👥 The Origins of the Migration Crisis and the Policies of Western Countries
On February 21, the Valdai Club hosted an expert discussion on international migration in the Mediterranean.
💬 Moderator Oleg Barabanov invited participants to consider the topic of international migration, which has remained relevant for many years, taking into account the socio-economic problems in Africa and the Middle East. He also named the observance of human rights and the adaptation of migrants in European countries as important aspects of the topic.
💬 “Global turbulence is a fertile ground for intensifying the continued migration crisis,” said Nathalia Zaiser, Chair of the Board of the Africa Business Initiative Union. Speaking about the reasons Europe is attractive for Africans, she pointed to the turbulence in Africa, which, on the one hand, creates instability and uncertainty, including even in matters of food security, and to the comparative accessibility of European countries, on the other hand, from a geographical point of view, and the advantages of their social policy, as well as climatic and linguistic factors.
💬 Roberta Alonzi, a lecturer at RUDN University, spoke about Italian migration policy in the context of the migration policy of the European Union. According to her, the government of Giorgia Meloni is actually trying to curb migration - from the creation of reception centres for migrants in Albania to measures that promote the development of African countries. In essence, Italy's migration policy looks like migration diplomacy, aimed at balancing between its own approach and the general rules of the EU.
💬 “The countries of Northern and Central Europe declare their commitment to human rights, but do not at all sympathise with the countries of Southern Europe, which bear the main burden of migration,” said Dimitris Konstantakopoulos, a former adviser to Greek Prime Minister Andreas Papandreou. The continuing deterioration of the migration situation, in his opinion, only reflects much deeper problems that our world faces. The West destroyed many countries in the Middle East and has actively participated in the destabilisation of Africa, but does not want to come to terms with the results of its policies and is not ready to see migrants from these regions.
💬 Hasan Unal, a professor at Baskent University in Ankara, pointed out that Turkey is both a transit country and a final destination for migrants. It hosts between 13 and 17 million migrants, including from Syria, which have become a huge burden for the country. Unal called this a consequence of the American policy of regime change and the export of democracy. In addition, he believes it is necessary to take into account demographic changes. In the 20th and early 21st centuries, the rate of population growth in the Muslim world has increased greatly. In many cases, growing populations cannot find a place within the political boundaries of existing states, leading to serious difficulties.

The US presidential election campaign is gaining momentum. According to public opinion polls, the most popular candidates, as in 2020, are Republican Donald Trump and Democrat Joe Biden. Both candidates evoke controversial feelings among American voters. The latest reports about the deteriorating health of incumbent President Joe Biden have become resonant, and his potential opponent Donald Trump continues to be threatened with criminal prosecution by the US authorities.
Both the Democratic and Republican camps are looking for new faces – candidates who could participate in the election if Biden or Trump drop out of the race. White House policy on a number of domestic issues, from taxes to migration, will depend on who exactly takes the presidency. At the same time, many experts believe that changes in the American establishment are unlikely to lead to a change in foreign policy or the normalisation of relations with Russia, especially against the backdrop of a deep crisis in relations between Moscow and the collective West.

🌐 From 'Global Disorder' to Multipolarity
On February 28, 2024, the Valdai Club presented a new report titled “Charting the 2040: Younger Generation Insight on the World in the Making”, timed to coincide with the Club’s Youth Conference on the sidelines of the World Youth Festival in Sochi. The moderator of the discussion was Andrey Sushentsov, programme director of the Valdai Club.
💬 Nikita Neklyudov, Lecturer at the Department of Applied Analysis of International Problems at MGIMO University, spoke about the creation of the report and listed its main provisions. The report is based on a series of brainstorming sessions which focused on a number of key trends. These include issues such as future transformations of state sovereignty, the global economy and the architecture of globalisation, as well as prospects for technological development and the future of economic blocs and international institutions.
💬 Adlan Margoev, Lecturer at the Department of Oriental Studies at MGIMO University, outlined the authors’ views on the development of the international order. After World War II, the parade of sovereignties began. The new states sought to play an active role, including through international cooperation. This was combined with the search for some kind of universal model for the whole world. As a result, a bipolar system emerged, complemented by the Non-Aligned Movement. With the collapse of the socialist bloc, a vacuum was created, which was quickly filled by the liberal capitalist system. Against this background, some states willingly delegated their sovereignty, and as a result, the “global empire scenario” (unipolar moment) was realised. However, a series of crises pushed the most active states to seek support within themselves, which gave rise to a “scenario of global disorder.” The logical way out of this situation is to strengthen the role of those states that are ready to convert national resources into influence in the international arena. As a result, a group of such states will be able to form a multipolar world with new rules, norms and values.
💬 Sophia Datta, a Master’s Student at Johns Hopkins University and at Tsinghua University, noted that in a multipolar world, the United States, Russia and China will determine the international order together with such emerging players as India, Brazil and Iran, but this does not negate the need for dialogue between all countries. Common challenges, particularly pandemics and climate change, have demonstrated that despite ideological differences, states must cooperate for the benefit of all humanity and engage in a multilateral dialogue.
💬 “To describe the world in a certain period of time, you need to find out what its structure is—how many poles and what is the balance between them,” said Tian Kang, a PhD Student at Tsinghua University’s Faculty of International Relations, discussing methodological issues. According to Kang, changing the structure of the world and the balance between the poles is always associated with an increase in violence, and this should not be forgotten. That is why it is in the interests of leading countries to find an opportunity to agree on common rules of the game and achieve stability.
💬 The presentation of the new report was concluded by Timofey Bordachev, head of the “Valdai – New Generation” project. This is a new project of the Club for those who are interested in conducting research together, participating in Valdai Club conferences, working in regional programmes, that is, becoming participants in a broad international creative process. A competition for participation in this project will be announced during the Valdai Club events at the World Youth Festival in Sochi.
