The Law amends the Code of Administrative Offences of the Russian Federation. Article 27.13 (detention of a vehicle) is supplemented by a provision on the possibility of detention until payment of an administrative fine of a transport on which regular passenger transportation is carried out without a route card. Now the fine for such a violation for the driver is 5 thousand rubles, for officials - 30 thousand rubles, for individual entrepreneurs and legal entities - 300 thousand rubles.

The law also introduces administrative liability for violation of martial law. For non-compliance with the norms established by the law "On Martial Law", federal laws and other regulatory legal acts of the Russian Federation on martial law, if these actions do not contain a criminally punishable act, a fine of up to 1 thousand rubles or administrative arrest for up to 30 days is provided for citizens. For officials, the fine will be up to 2 thousand rubles or administrative arrest for up to 30 days.
