- کمک به کشورها در آماده‌سازی و حفاظت از مردم در مقابل این همه‌گیری و آثار مخربش
- پاسخ در زمان همه‌گیری
- جبران آثار مخرب اجتماعی و اقتصادی در ماه‌های آینده
