โ—๏ธFrom April 3 to April 5 the first round of negotiations on a Free Trade Agreement between the Eurasian Economic Union and ๐Ÿ‡ฎ๐Ÿ‡ฉ Indonesia was held in Jakarta.

๐Ÿ“ˆ๐Ÿ“ŒAt year-end 2022, mutual trade between the #EAEU and ๐Ÿ‡ฎ๐Ÿ‡ฉ increased by 58% compared to 2021.
๐ŸŒ Today is International Day of Multilateralism and Diplomacy for Peace.

On December 12, 2018, the UN General Assembly passed a resolution A/RES/73/127 on marking this day. The document notes that the International Day aims to promote UN values and to reaffirm the trust of the worldโ€™s nations in the goals and principles of the UN Charter.

๐Ÿ‡ท๐Ÿ‡บ๐Ÿ‡บ๐Ÿ‡ณ Russia is invariably committed to the policy of upholding multilateralism and the UNโ€™s leading role in global affairs and is actively involved in efforts to overhaul the UN and to adapt it to new international realities.

This is particularly topical today when a narrow group of states advancing the rules-based order concept exerts unprecedented pressure on the UN and other multilateral institutions.

โœ๏ธ Under the Russian Foreign Policy Concept, approved on March 31, 2023, Russia intends to prioritise efforts to reinstate the UNโ€™s role as a central coordination mechanism in coordinating the interests of UN member states.

At the same time, one of the main aims of national foreign policy is to strengthen the potential of multilateral regional associations and integration organisations involving Russia. For example, this refers to measures to enhance the international role of #BRICS, the #SCO, the #CIS, the #EAEU, the #CSTO, #RIC and other interstate associations and international organisations, as well as mechanisms with significant Russian involvement.

โฐ Today, on April 24, FM Sergey Lavrov will take part in one of the key events of Russiaโ€™s presidency of the UN Security Council, specifically, the open debate on "Effective multilateralism through the defence of the principles of the Charter of the United Nations." We have a common vision of problems persisting in the international arena. Our shared desire is to coordinate our actions at the #UN and on the Eurasian continent with such organisations as the #EAEU and #ASEAN, and more globally, to cooperate with the #BRICS countries.

Our colleagues from Central Asia are interested in promoting cooperation on information security and the fight against organised crime and drug trafficking in the SCO space. We think it is important to establish relevant divisions and let them be coordinated by the SCO Regional Anti-Terrorist Structure.

There is an understanding that the role of national currencies in settlements between SCO members should be increased. Practices currently taking shape within the Eurasian Development Bank, the Asian Bank for Reconstruction and Development and the BRICS New Development Bank could be used for this purpose.

#Afghanistan

Today, we came to terms on reaffirming the SCO-Afghanistan Contact Group. This group exists, although it has been some time since it met. One of the reasons is the Talibanโ€™s status. Thus far, it is not recognised โ€œde jure.โ€ We are expecting the Taliban leaders to fulfill their promises on forming an inclusive government not only in terms of ethnic groups but also by ensuring the presence of the entire spectrum of Afghanistanโ€™s political forces. This has yet to be done.

There is convincing evidence to the effect that the US supports the terrorist groups entrenched in the territory of Afghanistan that are opposed to the Taliban, including the Islamic State, the Islamic Movement of East Turkestan, and Al-Qaeda. The Americans have not abandoned their attempts to reintroduce US military infrastructure in the region surrounding Afghanistan, in Central Asia.

Everyone is well aware of the serious threat inherent in these attempts. We will resolutely oppose them.

๐Ÿ”น๏ธSince the EAEUโ€™s foundation, its member states have achieved visible results in promoting integration, with the internal market on the rise, steadily growing mutual trade and widened geography of international contacts.

โ—๏ธ#ASEAN is one of the most important partners for the EAEU. Based on the MoU between the Eurasian Economic Commission and ASEAN and relevant Programme of cooperation the two regional organizations steadfastly promote multifaceted mutually beneficial relations.

๐Ÿ”น๏ธSince 2018 the St.Petersburg International Economic Forum is hosting an annual EAEU-ASEAN Business Dialogue.

๐ŸคThe EAEU also pays special attention to strengthening ties with ASEAN Member States on the bilateral basis. On May 25 on the sidelines of the 2nd Eurasian Economic Forum in Moscow the EAEU-Indonesia ๐Ÿ‡ฎ๐Ÿ‡ฉ Business Dialogue was held.
๐Ÿ—“ On June 15, Ambassador of the Russian Federation to #ASEAN H.E. Mr. Evgeny Zagaynov ๐Ÿ‡ท๐Ÿ‡บ and Deputy Secretary-General of ASEAN for ASEAN Economic Community H.E. Mr. Satvinder Singh ๐Ÿ‡ธ๐Ÿ‡ฌ addressed the #EAEU-ASEAN Business Dialogue held on the sidelines of the St. Petersburg International Economic Forum (#SPIEF-2023).

