📆 ANNOUNCEMENT: On December 1 at 12:00 Moscow Time (GMT+3), the Valdai Club will host an expert discussion dedicated to the results of the OSCE Ministerial Council in Skopje with the participation of Russian Foreign Minister Sergey Lavrov @MFARussia.
The 30th OSCE Ministerial Council is taking place from November 30 to December 1 in the capital of North Macedonia, which currently chairs the OSCE. Last year, during the Polish presidency, Sergey Lavrov was unable to take part in the meeting of foreign ministers, since most European countries, including Poland, had banned flights from Russia.
Today the Russian leadership is concerned about the state of affairs in the OSCE. The organisation, according to Alexander Lukashevich, the Russian permanent representative to the OSCE, is struggling for survival. Apart from to personnel and financial issues, the selection of the chairman for 2024 remains the most important problem. Russia is not ready to consider NATO countries for this role. They, in turn, accuse Russia of blocking the work of the Organisation.
Nevertheless, everyone is aware of the importance of holding a full-fledged CMFA meeting. This year, North Macedonia invited Russia to a meeting in its capital, although a number of countries announced a boycott.

🇺🇸🇨🇳 Technological Conflict Between the US and China: A Politics Devours the Economy
On November 30, 2023, the Valdai Club hosted an expert discussion titled “The Technological War between the USA and China: Implications for the World and Russia”, which was timed to coincide with the release of the new Valdai Club report “US Technology Policy Amid Rivalry With China”.
💬 Discussion moderator Ivan Timofeev described the global trend towards the sovereignisation of technology platforms as being “consumed” by the politics of economic rationality, and suggested that we will continue to observe a gap between key partners in the technology sector, primarily between the United States and China.
💬 Anastasia Tolstukhina, the author of the report, briefly outlined its conclusions. She noted that technology policy is now being intensified and rethought in the United States. Now the state is purposefully intervening in the technology sector and is allocating huge investments to the development of key areas, particularly microelectronics. Tolstukhina named the main objectives of American tech policy as the production of chips in the United States, “friendshoring”, curbing China’s technological development through sanctions, and the creation of technological alliances. However, this policy has its own vulnerabilities.
💬 Ruslan Yunusov, co-founder of the Russian Quantum Centre, suggested that the United States had realised it too late: for a long time, it was profitable for the Americans to use Chinese production power, and when Washington decided to pursue a policy change, it turned out that it would no longer be possible to easily transfer production. He pointed out that many scientists in China were educated in the West, but now the United States is blocking cooperation in the scientific and educational field, and is trying to extend its new stance to all Western countries. This trend opens up great opportunities for Russia.
💬 Jacques Sapir, professor of economics at the Paris Higher School of Social Sciences (EHESS) and Lomonosov Moscow State University, sees the return of politics to the economy in the conflict between the United States and China. The other side of what is happening, according to Sapir, is the economic war; he considers this to be a struggle for the restoration of economic sovereignty. During this war, a wide range of tools are being used: from purely economic measures and legislative prohibitions to industrial espionage and manipulation of information. As a result, a wall of antagonism arises between rival countries, which also leads to the destruction of global scientific cooperation. Meanwhile, the crisis affects all countries, including those not directly involved in the conflict.

🇦🇷 The Argentina of Javier Milei: A Return to the (Wild) 1990s?
Javier Milei was recently elected President of Argentina, having run with a campaign platform promising ultra-liberalisation of the economy, privatisation of major state-owned companies, closure of the Central Bank, and dollarisation of the economy.
Such policies, and their outcomes, are not essentially new for Latin American countries. Similar experiences were fully implemented during the Washington Consensus in the 1990s, including in Argentina itself during Carlos Menem’s government.
Nevertheless, Milei succeeded in orchestrating a campaign that resulted in his victory, emphasising the novelty of these measures and presenting them as the only possible means of overcoming the economic debacle that Argentina has been facing for decades.
In the Argentine context, deep economic instability, high inflation rates, unemployment, and increasing poverty have fuelled a widespread sense of indignation among the population. It is noteworthy that, amid these challenging conditions, candidates offering simplistic and inadequate solutions to complex problems often garner significant support, Boris Perius Zabolotsky writes.

Moderator Oleg Barabanov invited participants to discuss the present and future of the OSCE in the context of the prospects for European security as a whole.
💬 Dmitry Suslov, Deputy Director of the Centre for Comprehensive European and International Studies at the Faculty of World Economy and International Politics at the Higher School of Economics, suggested that the OSCE would exist “on artificial life support” for some time, but in its current form it is doomed. The only chance for its salvation in the medium-term is a return to the format of the Conference on Security and Cooperation in Europe and the liquidation of those institutions that were created after the Cold War and are under the full control of the West. The new CSCE should become a platform for dialogue between Russia and the collective West and for developing a new modus vivendi in the conditions of inevitable long-term confrontation, an arms race and the threat of a big war, he believes. However, this requires political will, which is completely absent so far.

🌐 The world has entered a period of qualitative changes that will irreversibly reshape the structure of the international system and lead to a fairer balance in international affairs.

The lack of a solid understanding of what such a balance should look like disorients both the apparatus of this organisation and many countries that are members of the UN General Assembly.
Once the new equilibrium is determined, the key states participating in this system will determine whether there is a need to reorganise the UN, reform it, writes Andrey Sushentsov, Programme Director of the Valdai Discussion Club.

For decades, the Asian region has been an ideal example of low international tensions, the preparedness of states to cooperate and their orientation towards economic development. The session objective is to identify the most urgent trends in the development of modern Asia, indicate the main problems, factors mitigating the negative impact of global and interstate contradictions, and potential ways of the region's development in the future.
17:00 – 18:30 — Session 2. Potential for Defusing International Tensions
The increase in international tensions along the Russia-West and China-US lines is the factor that most threatens the stability and development of the Asia-Pacific region. Russia, as well as Asian countries, is interested in ensuring that the existing conflicts do not have a decisive impact on the international environment and do not lead to the collapse of existing economic and political ties.
