🇷🇺🇿🇦 On June 1, Foreign Minister Sergey Lavrov met with Minister of International Relations and Cooperation of the Republic of South Africa Naledi Pandor in Cape Town on the sidelines of the #BRICS Foreign Ministers Meeting.
During their conversation, the Ministers touched upon topical aspects of further strengthening the strategic partnership between Russia and the Republic of South Africa, including by expanding trade, economic, scientific, cultural and inter-parliamentary ties.
While discussing the situation in and around Ukraine, they focused on implementing an initiative of the President of the Republic of South Africa, as regards a trip to Russia by a group of African leaders.
They also reaffirmed the commitment of Moscow and Pretoria to deeper political dialogue, including more coordinated actions at the UN, BRICS, the G20 and other influential platforms.
The Russian side praised preparations for the BRICS summit under the South African chairmanship in Johannesburg in August 2023, and reaffirmed its readiness to provide comprehensive support to Pretoria for implementing its plans in the interests of strengthening full-fledged partnership among the five BRICS nations.

В его работе планируется участие:

Обратили внимание на опубликованные 1 июня Госдепартаментом материалы по тематике ДСНВ, в которых Россия вновь обвиняется в нарушении Договора.
Мы неоднократно публично и по дипканалам разъясняли мотивы приостановки Россией участия в Соглашении. Приводили исчерпывающие юридические обоснования нашего решения, которое в полной мере соответствует Венской конвенции о праве международных договоров. Упорное нежелание Администрации признавать незыблемость международного права весьма показательно. Правовой волюнтаризм всегда был присущ Вашингтону.
❗️Мы приняли к сведению объявленные США контрмеры в контексте ДСНВ. Однако они никак не повлияют на российскую позицию. Путь к возобновлению действия Договора только один и он хорошо известен коллегам. Вашингтону необходимо отказаться от враждебного курса и намерения нанести России «стратегическое поражение».
Наша страна ответственно подходит к своим обязательствам в сфере контроля над вооружениями. Продолжает придерживаться центральных ограничений Договора на численность СНВ, что позволяет поддерживать достаточный уровень предсказуемости и стабильности в ядерной сфере.

We have noted the fact sheets on New START published by the State Department on June 1st which reiterate accusations of Russian violation of the Treaty.
We have repeatedly explained in public fora and through diplomatic channels the reasons for Russia's suspension of its participation in the Treaty. We have provided exhaustive legal justification for our decision which is fully consistent with the Vienna Convention on the Law of Treaties. The Administration's stubborn refusal to recognize the supremacy of international law is quite telling. Legal voluntarism has always been characteristic of Washington.
❗️We have also taken note of the countermeasures announced by the US in the context of New START. They will have no effect on the Russian position concerning the Treaty. There is only one path to the resumption of the agreement and it is well known to our American colleagues. Washington needs to abandon its hostile policy and its intention to inflict "strategic defeat" on Russia.
Our country takes a responsible approach to its arms control commitments. It continues to adhere to the central limits of New START which allows maintaining a sufficient level of predictability and stability in the nuclear weapons area.

📜 О консультациях заместителей министров иностранных дел государств-членов #ОДКБ
По инициативе белорусского председательства в Организации Договора о коллективной безопасности (ОДКБ) 30 мая 2023 года в Минске в рамках подготовки к предстоящему заседанию Совета министров иностранных дел Организации прошли консультации заместителей министров иностранных дел ее государств-членов. От российской стороны в них принял участие заместитель Министра иностранных дел А.А.Панкин.
👉 Состоялось конструктивное обсуждение различных аспектов практического взаимодействия в рамках Организации, а также хода согласования проектов документов, выносимых на рассмотрение глав внешнеполитических ведомств.
Проведен заинтересованный обмен мнениями по актуальным сюжетам международной повестки дня с акцентом на обстановку в зоне ответственности ОДКБ и вокруг нее, а также по вопросам координации действий государств-членов на международных площадках, включая взаимную поддержку кандидатур и инициатив.
☝️ Обсуждена проблематика наращивания аналитической составляющей в деятельности Организации и развития взаимодействия ОДКБ с другими международными и региональными организациями, прежде всего ООН, СНГ и ШОС, а также с третьими странами.

🌐 The world is rapidly changing right before our eyes. The countries of Asia, Africa and Latin America are strengthening their economic positions and showing their commitment and readiness to uphold their sovereign national interests and to play an equal role in global processes.
• A more just polycentric international order is taking shape at an increasingly fast pace. The unipolar system that used to create privileges for a small group of countries by way of imposing on all others unspecified rules and standards.
• The hegemonism and one-sidedness that continue to impact the Global South and the Global East are still rife. The West is using sanctions and financial blackmail to coerce sovereign nations into choosing specific economic models and trading partners thus limiting their potential.
• These neo-colonial approaches and practices that are steeped in the desire to live at the expense of others have the most negative impact on communication between countries and are untenable in today’s world.