๐Ÿšฉ Since 2018 the St.Petersburg International Economic Forum is hosting an annual EAEU-ASEAN Business Dialogue.
๐Ÿ—“ On August 20-23, representatives of the Eurasian Economic Comission (#EEC) took part in the consultations on the sidelines of the 55th ASEAN Economic Ministers' Meeting held in Semarang, Indonesia ๐Ÿ‡ฎ๐Ÿ‡ฉ.

๐Ÿ”น๏ธPractical steps to deepen interaction between the #EAEU and the #ASEAN were in the spotlight of the meeting of the EEC representatives with Deputy Secretary-General of ASEAN for ASEAN Economic Community H.E. Mr. Satvinder Singh. The EEC and the ASEAN Secretariat discussed the results of implemention of the Memorandum of Understanding between the EEC and ASEAN on Economic Cooperation, noting the desire to deepen dialogue and mutual interest in studying best integration practices.

๐Ÿ”น๏ธH.E. Mr. Sergei Glazyev, Minister in charge of Integration and Macroeconomics of the EEC addressed the meeting online:

๐Ÿ’ฌ"Interaction between EAEU and ASEAN designed to increase trade and economic cooperation between regions. In March, we held a seminar on digital transformation in the EAEU and ASEAN, which attracted the attention of official, business and expert circles in our regions. We intend to start preparing the second face-to-face stage of such a seminar, which could take place in 2024โ€.

The idea of the face-to-face seminar was supported by Dr. Kao Kim Hourn, ASEAN Secretary General, who also expressed appreciation of the overall level of interaction between the #EAEU and the ASEAN.

Sergei Glazyev noted the joint contribution of the EEC and the ASEAN to implementing the UN 2030 Agenda for Sustainable Development, as well as the efforts of the two associations to develop contacts through business circles in order to increase trade.

The EEC Minister drew attention to the upward trend in the trade turnover between the EAEU and the ASEAN (it has grown 1.6 times since 2015).

๐Ÿ”น๏ธA number of bilateral meetings between the EEC and representatives of the ASEAN Member States - the Lao PDR ๐Ÿ‡ฑ๐Ÿ‡ฆ, Indonesia ๐Ÿ‡ฎ๐Ÿ‡ฉ, Cambodia ๐Ÿ‡ฐ๐Ÿ‡ญ and the Philippines ๐Ÿ‡ต๐Ÿ‡ญ took place on the sidelines of the event as well.
๐Ÿ—“ The 18th East Asia Summit (#EAS) will convene in Jakarta on September 7.

๐Ÿ‡ท๐Ÿ‡บ Russia advocates using the EAS platform to expand multi-pronged practical cooperation with a focus on sector-specific projects.

Our initiatives on this platform include efforts:
โ€ข to establish regionwide collaboration in pandemic response with the launch of a collective response mechanism to epidemic threats,
โ€ข the development of practical cooperation in the field of tourism. Relevant Russian proposals have been part of top-level thematic documents.

โš ๏ธ During the East Asia Summit, Russia considers it critical to highlight the growing risks to peaceful and sustainable development in the Asia-Pacific region against the backdrop of the Westโ€™s confrontational policy aimed at militarising the regional space, with the potential involvement of NATO and the dismantling of the established ASEAN security architecture and replacing all of it with โ€œIndo-Pacificโ€ bloc-based constructs based on containment and counteraction principles.

Russia advocates strengthening the system of country-to-country relations in the region, including by aligning ASEAN with regional formats in the Eurasian space, primarily the #SCO and the #EAEU, which, like ASEAN, operate on a positive non-bloc agenda of connectivity and co-development.

๐Ÿ“… On September 7, Russia's Foreign Minister Sergey #Lavrov attended the 18th East Asia Summit (#EAS) held in Jakarta.

During the exchange of views on the main issues on the Asia-Pacific agenda, the Minister informed his partners on Russiaโ€™s consistent approach to strengthening the architecture of equal and indivisible security in the region and ensuring its high development pace. He highlighted the importance of maintaining the mechanisms of multilateral cooperation within the framework of #ASEAN coordinates in the spirit of a constructive non-politicised dialogue and creative cooperation based on the principles of consensus, mutual respect and a balance of interests.

โ˜๏ธ Sergey Lavrov pointed out the risks of militarisation in East Asia in light of NATOโ€™s efforts to install its forces and infrastructure in the region based on the West-created bloc mechanisms for network deterrence and the promotion of #AUKUS confrontational project, which provides for the deployment of a military strategic complex with a nuclear component in the region.

