Sirens were very late. The aircraft took off from Savasleyka Airbase in Nizhny Novgorod Oblast, flew in a circle and launched.

It doesn't seem to be a combat flight. It will probably land at Savasleyka Airbase soon. It conducted a simulated launch maneuver, probably with EW, on its return flight, triggering the alarms.
The alarms did not go off because of the aircraft taking off, contrary to many reports.

The "Finprofil" enterprise produces Roll-forming equipment and metalworking machines. It also conducts sheet metal processing. The company is headquartered in Finland.
The other target was just across the road, and is what looks to be some sort of storage facility.

2 Russian Tu-95MS strategic bombers departed from Olenya Airbase in Murmansk Oblast and landed at Engels-2 Airbase in Saratov Oblast. This calls into question whether they were actually equipped with Kh-101 missiles at Belaya Airbase in Irkutsk Oblast, as the flight path is indicative of them going to Engels for the purpose of being equipped with missiles.