❓Reuters & a number of other media outlets have reported that the UN offered Russia, Ukraine & Türkiye a plan to start preparations for the transit of Russian ammonia via Ukraine. According to the reports, the UN plan provides for talks on expanding the Black Sea Initiative. The participants in the talks will ostensibly discuss the inclusion of more Ukrainian ports & other cargo in the agreements. Officials from the UN Secretariat have made similar statements. Can you comment on these?
💬Russian fertiliser exports <..> were fixed in both agreements signed in Istanbul on July 22, 2022. <..> A little less than a year has passed since the signing of the Istanbul package, but Russian ammonia exports have not resumed. The problems with bank transactions, transport logistics, insurance, & frozen assets, triggered by the anti-Russia sanctions, persist & are even getting worse.
☝️At the same time, Ukrainian grain exports continue uninterrupted. The amount of transported grain has already exceeded 30 million tonnes. We have repeatedly noted the lack of progress in the implementation of the Russia-UN Memorandum, without which it makes no sense to extend the Black Sea Initiative. We identified 5 system-wide problems that must be resolved:
• the reconnecting of Rosselkhozbank to SWIFT;
• the supply of spare parts;
• the unblocking of transport logistics & insurance;
• the resumption of the Togliatti-Odessa ammonia pipeline operation;
• the de-freezing of Russian corporate assets.
UN officials chose the ammonia pipeline from this list of requirements. There is no real progress in the other areas. <...> Kiev continues to burden the export of Russian ammonia with various conditions.

❗️Without resolving this problem & the 4 others I mentioned, there is no way to continue the Black Sea Initiative after July 17, not to mention any discussion of additional ports or the expansion of the range of Ukrainian exports.

❓ Question: Can you comment on Finland’s statement about Russia’s alleged violation of the 1961 Vienna Convention on Diplomatic Relations by freezing the accounts of Finnish diplomatic missions in Russia?
💬 Maria Zakharova: This statement by Finland simply sounds absurd. Surprisingly, when Finland started commenting on this situation, it forgot all about its own actions as regards Russian diplomatic missions and its own violation of this convention.
We have repeatedly said more than once that the principle of reciprocity has always been a cornerstone of diplomacy. Our actions are a mirror-like response to similar restrictions on Russian foreign missions in that northern European country.

As for the appeals to abide by the 1961 Vienna Convention on Diplomatic Relations, as a young NATO member, Finland is probably unaware what Washington, a NATO veteran, did and continues to do with this convention and the entire system of international law for that matter.
❗️ US actions with regard to Russian diplomatic property show that the Americans completely ignore the said convention, according to which “the premises of the mission, their furnishings and other property thereon…shall be immune from search, requisition, attachment or execution.”
Since 2016, the US has confiscated, or, in simple terms, seized in a raid, six diplomatic premises that belong to our country as private property.

❓Question: Many countries have been declaring their desire to be invited into the BRICS group. For instance, today, you met with the delegation from Saudi Arabia, who also expressed their desire to do that. Could you please tell us about the progress that is being made in this direction and why do you think BRICS attracts so many countries?
💬 Sergey Lavrov: Indeed, we discussed this issue, and I did discuss it with the Foreign Minister of Saudi Arabia Faisal bin Farhan Al Saud this morning.
As regards the approach of #BRICS, it is still being shaped, it is evolving. The sherpas reported to us about the results they reached at this stage. The Chair authorised them to continue after they listened to the comments made by each of us at the meeting.
BRICS is a different kind of structure. It is a new organisation based on the principles of equality, mutual respect, consensus, non-interference and strict adherence to the United Nations Charter, to all its principles in their interlinkages. It is not for BRICS to pick and choose something you like in this Charter for this particular situation and then to do the opposite for another situation. I think BRICS symbolises the evolution of the multipolar world, which is talked about very often, and more and more so. And the fact that more than 12 countries have expressed their desire to be part of BRICS is a testimony to that.
❓ Question: May I ask you to comment on the reports alleging that the BRICS Summit may be moved to China from South Africa? What do you think about these plans?
💬 Sergey Lavrov: As far as I know, this news story appeared in a single British tabloid of some sort.
And I do not read English papers.

🇷🇺🇦🇪 On June 2, Foreign Minister Sergey Lavrov and United Arab Emirates Foreign Minister Sheikh Abdullah bin Zayed Al Nahyan met in Cape Town on the sidelines of the #BRICS Foreign Ministers Meeting.
🤝 During their conversation, the Ministers reaffirmed the shared intention of Moscow and Abu Dhabi to continue the steady development of the traditionally friendly Russia-UAE relations in the spirit of the Declaration on Strategic Partnership, approved on June 1, 2018 in Moscow.
In this context, they discussed objectives to ensure the future progress of mutually beneficial cooperation in various spheres, including industry, state-of-the-art technologies, transport, energy, tourism and space exploration for peaceful purposes.
The Ministers reaffirmed their commitment to supporting close coordination between Moscow and Abu Dhabi at various international platforms, including the UN and its Security Council. The UAE became a rotating non-permanent UN Security Council member in January 2022.
☝️ While exchanging opinions on key aspects of the international and regional agenda, the Ministers focused on the situation in Syria, Yemen and Libya.