He emphasised the importance of building up practical effort within the EAS framework, including the implementation of the Russian initiatives on responding to epidemic threats, developing the tourism industry, and establishing sustainable ties between volunteer organisations in the Asia-Pacific region.

๐Ÿค The Minister reaffirmed Russiaโ€™s resolve to create a solid framework of interstate cooperation in the region through the alignment of the capabilities of multilateral mechanisms that are working in the spirit of positive co-development, including the strengthening of constructive interaction between ASEAN, #SCO and #EAEU.
๐Ÿ—“ On October 12, the ASEAN Centre in MGIMO University held its annual international conference โ€œRussia and ASEAN in the Asia-Pacific Region: Dynamics of Cooperation, Regional Processes, and Global Contextโ€ in Moscow ๐Ÿ‡ท๐Ÿ‡บ.

๐Ÿ”น๏ธThis year the conference was devoted to the 5th Anniversary of the ASEAN-Russia Strategic Partnership. Participants discussed multiple issues relevant to the ASEAN-Russia political, economic and energy cooperation in the context of global turbulence as well as new promising areas for ASEAN-Russia Strategic Partnership. Cross-platform cooperation between #ASEAN, #EAEU and #SCO was also on the agenda.

๐Ÿ”น๏ธ Deputy Minister of Foreign Affairs of the Russian Federation H.E. Mr. Andrey Rudenko, the #EEC Minister for Integration and Macroeconomics H.E. Mr. Sergey Glazyev and Ambassador of the Russian Federation to ASEAN H.E. Mr. Evgeny Zagaynov among others addressed the meeting.

๐Ÿ”น๏ธThe conference has been held within the RISA Convention framework since 2016 and annually brings together, leading world and Russian experts on the Southeast Asia and ASEAN, diplomats, representatives of business and civil society, students and young researchers.

๐Ÿ“ข On 14 November 2018 ASEAN-Russia relations were elevated to a Strategic Partnership. In his article "ASEAN-Russia: Strengthening ties and exploring new horizons" Russian Ambassador to ASEAN H.E. Mr. Evgeny Zagaynov ๐Ÿ‡ท๐Ÿ‡บ sums up the progress achieved throughout these 5 years.

๐Ÿ’ฌ The platform of our Strategic Partnership has opened new wider opportunities for developing stronger, deeper and mutually beneficial relations and building a peaceful, stable, prosperous and integrated region. This July, the foreign ministers of ASEAN Member States and Russia noted the significant contribution of the ASEAN-Russia relations to the ASEAN integration and community-building process.

๐Ÿ”น๏ธNew avenues of collaboration, such as the Consultations of the High Representatives for Security Issues and Dialogue on ICT Security-Related Issues, have become important channels of communication, facilitating cooperation on contemporary security matters. In 2021, we held the first-ever ASEAN-Russia naval exercise. In 2022, the consultations on tourism were elevated to the ministerial level and earlier this year we convened the inaugural ASEAN-Russia Ministerial Meeting on Science, Technology and Innovation. Russia's expertise in digitalization, robotics, quantum technologies and artificial intelligence was shared with ASEAN partners during the ASEAN-Russia Year of Scientific and Technical Cooperation in 2022.

๐Ÿ”น๏ธSince 2018, Russia has tripled its investment in the region, showcasing the growing economic ties. Collaborative projects in such areas as supply chain resilience, digital economy, sustainable development and creative economy are being carried out.

๐Ÿ”น๏ธGiven the growing energy demand in Southeast Asia, there is an immense potential for collaboration in this field, including clean energy technologies, nuclear energy and alternative energy sources.

๐Ÿ”น๏ธWe successfully continue to implement various educational and personnel-training projects for ASEAN, nurturing expertise and fostering cultural understanding, including programs for law-enforcement experts, epidemiologists, tour operators and other.

๐Ÿ”ปToday is also another important anniversary, five years ago, the Memorandum of Understanding between ASEAN and the Eurasian Economic Commission was signed. Developing closer economic interaction between #ASEAN and the #EAEU holds potential for a synergy that can contribute to sustainable development in Asia and provides outstanding opportunities for member states of both organizations. To explore and promote them the EAEU Days will be held at the ASEAN Secretariat next week.

๐ŸคIn the increasingly troubled world of today with multidimensional challenges to the maintenance of peace and security, the value of long-term friendship that has withstood the test of time is of the utmost significance. In an era where collaboration and understanding are paramount, the tapestry of our ties woven through history serves as a testament to the enduring partnership between Russia and ASEAN nations.
