🌍 New Opportunities in a Multipolar World: Russia, the Global South, and the Global Majority

On November 29, 2024, the Valdai Club hosted an expert discussion titled “Russia, the Global South, and the Global Majority.”

💬 Moderator Timofei Bordachev called the topic both timely and important. According to him, interaction with the countries of the global majority and the Global South is of great importance for Russia in the new system of external relations. In addition, these countries themselves now have a much greater influence on world politics and economics than they did just a few years ago.

💬 Lydia Kulik, Head of India Studies at the Skolkovo School of Management, noted that the countries of the Global South are characterised by their boundless diversity, but they are united by a desire to defend their interests, strengthen their voices in the international arena, and achieve respect for their approaches. They, especially the African countries, expect a more active position from Russia, which they see as the guarantor of a more just world order. The initiatives formulated by Russia during its year as president of BRICS may become an important factor in correcting the imbalance in the global economy and building a fairer world, but their implementation will take time.

💬 "The whole world understands that the future belongs to the Global South, and that there is great competition in working with it, including Africa," said Denis Degterev, Editor-in-Chief of the Jounal of the Institute for African Studies RAS, professor at the National Research University Higher School of Economics. In particular, Western countries are actively co-opting African elites. At the same time, small African countries have a hard time in the complex modern world, and so they hope to rely on collective mechanisms to protect their interests. According to Degterev, Russia is again acting as a structure-forming actor in world politics, which helps to form collective institutions of global governance capable of working in the interests of the countries of the Global South.

💬 Glenn Diesen, a professor at the University of South-Eastern Norway, emphasised that the rise of the global majority corresponds to the interests of both Russia and the countries of the Global South. Now there is a transition from a unipolar to a multipolar world, and this creates great tension and many conflicts, but at the same time opens up new opportunities for cooperation that the Global South can take advantage of. This also concerns diversification in the economic sphere, in which it is gaining greater political sovereignty. The countries of the Global South are successfully moving to a new level, becoming subjects of the world order, rather than objects. At the same time, in order to retain their subjectivity, they try to avoid bloc politics and cooperate with different centres of influence.

🌎 What is the best collective name for the so-called ‘Developed World’? 

It has names for itself; its economists speak of the Advanced or Industrialised nations and its politicians the ‘Free World’ or even the ‘Civilized world’.

The rest of us have other names, not all polite: Collective West, Global North, Hegemonists, Globalists, to name but a few. Some, perhaps waking up to the new realities, are starting to speak of the global periphery. This is an interesting inversion, but may be a bit premature.

The Valdai Club has done a great service by using the name ‘World Majority’ to describe everyone outside this exclusive club. It is time to name the club itself.

Alan Freeman proposes a name that accords both with where it comes from, and with what it does. That name is ‘the Columbian Nations’.

The Columbian dream is not a rational construction. It is a myth system: a rational ordering of facts whose function is not to cope with reality but to sustain a system of domination. Its core, to quote its author Plato, is the ‘Noble Lie’ that the wealthy are born superior. The truth is that their wealth was created by others.

🗣 On MONDAY, December 9, the 15th Asian Conference of the Valdai Discussion Club will start in Kuala Lumpur, titled “Malaysia, Russia and ASEAN: Navigating Emerging Multipolarity”, organized in partnership with the Bait Al Amanah Foundation (Malaysia), the Sasakawa Peace Foundation (Japan), and the Institute for Strategic Analysis and Policy Research (INSAP, Malaysia).

👥 More than 100 experts from Russia, Malaysia, Vietnam, Cambodia and Pakistan will take part in the Asian conference. Andrei Rudenko, Deputy Minister of Foreign Affairs of the Russian Federation, and Dato’ Seri Utama Haji Mohamad Bin Haji Hasan, Minister of Foreign Affairs of Malaysia will speak as honorary guests at the conference.

📌 The goal of the upcoming conference is to have an open and in-depth discussion on Russian and Asian perspectives on the most significant issues of global and regional development and cooperation. Organizers see the goal as a joint effort to find solutions to current challenges.

The conference sessions are structured in line with this goal. They include an opening session, five thematic discussions, a summary of the day’s proceedings, and a closing session. The first day of the Asia conference will be fully open to media coverage and live streaming. On the second day, sessions will be conducted in the Chatham House format, and the conference closing will be open to media.
