Under a 1991 agreement between Morocco and the Polisario Front, a referendum on self determination was agreed and adopted by the UN Security Council. Moroccan claims over the territory have been increasingly formally recognised by UN member states, including recognition by Israel in July.

Morocco has clsimed the disputed territory since the end of Spanish colonial rule in 1975.
