The Military Operations Center ( MOC ) is an external military room and a command, coordination and order-issuing headquarters run by the United States, France, Britain, Jordan and some Gulf countries . It was formed in 2013 and developed in 2014. It includes several factions of the Free Syrian Army in Daraa , Quneitra, the Damascus countryside and the northern Aleppo countryside.
