🤝🌏 The nascent just world order is facing its greatest challenges. Against this background, relations between Russia and the states of Central Asia are characterised by stability, a high level of trust and mutual respect, and are essentially privileged in nature.
The well-being of the peoples of the six countries of Eurasia, as well as, in many ways, the peace and stability of the region depends on how the trust-based bilateral and multilateral (Central Asia plus Russia) dialogue, as well as the multifaceted cooperation that has developed between the parties is maintained and improved upon, writes Rashid Alimov, Doctor of Political Sciences, Professor at the Academy of Public Administration under the President of the Republic of Tajikistan and the Taihe Institute (China), Secretary General of the SCO (2016-2018).

🇷🇺🌏 Cooperation Between Good Neighbours
On May 20th, the Valdai Club hosted an expert discussion titled “Russia and Central Asia in new strategic conditions” following the 4th Central Asian Conference that took place in Ufa on May 14-15. The discussion was moderated by Timofei Bordachev, Programme Director of the Valdai Discussion Club.
💬 Political scientist Akbope Abylkasimova, a member of the Assembly of People of Kazakhstan, stressed that Russia is a major economic partner for Central Asian countries. She emphasised the need to intensify efforts to establish the Eurasian transportation framework, particularly the development of the North-South corridor, which would benefit both Central Asian countries and Russia. She also highlighted the significance of transport and industrial cooperation among countries, as well as collaboration in research and education. According to Abylkasimova, over the past 30 years, due to the “euphoria of independence,” common cultural ties have eroded, and now, in order to move closer together, it is essential to educate young people in a spirit of friendship and neighbourliness.
💬 Rustam Khaidarzoda, Director of the Institute for the Study of Asian and European Countries at the National Academy of Sciences of Tajikistan, emphasised the long-standing ties between Russia and the Central Asian region, and the significant importance Russia has maintained in this region over time. He highlighted the crucial role Russia plays in maintaining political stability and security in the region, countering threats of terrorism and extremism, and supporting the implementation of Russia's new eastern policy. Additionally, Khaidarzoda proposed that organisations like the Shanghai Cooperation Organisation (SCO) and Collective Security Treaty Organisation (CSTO) could become international institutions of global significance, serving as platforms for developing new international norms and replacing those that are currently in crisis and unable to address the challenges facing Central Asia, particularly in the context of its current geopolitical landscape.
💬 Grigory Mikhailov, editor-in-chief of the Telegram channel Logistan, noted that nearly all conference participants had agreed upon the term "neighbourhood." This implies that the countries of Central Asia and Russia have close ties, and this necessarily implies cooperation in some form or another. "We have common challenges and, indeed, we have shared opportunities. In order to make the most efficient use of these opportunities and address challenges, we must cooperate closely," Mikhailov believes. In his opinion, the countries of the region must strengthen both internal integration and integration along the "Central Asia-Russia" axis in order to address the challenges they face that cannot be dealt with individually. At the same time, he emphasised the importance of understanding the limits of potential integration and "not to pump under pressure," he added.
💬 Sergey Overchenko, Deputy Director of the Third Department for the CIS countries at the Russian Ministry of Foreign Affairs, provided more details regarding Russia's cooperation with countries in the region. He noted, that "in current circumstances, Russia and the Central Asian countries are facing the test of strength with dignity." He also emphasised that Russia continues to develop relations with these countries on the basis of equality, mutual respect and trust. The focus is on open, non-politicied cooperation based on economic realities and mutual benefits. Bilateral and multilateral cooperation in all relevant regional forums, as well as international organisations, is growing. Trade volumes and Russian investment in the region have increased, as have payments in national currencies. Additionally, the diplomat acknowledged successful cooperation in the fields of education, defence and security, while also emphasising the risks associated with Western interference.

🛜🌍 Information Technology for Africa: A New Threat of Colonisation or the Road to the Future?
On May 22, 2024, the Valdai Club hosted an expert discussion, titled “Advanced Information Technologies as a Driver of Socio-Economic Development for African Countries.”
💬 Oleg Barabanov, the moderator of the discussion, called the formation of a new economy based on knowledge one of the key priorities of modern development, adding that it was especially important for developing countries.
💬 Konstantin Pantserev, a professor at St. Petersburg State University, outlined the general framework of the situation. He noted that after gaining independence, African countries faced the problem of integrating into the system of international relations. In information technology, many countries managed to achieve noticeable success in this area; Africa’s ‘mobile revolution’ can be considered an example of this. However, one problem remains: the lack of funds for the implementation of ambitious projects.
💬 Adu Yao Nicaise, Associate Professor at Department of International Law at Patrice Lumumba People's Friendship University of Russia, devoted his speech to the legal side of the matter. African states pay a lot of attention to issues of legal regulation in the field of information technology and artificial intelligence. However, the servers are still located in foreign countries, outside their jurisdiction. This gives rise to many collisions and conflicts.
💬 Claire Ayuma Amuhaya, Senior Lecturer at the Department of Theory and History of International Relations at Patrice Lumumba People's Friendship University of Russia, emphasised that even African countries' own innovations, which serve as a reason for justified pride, usually rely on foreign technology. She also noted with regret the clearly insufficient level of spending on research and development in Africa - much lower than average in the world, calling for a focus on this area.
💬 Olusesan Michael Awoleye, Ph.D., a Senior Research Fellow at the African Institute for Science Policy, and Innovation at Obafemi Awolowo University, provided a vision from Nigeria. He associated a certain lag in development with colonisation, also recognising that Nigeria remains a user of technology rather than a producer. In addition, problems with the energy supply and infrastructure continue to be continent-wide. However, Africa is a market that has enormous potential and offers great opportunities for investors.
💬 Artwell Nhemachena, Research Fellow at the University of South Africa and Senior Lecturer at the University of Namibia, called it a problem that both technology and scientific knowledge come to Africa from outside. “The root of the problem is that we are not inventing anything,” he said. The first problem leads to the second – the risk of colonisation.
💬 Macharia Munene, Professor of History and International Relations at the United States International University in Nairobi, Kenya, emphasised the importance of critical thinking. Development is determined not only by the presence of technologically competent personnel, but also by a friendly environment created by political measures. It was with the latter - the development and implementation of competent policies - that serious difficulties arose in Africa due to the colonial experience.

📳🌍 Upon gaining independence, the nations of Africa faced the challenge of integrating into the global system as equal players.
The leadership of these countries largely linked its strategy to the implementation of industrialisation in order to achieve parity with the world’s leading powers within a decade or two in terms of socio-economic progress.
However, lacking a solid financial and technological base to address this objective, African countries became reliant on external assistance for development, which has only increased over time.
According to African governments, public-private partnerships are expected to play a crucial role in the development of innovation centres. These partnerships involve the state covering only a small portion of the overall costs associated with the construction of these centres, typically around 5-10%.
The success of these projects largely depends on private companies, which are expected to get a favourable environment for their operations, Konstantin Pantserev writes.

🌏🌎 The expansion of NATO is the immediate external factor behind the Russia-Ukraine conflict.
As a military alliance, NATO could only maintain its internal peace, but has brought about adverse impacts on the overall security of the European continent.
The global strategic imbalance which emerged after the Cold War is a crucial reason why the Russia-Ukraine conflict is still going on today.
The conflict should be regarded as a consequence of a global and regional strategic political imbalance.
Active efforts should be made to rectify such an imbalance. To do so, developing countries should work together to make a contribution to building a new global balance, write Wang Yiwei and Duan Minnong.
