🇲🇽 AMLO proposes 81% increase to armed forces’s budget
Mexico’s armed forces are set to see an 81% increase under the Finance Ministry’s proposed budget for 2024.
The largest increase will go to the Defense Ministry, with an allocation of 259.4 billion pesos ($15 billion) that more than doubles the 111.9 billion pesos that was approved for 2023 for the department. Next up is the Navy, with a 72% increase to its budget that takes it to 71.8 billion pesos ($4.2 billion), according to a draft submitted Friday and that is pending congressional approval.
The budget proposal is the latest indication of President Andres Manuel Lopez Obrador’s increasing reliance on armed forces to carry out large infrastructure works and also tasks that used to be run by civilians.
The Defense Ministry’s proposed budget includes work on the Maya Train and operating Lopez Obrador’s new state-owned airline, Mexicana. It also includes operating the Felipe Angeles airport near Mexico City.

🇨🇳🇭🇰🇺🇸 Hong Kong born John Shing-wan Leung convicted of spying on behalf of the US by Chinese court, Ministry of State Security confirms.
Leung's 30 year career working for an "unnamed American spy agency" against Chinese interests came to an ended when he visited China on US instructions in 2020 when pandemic restrictions made visiting China difficult.
While it is unsurprising that America spied on China, of note is that 78 Leung set up a philanthropic facade in the US and made numerous donations to American political figures to raise his profile. He is also believed to have used "honey traps" in order to blackmail targets, fortunately it is understood he outsourced that part of these operations.
Leung was sentenced to life in prison in May.

In the Kilen-Balka area, a fire broke out at a civilian facility, preliminary as a result of a missile attack. Air defense was active against the targets.
Emergency services are on the scene. The fire was classified as class 4, the city governor said.

🇸🇩 Hundreds killed in ethnic attacks in Sudan's West Darfur said the UN
Ethnically motivated attacks perpetrated by Sudan's paramilitary Rapid Support Forces (RSF) and allied militia have killed hundreds in the West Darfur region, the United Nations human rights chief said on Tuesday.
"In West Darfur, ethnically motivated attacks perpetrated by the RSF and allied Arab militia have resulted in the deaths of hundreds of non-Arab civilians primarily from Masalit communities," Volker Turk, U.N. High Commissioner for Human Rights, told.
The RSF has denied accusations by conflict monitors, rights groups and witnesses that it is behind attacks on civilians, while saying any of its soldiers found to be involved would be brought to justice.
The reported attacks against the non-Arab Masalit people, the largest community in El Geneina, have sent tens of thousands of people fleeing across the nearby border into Chad.

🇲🇱 In Mali ex-CMA rebels say they are “in wartime” with the junta
Tuareg rebels of northern Mali said on Monday they were "in times of war" with the junta in power in Bamako.
In this press release entitled "communication in times of war" and authenticated by a spokesperson, the Coordination of Azawad Movements (CMA), an alliance of predominantly Tuareg groups called on "all inhabitants of Azawad to go to the field to contribute to the war effort with the aim of defending and protecting the homeland, and thus regaining control of the entire Azawadian national territory" .
Azawad is a name of Tuareg origin for northern Mali. Tensions have continued to grow for months between the CMA and the junta, raising fears of the end of the so-called Algiers peace agreement and the resumption of hostilities initiated in 2012 and ended in 2015.

🇵🇪🇺🇸 Peru and US strike $20 mln Amazon-focused debt for nature deal
The United States has struck a deal with Peru that will help the Latin American country restore and protect some of its parts of the Amazon rainforest. The agreements will reduce Peru's debt payments to the United States by over $20 million over the next 13 years.
The debt-for-nature swap, as these kinds of agreements are known will put money towards conserving protected areas of the Amazon.
It is made possible through contributions of $15 million by the U.S. government under the Tropical Forest and Coral Reef Conservation Act and a combined donation of $3 million from four international non-governmental organizations.
This is the third debt-for-nature swap between the United States and Peru and took around two years to finalize. According to the Treasury, the first two swaps occurred in 2002 and 2008 and together generated about $36 million for the restoration and conservation.

Estonia has a reputation as one of Europe's money laundering hubs, as seen by the Danske bank scandal, however recent arrests of Estonians for forced labour rings and drug busts on the Ilka to Pärnu road highlight growing organised criminal activity in the Baltics.
This week, Western Australian police have recently arrested three Estonian nationals allegedly in possession of AUD 2.2m in cash, 50kg of methamphetamine, as well as guns and ammunition.
It is alleged the Estonians were acting on behalf of an international crime syndicate and in the country on tourist visas.