In this context, they discussed objectives to ensure the future progress of mutually beneficial cooperation in various spheres, including industry, state-of-the-art technologies, transport, energy, tourism and space exploration for peaceful purposes.
The Ministers reaffirmed their commitment to supporting close coordination between Moscow and Abu Dhabi at various international platforms, including the UN and its Security Council. The UAE became a rotating non-permanent UN Security Council member in January 2022.
☝️ While exchanging opinions on key aspects of the international and regional agenda, the Ministers focused on the situation in Syria, Yemen and Libya.

🇷🇺🤝 🇧🇷 2 июня в Кейптауне «на полях» совещания министров иностранных дел стран БРИКС состоялась встреча Министра иностранных дел Российской Федерации С.В.Лаврова с Министром иностранных дел Федеративной Республики Бразилии М.Виейрой.
В ходе беседы, носившей традиционно дружественный и конструктивный характер, рассмотрены актуальные вопросы развития российско-бразильских отношений с акцентом на их политическую и торгово-экономическую составляющие.
🌍 Министры обменялись мнениями по темам глобальной и региональной повестки дня, представляющим взаимный интерес, в т.ч. взаимодействию России и Бразилии на многосторонних площадках, прежде всего в ООН и ее Совете Безопасности, БРИКС, «Группе двадцати».
👉 Существенное внимание было уделено бразильским усилиям по поиску путей урегулирования ситуации на Украине.

During their conversation, held in a traditional friendly and constructive spirit, the Ministers discussed important issues of developing bilateral relations, with a focus on their political, trade and economic aspects.
🌍 The Ministers exchanged views on global and regional issues of mutual interest, including the interaction of Russia and Brazil at multilateral venues, primarily, in the UN and its Security Council, BRICS and the G20.
👉 They paid much attention to Brazil’s efforts to find ways of settling the conflict in Ukraine.

📆 2 июня в Кейптауне «на полях» заседания Совета министров иностранных дел стран БРИКС Министр иностранных дел Российской Федерации С.В.Лавров встретился с Министром иностранных дел Исламской Республики Иран Хоссейном Амирабдоллахианом.
В ходе беседы состоялся обмен мнениями по актуальной международной и региональной проблематике, включая перспективы возобновления Совместного всеобъемлющего плана действий по урегулированию ситуации вокруг иранской ядерной программы. При этом было выражено взаимное удовлетворение достигнутым уровнем внешнеполитической координации Москвы и Тегерана.
🤝 При рассмотрении двусторонней повестки дня акцент был сделан на наращивании взаимовыгодного торгово-экономического сотрудничества.
☝️ Министры условились о продолжении тесных контактов по всем вопросам, представляющим обоюдный интерес.

🇷🇺🇮🇷 On June 2, Foreign Minister Sergey Lavrov and Foreign Minister of the Islamic Republic of Iran Hossein Amir-Abdollahian met on the sidelines of the #BRICS Foreign Ministers Meeting in Cape Town.
🤝 During the conversation, the Ministers exchanged views on current international and regional issues, including prospects for resuming the Joint Comprehensive Plan of Action to resolve the dispute over Iran’s nuclear programme. The parties expressed mutual satisfaction with the achieved level of foreign policy coordination between Moscow and Tehran.
☝️ In considering the bilateral agenda, the parties underscored their commitment to building up mutually beneficial trade and economic cooperation.
The Ministers agreed to maintain close contact on all issues of mutual interest.

🇧🇷🇷🇺🇮🇳🇨🇳🇿🇦 1-2 июня в Кейптауне под председательством ЮАР прошло совещание глав внешнеполитических ведомств стран БРИКС. В заседании принял участие Министр иностранных дел Российской Федерации С.В.Лавров.
Состоялся обстоятельный обмен мнениями по широкому кругу актуальных вопросов международной повестки дня, взаимодействия на многосторонних площадках. Министры обсудили углубление стратегического партнерства БРИКС, институциональное развитие объединения, подготовку к предстоящему 22-24 августа XV саммиту «пятерки».
Главы делегаций высказались за укрепление многосторонности, сохранение центральной роли ООН в поддержании мира и безопасности, обеспечение устойчивого развития, в том числе путем раскрытия потенциала Африканского континента и борьбы с изменением климата, расширение сотрудничества по достижению Целей устойчивого развития ООН.
Подтверждена нацеленность на продолжение работы по ключевым направлениям стратегического партнёрства «пятерки» в области политики и безопасности, культуры и гуманитарных связей.
Одним из приоритетов заявлено дальнейшее углубление взаимодействия на экономическом и финансовом треках, обеспечение устойчивости операционной деятельности Нового банка развития.
По итогам встречи одобрено совместное заявление.
В рамках мероприятия прошло также расширенное заседание с участием руководства внешнеполитических ведомств двенадцати развивающихся стран – «друзей БРИКС» (Аргентины, Бангладеш, Габона, ДРК, Египта, Индонезии, Ирана, Казахстана, Коморских Островов, Кубы, ОАЭ и Саудовской Аравии). Такие контакты становятся доброй традицией и способствуют укреплению взаимодействия государств БРИКС с единомышленниками.
