protect children from sexual predators. This raises serious questions and calls for an investigation into their organization.

Teacher sexual misconduct is one of the leading causes of educator discipline in Arizona, accounting for approximately 36% of all certificate discipline actions involving Arizona-certified educators from 2012 through 2025. Yet the public is given virtually no meaningful information about these cases without filing multiple public records requests and waiting months—or even years—for heavily redacted reports. State Board agendas often contain only vague descriptions such as “unprofessional or immoral conduct” or “inappropriate physical conduct,” providing little insight into what actually occurred. In one recent example, Scottsdale Unified School District reported a teacher for unprofessional or immoral conduct, the school resource officer was notified, and the educator was allowed to resign and voluntarily surrender the teaching certificate, but no substantive details were made publicly available. Arizona’s current system makes it nearly impossible for parents to identify patterns of misconduct in their own districts and that true transparency requires a searchable public database with meaningful case summaries so families can make informed decisions about student safety.
